QSD PQSL Contractor Tender & Cost Control Series 2026 (2) – Essential contract management and financial risk for Mechanical and Electrical Packages (MEP) works (9 July 2026)

The QSD PQSL webinar has been successfully hosted by our Training Sub-Committee member, Sr Jade Lau and Sr Kay Cheng. We were deeply honored to have Sr Charlotte Liu as our guest speaker to share her invaluable insights with over 200 members and APC candidates online.

Sr Charlotte Liu is a Member of the Hong Kong Institute of Surveyors, the Royal Institution of Chartered Surveyors and Fellow of Chartered Institute of Arbitrators. She obtained Bachelor of Science in Quantity Surveying and Master of Laws in Arbitration and Dispute Resolution from City University of Hong Kong. She is also an adjudicator listed in HKIS Panel of Adjudicators. She has been practising about 30 years of quantity surveying and contract management works for contractors and consultants particularly in MEP trade.

Mechanical and Electrical (MEP) packages are widely recognized as one of the most complex components of a construction project, heavily testing a quantity surveyor's commercial insight.

During the webinar, Sr Liu delivered an exceptional presentation by sharing real-life 3D pipeline clash examples and the shop drawing preparation process. She expertly unpacked the critical risk areas inherent in MEP works across various contract forms.

The session comprehensively covered a series of hot topics and costly MEP risk profiles that quantity surveyors usually pay attention to. She discussed fluctuation, document discrepancies, design liabilities, variations and abortive works, payment terms and cash flow optimization, as well as testing and commissioning (T&C) and extension of time (EOT).

We would like to express our highest appreciation to Sr Liu for her fruitful and generous sharing. Her practical wisdom has immensely benefited both practicing professionals and APC candidates looking to sharpen their exam mindsets and enrich their logbooks. A big thank you also goes out to all our members for their active participation and engaging Q&A discussion.

Leo, Chief Technology Officer of Gammon Construction Limited, has over 30 years of experience across Silicon Valley, Greater China, and the Asia Pacific and currently leads Gammon’s innovation technology team, driving the company’s technology strategy and strengthening its position as the Contractor of Choice in the region.

Mr. Desmond He
Desmond is the Senior Digital Transformation Lead at Gammon Construction Limited with a focus on BIM, design automation, and business transformation.

Sr Filly Yan
Filly is a Quantity Surveyor at Gammon Construction Limited. Blending her commercial background with studies in Information Systems Management, she focuses on enhancing traditional QS practices through data-driven innovation.

Ms Sofia Chiu
Sofia Chiu is Chief of Staff to CTO at Gammon Construction, supporting AI adoption, digital transformation, and technology strategy across construction operations. With a background in law, startups, university technology commercialization and business development, she brings a practical cross-disciplinary lens to innovation and ex*****on.

Leo shared his experience in digitalization and AI applications in construction field, and showcased different tools and systems worked in Gammon. Desmond introduced how Gammon develops and implements effective strategies that optimize workflows, increases efficiency, and reduces costs in commercial sides. Moreover, Filly shared her experience in using different AI tools which benefit QS workflow and billing processes. Finally, Sofia delivered her experience in AI applications and shared her insight into advanced technology.

The HKIS QSD Annual Dinner 2026

On 3 July 2026, the HKIS QSD came together for the QSD Annual Dinner 2026, filling 32 tables with members, guests, and leaders of the profession. We were deeply honoured to welcome Ms Winnie Ho, JP, Secretary for Housing, as our Guest of Honour. Chairman Sr Eric Ting and HKIS President Sr Tony Wan opened the evening with inspiring addresses, followed by Ms Winnie Ho insightful sharing on housing and the vital importance of professional contribution to the built environment.

In his speech, Chairman Sr Eric Ting reflected on the transformative and dynamic evolution of the QS role in recent years. He urged members and QS firms to remain open-minded, to embrace changes and to stay connected across disciplines, borders, and generations. He reminded everyone that serving the community remains at the heart of our professional mission.

One of the highlights of the night was the presentation of the QSD Assessment of Professional Competence (APC) Best Candidate 2025 Award to newly qualified Sr Tang Cong in recognition of her outstanding performance in the APC.

HKIS QSD Scholarship Presentation Ceremony 2026

The 2026 HKIS QSD Scholarship Presentation Ceremony was successfully held on 29 June 2026. Established in 2011, this annual event awards scholarships to students with outstanding performance in quantity surveying-related courses at higher education institutions, with the aim of nurturing the next generation and elevating the reputation of quantity surveying as a highly valued profession in the construction industry.

The QSD is honoured to have HKIS President Sr Tony Wan and QSD Chairman Sr Eric Ting deliver the opening speech and present the awards alongside representatives from all scholarship sponsors.

Thanks to the generous support from local quantity surveying firms and related companies, a record of 16 scholarships were awarded this year to students who demonstrated outstanding performances in key quantity surveying subjects leading to bachelor’s degrees and higher diplomas.

CPD: NEC4 ECC Compensation Event under Clause 60.1(1) and Delay Claims from the Contractor’s Perspective (26 June 2026)

Ir Chan has more than 15 years of experience in infrastructure project management and commercial management within the contracting field in Hong Kong. He is currently the General Manager (Acting), Leader of the Claims and Dispute Resolution Department and Planning Team at a major contractor in Hong Kong.

Ir Chan shared his experiences in establishing claims related to changes in Scope and the compensation event under Clause 60.1(1). Additionally, he discussed how to build up and manage compensation events and delay claims under the NEC4 ECC from the Contractor’s perspective, covering the following aspects with relevant real-life case studies:
- The approach to managing changes in Scope
- The interface between early warning and the compensation event under Clause 60.1(1)
- Strategies to maximise the use of prospective analysis in delay claims; followed by a Q&A session.
