NEC Liberia Makes Input at Africa Conference on Disability Inclusion in Elections
The Africa Conference on Disability Inclusion in Electoral Processes in the Digital Era is currently taking place in Dakar, Senegal, bringing together Electoral Commissions, Organizations of Persons with Disabilities (PWDs), regional bodies, development partners, and election stakeholders from across the continent.
The conference is focused on advancing inclusive and accessible electoral processes through discussions centered on accessibility, participation, digital transformation, data, and accountability throughout the electoral cycle.
At the opening session on Tuesday, 12 May 2026, NEC Liberia Deputy Executive Director for Programs, Ignatius B. Wisseh, joined other regional election experts on a high-level panel advancing the rights of PWDs and other underserved groups in Africa.
Mr. Wisseh highlighted Liberia’s electoral legal framework, which aligns with Article 29 of the Convention on the Rights of Persons with Disabilities (CRPD).
He further referenced Article 77 of the Liberian Constitution, which guarantees voting rights to all Liberians aged 18 and above, as well as provisions of the New Elections Law that ensure access for PWDs to registration centers and polling places during elections.
The NEC official also informed the conference that, in fulfillment of Liberia’s commitment to implementing Article 29 of the CRPD, the Government of Liberia ratified the Convention in 2012, making disability inclusion part of its National Development Agenda 2025–2029 (ARREST Agenda), which emphasizes the inclusion of women, children, and Persons with Disabilities, among others.
Also representing Liberia at the conference is the Head of the National Commission on Disabilities, Rev. Aaron Wright.
The Africa Conference on Disability Inclusion in Elections is organized by the United Nations Development Programme Africa (UNDPㅡAfrica) in partnership with the United Nations Electoral Assistance Division (EAD) and the Africa Disability Alliance (ADA), with support from Germany and Spain.
This marks the first United Nations Electoral Assistance conference dedicated to placing the inclusion of PWDs at the center of discussions on digital transformation, political participation, and electoral processes.

ECOWAS CONCLUDES ASSESSMENT AT NEC Liberia
A three-member delegation from the Economic Community of West African States (ECOWAS), based in Abuja, Nigeria, on Tuesday, 12 May 2026, concluded an assessment visit to the National Elections Commission of Liberia (NEC-Liberia), aimed at inspecting equipment and reviewing support provided to the Commission during the 2023 General Elections.
The delegation, accompanied by NEC Monitoring and Evaluation Section Director, Michael A. Clarke, was received on behalf of the NEC Chairperson by the Executive Director, Mr. Anthony K. Sengbe.
In 2023, ECOWAS, through its Electoral Support Project for Liberia, procured several key assets for the Commission, including:
One Toyota Land Cruiser Jeep;
One Toyota Land Cruiser Pickup; and
Two Toyota Hilux Pickups.
Additional support included:
Thirty-one (31) laptops
Twenty (20) printers
Official Results Portal pe*******on testing; and
Deployment of an M&E Monitor and ICT Consultant to the Commission, among other interventions.
Most of the laptops and vehicles have been assigned to Elections Magistrates across the counties, while a few remain at the NEC Headquarters in Monrovia.
The ECOWAS delegation comprised:
Patrick Lamboi, Strategic Planning for M&E;
Gbogboto Musa, Director for Strategic Planning;
Dr. Malick Babah, Programme Officer for Strategic Development; and
Irene B. Wallace, Office Manager for the ECOWAS Mission in Liberia, who also accompanied the delegation to the NEC Headquarters.
Meanwhile, the NEC, through its Executive Director, expressed appreciation to ECOWAS for its continued and immense support to the Commission over the years.

MONROVIA – LIBERIA | 11 MAY 2026 – FOR IMMEDIATE RELEASE | NEC Liberia ALERTS LNP ON REPORTED CASE INVOLING STAFF MEMBER
The National Elections Commission of Liberia (NEC–Liberia) officially informs the Liberia National Police (LNP), through the Inspector General, Hon. Gregory O. W. Coleman, about a reported case involving Mr. Solomon Jaryenneh, Senior Elections Magistrate assigned to Sinoe County, and requests appropriate investigation and support.
The Commission received a written communication dated 23 April 2026, from Mrs. Hawa Jaryenneh, wife of Mr. Jaryenneh, expressing concern over her husband’s whereabouts.
In her communication, Mrs. Jaryenneh indicated that Mr. Jaryenneh had attended two NEC – organized workshops in Harper and Ganta and later informed her of his intention to travel within the Maryland County corridor near the Liberia–Côte d’Ivoire border for traditional medical attention due to health-related concerns.
According to the family’s report, all attempts to reach Mr. Jaryenneh since 2 April 2026 have been unsuccessful, and his whereabouts remain unknown.
Meanwhile, in line with its duty of care and institutional responsibility, the NEC has taken the following immediate steps:
Acknowledged receipt of the family’s communication and formally documented the matter;
Transmitted the concerns to the Liberia National Police through its Inspector General, Hon. Gregory O. W. Coleman, for appropriate investigation and support; and
Maintained communication readiness with the family of Mr. Jaryenneh to provide any additional institutional support required.
The NEC emphasizes that this matter is being treated with utmost seriousness and sensitivity, and the Commission remains committed to cooperating fully with national security authorities as investigations proceed.
The public is encouraged to provide any credible information that may assist the relevant authorities in locating Mr. Solomon Jaryenneh directly to the LNP or through appropriate NEC communication channels.
The NEC assures the public of its continued commitment to staff welfare, transparency, and collaboration with national institutions in matters of public concern.

