✅ OFFICIAL: UEFA has announced a new format for men’s national team competitions starting from 2028 (after EURO 2028).

The decision was approved during a meeting in Istanbul on May 20.

1. UEFA Nations League (from the 2028/29 edition)

The competition will change from 4 leagues to 3 leagues.

Each league will contain 18 teams (except League C, which will have 7 teams).

Every league will be divided into 3 groups of 6 teams.

Each team will play 6 matches against 5 different opponents.

Quarter-finals, Final Four, and promotion/relegation play-offs will remain unchanged.

2. EURO Qualifiers

A new tiered qualifying system with 2 leagues will be introduced:

League 1: The top 36 teams (from Nations League A & B)
→ 3 groups of 12 teams.
→ Each team plays 6 matches.

League 2: The remaining 18/19 teams
→ Similar to Nations League C format (3 groups of 6 teams + 1 group of 7 teams).

EURO host nations will still participate in qualifying, but their results will only affect Nations League positioning for the next cycle.

Group winners in League 1 qualify directly for the EURO tournament, while the remaining spots will be decided through play-offs designed to give League 2 nations a fair chance.

Create fairer qualification opportunities for all nations
