"With the passage of the FY 2025 budget, we also passed an amendment to jump start the reopening of the Guam Raceway with the support of the Guam Motorsports Association.
They are driven by passion, not profit. They aim to maintain the raceway as a community asset, not a commercial venture. The raceway should be treated like a public park—a place for our community to come together and enjoy, maintained by those who care most about it.
I’ve met with these local racers, and I can attest to their dedication and integrity. The accusations and cynicism they’ve faced are unfounded. These are people who have poured their hearts into reopening the raceway, and they deserve our support, not baseless criticism.
Though well intentioned, Speaker Terlaje's proposal to charge commercial rent would likely result in the raceway never reopening. To cover the high cost of commercial rent at market rate, likely in the millions of dollars, the association would have to commercialize heavily, charging exorbitant fees that would drive away the very people it’s meant to serve.
As we move forward, we have to be ever mindful and vigilant that the goal is to reopen the raceway for the public benefit, not individual gain.

We are now one step closer in saving the track, requiring negotiations to begin between the Chamorro Land Trust Commission and Guam Motorsports Association.

Budget bill amendment requires negotiation, leasing for raceway
An amendment to the fiscal year 2025 budget bill will require the Chamorro Land Trust Commission to negotiate with the Guam Motorsports Association on the terms of a noncommercial lease

Thank You to everyone who attended this Saturday’s motorsports meeting about the Raceway. We hope it was insightful and helpful to see what we’ve been working hard at the past year and a half. The work is not over and we’ll continue pushing to get the Raceway re-opened for our community to come alive and thrive once again.