Strengthening HR Practices in Elections | Staff Receive Revised HR Policy Manual
Significant reforms are underway within the National Elections Commission of Liberia (NEC Liberia) as part of ongoing efforts to align the Electoral Management Body (EMB) with best practices in institutional governance and human resource management.
On Friday, 8 May 2026, staff of the Commission began receiving copies of the Revised Human Resource Policy Manual, developed and updated in 2025.
The Manual provides clear guidance for strengthening human resource management practices within the NEC.
As a credible EMB, the effectiveness of the Commission’s mandate depends largely on the professionalism, integrity, and commitment of its staff.
This revised HR Policy Manual serves as a comprehensive guide covering key HR areas, including:
recruitment and retention
workplace ethics
training and career development
staff welfare
performance management
employee rights and responsibilities.
It is grounded in Liberian legal standards and international best practices, and is designed to support both the HR Section and staff in clearly understanding policies, procedures, and ethical expectations—thereby promoting a respectful, transparent, and productive work environment.
Originally developed in 2017 with technical support from the USAID Liberia Administrative and Systems Strengthening (LASS) Program, the Manual has since been revised with contributions from NEC staff and support from the European Union in Liberia through the UNDP Liberia Electoral Support Project (LESP).

Strengthening Partnerships | UNDP Liberia Country Representative Pays Courtesy Visit on NEC Liberia Acting Chairperson
The United Nations Development Programme (UNDP) in Liberia, alongside the European Union in Liberia, Sweden, and Ireland, continues to support a range of election-related programs with the National Elections Commission of Liberia (NECㅡLiberia).
In a further demonstration of this commitment, on Tuesday, 5 May 2026, UNDP Liberia Country Representative Aliou Mamadou Dia, accompanied by Deputy Resident Representative, Louis Kuukpen, paid a courtesy visit to the Acting Chairperson of NEC, Jonathan K. Weedor, reaffirming UNDP’s continued support to the Commission.
Mr. Dia highlighted the ongoing collaboration under the Liberia Electoral Support Project (LESP), supported by the European Union, Sweden, and Ireland, and pledged sustained partnership with the Board of Commissioners (BoC) of NEC.
The UNDP delegation, accompanied by the UNDP-LESP Chief Technical Advisor, Katherine Green, also commended the successful conduct of Liberia’s 2023 General Elections, which culminated in a peaceful democratic transition.
In response, Acting Chairperson Weedor expressed appreciation for the visit and underscored the pivotal role of the United Nations in sustaining Liberia’s democratic progress.
He further conveyed confidence in strengthening institutional collaboration under his leadership, emphasizing a commitment to inclusive reforms, enhanced staff capacity, and adherence to best practices in electoral management.

NEC Liberia Second Cohort of Capacity-Building Training Underway in Ganta
Ganta, Nimba County | 5 May 2026 — The National Elections Commission Liberia (NECㅡLiberia) has commenced the second cohort of its capacity-building training for election magistrates and logistics personnel in Ganta, Nimba County.
The initiative is aimed at strengthening operational readiness, logistics, and planning capacity ahead of future electoral activities.
Participants attending the training are drawn from Nimba, Lofa, B**g, Grand Gedeh, Grand Kru, and River Gee Counties.
The session also brings together the Regional Coordinator for Region 3 and Field Coordination Staff of the Commission.
It is being facilitated by a high-level team of BRIDGE-accredited trainers from the NEC.
Speaking on Monday, 4 May 2026, at the opening of the Ganta cohort session, NEC Commissioner, Barsee Leo Kpangbai, emphasized the importance of adhering to clear Standard Operating Procedures (SOPs) alongside a strong logistics manual.
'These tools are the foundation of our work in the field. They guide our actions and ensure consistency across all magisterial areas,' Commissioner Kpangbai stated.
He noted that with proper procedures and an effectively managed logistics system, the Commission can minimize errors, improve efficiency, and strengthen public trust in the electoral process.
Commissioner Kpangbai further urged participants to remain committed to strictly following established guidelines to ensure the successful conduct of the 2029 General Elections.

