Federation Barreaux d'Europe Its headquarters are in Strasbourg. Membership in the FBE is open to all national and local Bars and to the Law Societies within the Council of Europe.

Presentation

The European Bars Federation / Fédération des Barreaux d’Europe (FBE) was founded in Barcelona on 23 May 1992 as successor to the Conference of Major European Bars. Today the FBE has 250 members Bars, representing more than 1,000,000 lawyers. We promote the rule of law, the supremacy of the law, the independence of justice and the right to a fair trial. We represent the defence of human rights in Europe and in the world. We act when these principles are threatened in many jurisdictions. The independence of justice is fundamental for a just society. The FBE is organized with standing committees and ad hoc commissions. The former are dedicated to universal and basic aspects. The latter are dedicated to contingent or local needs. All commissions work constantly to reach the fixed goal. The FBE organizes two annual congresses, each time in a different European City. These events offer unique opportunities to discuss common problems and share information and experiences. The FBE is committed to providing international specialist legal training, including participation in congresses organized by member bar associations, law societies and other legal entities so as to reach a greater number of recipients.

The Fédération des Barreaux d’Europe (FBE) extends its warmest congratulations to South African lawyer and jurist Navanethem „Navi” Pillay on being awarded the 2026 Nobel Peace Prize for her outstanding commitment to peace and international law.
From defending opponents of apartheid and political prisoners to serving as President of the International Criminal Tribunal for Rwanda, judge of the International Criminal Court and UN High Commissioner for Human Rights, her career shows how a free and independent legal profession can transform society. Her contribution to recognising that r**e and sexual violence may constitute acts of genocide marked a decisive step against impunity.
At a time of conflict and pressure on judicial institutions, this prize reminds us that lasting peace is built through justice, accountability and respect for fundamental safeguards.
The FBE reaffirms its support for lawyers and human rights defenders worldwide who uphold the rule of law, often at risk to their own freedom and safety.

FBE at the Days of the Slovenian Bar Association 🇸🇮

The President of the FBE, Rajko Marić, was invited to the Days of the Slovenian Bar Association in Nova Gorica, where he represented the European Bars Federation.

The FBE sincerely thanks the hosts for an exceptionally interesting programme centred on important historical events and facts, and for the outstanding organisation of this remarkable event.

The FBE extends special congratulations to President Janez Starman and all members of the Board of the Slovenian Bar Association, with particular appreciation for the colleagues and representatives from Nova Gorica.

How far does a lawyer’s duty to verify client evidence go?

In the next instalment of the FBE series “Deepfakes in the Courtroom”, we examine how lawyers should respond when clients provide digital evidence that may have been manipulated.

As a general rule, a litigation representative is not liable for the veracity of evidence provided by the client, as long as they act in good faith and have no knowledge of its falsity. Using evidence the lawyer knows to be false stays prohibited. In between sits the standard of objectively justified doubts: we are not expected to investigate our own clients, but we cannot ignore obvious red flags.

Deepfakes do not change that standard. They change how often it is triggered.

Detection tools will not solve this for us either. They can help prove that content is artificial, never that it is authentic. A negative result certifies nothing: it only means that, with today’s tools, no sufficient signs of manipulation were found. Authenticity has to be assessed holistically, through provenance, chain of custody, method of acquisition, metadata and statements of the parties.

Three things to do in practice:
1️⃣ Inform clients of the consequences of relying on deepfake content.
2️⃣ Document the source and chain of custody of digital evidence at intake.
3️⃣ Where red flags appear, obtain the client’s written statement on the origin of the material.

As the EU-funded CREA3 and IDEA projects (EU Justice Programme) draw to a close, the FBE is delighted to share the results of its engagement. Both projects develop digital tools for disputes over the division of matrimonial assets and for employment disputes, with the aim of improving access to justice.

Last week in Naples, Izabela Konopacka, former FBE President and President of the FBE IP Law Commission, presented the FBE’s contribution at the CREA3 Final Conference. She was joined there by the academics, lawyers and engineers of the project consortium, who presented the CREA platform, built on equitative algorithms and a game-theory engine.

Yesterday, Maria Dymitruk, President of the FBE New Technologies Commission, opened our webinar with a presentation on AI-supported tools for access to justice and court efficiency. We were joined by Yordanka Bekirska, President of the FBE Family Law Commission, and FBE First Vice-President Michele Calantropo, who closed by inviting everyone to the FBE Congress in Antalya. Special thanks to Gioia Arnone, Italian lawyer and scholar, for introducing the projects of the D**E Research Group at Vrije Universiteit Brussel, led by Prof. Marco Giacalone.

The FBE is proud to work alongside academics for fairer justice in Europe. More information about the projects will be published on the FBE website and in the next edition of the FBE Bulletin.

FBE at the Rentrée of the Barreau de Versailles 🇪🇺🇫🇷

On 25 September, the Fédération des Barreaux d’Europe was honoured to be represented by its Secretary General, Lucia Fabbri, at the invitation of the Barreau de Versailles.

The day opened at the Bar’s headquarters with a round table on „La parole judiciaire”, the lawyer’s word in court. Moderated by Me Marilyne Secci, it compared how much weight a lawyer’s word carries in court proceedings across different legal systems. Lucia Fabbri spoke alongside colleagues from Tokyo, Belgium and Romania, a judge from Québec, and Me Renaud Gannat for France.

The Rentrée solennelle then took place at the Palais des Congrès de Versailles. Speeches by Bâtonnier Thierry Voitellier, Vice-Bâtonnière Natacha Marest and the three Secretaries of the Conférence were substantive and full of wit, far more than a formal ceremony.

Our warm thanks to Bâtonnier Voitellier and the Barreau de Versailles for their hospitality. We look forward to welcoming Marilyne Secci and Renaud Gannat, committed friends of the FBE, in Antalya, where they will represent Versailles.
