The following appeared in a public policy commentary about Bangladesh’s proposed “Family Card” program:
The Family Card which would provide Tk 2,500 monthly to households has been presented as an important form of social protection. However, whether the program succeeds will depend less on the promise itself than on its design. If it is universal, it may become fiscally unsustainable and difficult to reverse. If it is targeted, it may create distrust, exclusion errors and political resentment unless eligibility rules are transparent and appeals are credible. Because the current pilot appears to prioritize extremely poor or vulnerable households rather than all households, the government should stop describing the program as universal and instead commit to a clearly targeted model with strict eligibility rules. Only a targeted approach can reduce poverty efficiently while remaining politically and fiscally sustainable in Bangladesh.