NEC Liberia & UNDP ㅡLESP Advance Consolidated Communications Strategy, Policy & Protocols

Though the 2029 General Elections may seem distant, early preparations are already underway at the National Elections Commission of Liberia (NEC–Liberia).
These efforts span improved public communication, strengthened civic and voter education, and the training of election magistrates and other field staff, among others.
With support from the European Union in Liberia and the UNDPㅡLESP, the NEC Communications Section, on Monday, 4 May 2026 convened a day-long working session to review the final draft of the Commission’s Communications Strategy, Policy, and Protocols.
The session aims to consolidate the documents, incorporate key improvements, and establish a practical implementation plan supported by a clear governance structure.
In her opening remarks, NEC Co-Chairperson, Cllr. P. Teplah Reeves, emphasized that communication is vital to every society.
She assured participants of the Commission’s commitment to delivering a transparent, credible, and well-communicated electoral process.
The NEC CoㅡChairperson further urged participants to ensure that the outcomes of the session are practical and impactful, particularly in preparation for the 2029 General Elections.
UNDPㅡLESP Communications Specialist, Memdemassa James Kpargoi, reassured the NEC of continued support towards strengthening its Communications Section.
The session is being ably facilitated by UNDP–LESP Consultant, Dala Korkoyah, Jr., and is expected to lead to a series of BRIDGE workshops on 'Media and Elections.'
These workshops will engage NEC headquarters and field staff, journalists, and a broad spectrum of stakeholders across Liberia to validate and enrich the draft documents.
The regional engagements will provide platforms for inclusive dialogue, enabling diverse perspectives to shape the final outcomes and ensure alignment with operational realities across all levels of the NEC.

Acquaintance Meeting | NEC Liberia Acting Chairperson Receives Briefing on UNDP–LESP Activities
Monrovia, Liberia | 1 May 2026 — UNDP Liberia, a lead implementer of the Liberia Electoral Support Project (LESP), has concluded a high-level engagement with the Acting Chairperson of the National Elections Commission of Liberia (NEC–Liberia), Mr. Jonathan K. Weedor, providing a comprehensive briefing and status update on its ongoing activities.
The UNDP–LESP Chief Technical Advisor, Katherine Green, accompanied by a team of seven, outlined a range of electoral support initiatives currently being implemented.
These include voter education, inclusion, public communications, ICT systems, electoral reform, women's political participation, political campaign financing, among others.
Acting Chairperson Weedor welcomed the engagement and expressed appreciation for the sustained support provided by UNDP–LESP.
He reaffirmed the Commission’s commitment to a cost-sharing approach as part of a strong bilateral partnership.
Mr. Weedor emphasized that, under his stewardship, the NEC will prioritize securing adequate funding for its operations free from undue interference.
He noted that this concern will be addressed in the proposed electoral reform bill, aimed at removing bottlenecks associated with accessing government funding.
The NEC | UNDP–LESP briefing provided a comprehensive overview of past and ongoing electoral initiatives, as well as the challenges and opportunities ahead.
UN Women Liberia Team Lead on Governance, Peace and Security, Tsega Meles, also provided briefing on gender issues involving the Commission.

Election Magistrates Leading the Way — NEC Liberia Acting Chairperson Recognizes Their Role in Strengthening Democracy
At the close of a regional electoral workshop in Buchanan, Grand Bassa County, election magistrates were urged to 'serve a higher purpose' by diligently serving the people of Liberia.
The Acting Chairperson of the National Elections Commission of Liberia (NEC–Liberia), Jonathan K. Weedor, emphasized the critical role election magistrates play in ensuring that the will of the people is fully realized through credible elections.
'The National Elections Commission of Liberia carries a profound responsibility: through integrity, competence, and impartial service, we safeguard peace and strengthen our democracy,' the NEC Acting Chairperson reminded workshop participants.
The workshop, held from 28–30 April 2026, focused on reviewing the work of election magistrates, identifying operational bottlenecks, and strengthening institutional capacity.
These objectives align with the NEC’s decentralization agenda, as outlined in its 2026–2030 Strategic Plan.
Decentralization within the NEC is aimed at streamlining operations, reducing electoral costs, and delivering greater value for money through more efficient systems.
The Buchanan session was supported under the UNDP Liberiaㅡ Electoral Support Project (LESP) in partnership with the European Union in Liberia.

NEC Liberia Strengthens M&E Capacity Through Ongoing Refresher Training for Focal Persons
'Learning Together, Moving Forward' is the guiding theme of the ongoing internal review and refresher training for sectional focal persons within the National Elections Commission of Liberia (NECㅡLiberia) Monitoring and Evaluation (M&E) Section.
The training was first conducted in Buchanan, Grand Bassa County, from 13–14 April 2026.
It has now moved to Monrovia, where the focus is on strengthening reporting processes through designated M&E focal staff.
The sessions are also addressing challenges faced by focal persons in using the KoboCollect Toolbox for effective reporting within the M&E system.
Participants are being familiarized with the NEC 2026–2030 Strategic Plan, as well as the 2026 Annual Work Plan, which will guide their reporting responsibilities.
This exercise is supported by the Liberia Electoral Support Project (LESP), an initiative of UNDP Liberia in collaboration with the Commission.
