levies harsh penalties on FC Goa

The five-member Indian Super League (ISL) regulatory commission on Thursday fined FC Goa franchise Rs 11 crore and banned the franchise's co-owners Dattaraj Salgaocar and Shrinivas Dempo from participating in any ISL activity or entering any stadium across India during the tournament for three and two years respectively.
The commission also docked FC Goa of 15 points for the coming season, which means the team will commence the 2016 season at -15 points.
The ISL regulatory commission consists retired high court justices DA Mehta and BN Mehta, former Mumbai DGP D Sivanandan, ex-India cricketer Kiran More and sports law expert Vidhushpat Singhania.
TOI had reported on Thursday that the franchise and two of its co-owners would be subjected to severe penalties for bringing the tournament into disrepute.
On December 20, 2015, the day of the final, FC Goa had boycotted the post-match presentation ceremony, filed a police complaint against Blumer which led to his arrest and said they were "forced to do so because the ISL authorities had failed to take action against Blumer who assaulted and abused FC Goa co-owner Dattaraj Salgaocar".
The franchise had also alleged, back then, that the result of the final had been pre-decided, but later denied having said anything to this effect in their submission to the commission.
On March 5, this year, the disciplinary committee of the All India Football Federation (AIFF) had fined FC Goa Rs 50 lakh for not attending the post-match ceremony following which FC Goa went to the appeals committee, which hasn't taken a decision yet.
