DISCIPLINARY DECISION ARISING FROM THE QUARTER-FINAL MATCH BETWEEN DUKKU EMIRATE COUNCIL AND DADIYA TRADITIONAL COUNCIL PLAYED ON 21ST JULY, 2026

The Disciplinary Committee, having considered the Match Officials' Reports and all relevant evidence relating to the above-mentioned match, hereby issues the following findings and decision.

Findings

The Committee finds as follows:

1. During the course of play, a player of Dukku Emirate Council committed a foul by kicking a player of Dadiya Traditional Council inside the penalty area. The Referee correctly awarded a penalty kick to Dadiya Traditional Council, which was successfully converted, bringing the score to 1–1.

2. At the conclusion of regulation time, and before the commencement of the penalty shootout, the Trainer of Dukku Emirate Council, Babangida Saidu, directed insulting and abusive language at the Match Officials.

3. The situation was promptly brought under control through the intervention of members of the Organizing Committee, thereby preventing any further escalation.

Decision

Having carefully considered the facts of the case and pursuant to the Rules and Regulations of the Gombe Emir's Cup 2026, the Committee hereby decides as follows:

1. Dukku Emirate Council is hereby fined the sum of Fifteen Thousand Naira (₦15,000.00) for the insulting, harassment, and abuse of Match Officials, conduct capable of bringing the game into disrepute, contrary to Article 19 of the Rules and Regulations.

2. The Trainer of Dukku Emirate Council, Babangida Saidu, is hereby issued a formal warning. Any subsequent act of misconduct, including the abuse, intimidation, or harassment of Match Officials, shall attract more severe disciplinary sanctions, including suspension from participation in the Gombe Emir's Cup 2026.

3. The Committee enjoins Dukku Emirate Council and its officials to uphold the objectives of the Gombe Emir's Cup by promoting peace, unity, discipline, respect for Match Officials, and the principles of fair play and sportsmanship throughout the competition.

4. This decision is without prejudice to the right of any aggrieved party to appeal to the Appeal Committee. Any appeal must be lodged within twenty-four (24) hours of the date and time this decision is communicated, in accordance with the Rules and Regulations of the Gombe Emir's Cup 2026.

DECISION ON THE PROTEST LODGED BY GOMBE EMIRATE COUNCIL AGAINST FUNAKAYE EMIRATE COUNCIL DURING THE QUARTER-FINAL MATCH OF THE GOMBE EMIR'S CUP PLAYED ON 18TH JULY, 2026, AT DEBA TOWNSHIP STADIUM

Following a thorough review of the protest submitted by Gombe Emirate Council, the applicable Rules and Regulations of the Gombe Emir's Cup, and all relevant evidence presented, the Disciplinary Committee hereby issues the following findings and decision:

FINDINGS

The Committee finds as follows:

1. The player in question, Abbati Abubakar, is an indigene of Funakaye Emirate Council.

2. The Committee further finds that the player has resided within Funakaye Emirate Council for a period exceeding the minimum six (6) months required under the Rules and Regulations.

3. The Committee also finds that there is no provision in the Rules and Regulations prohibiting a player, regardless of the level of competition in which he participates, from representing his Emirate or Traditional Council in the Gombe Emir's Cup.

DECISION

Having carefully considered the protest, the evidence before it, and the applicable Rules and Regulations, the Committee hereby decides as follows:

1. Pursuant to Article 2.1 of the Rules and Regulations, Abbati Abubakar is duly eligible to represent Funakaye Emirate Council in the Gombe Emir's Cup, having satisfied the minimum residency requirement of six (6) months.

2. The Committee further notes that the Preamble to the Rules and Regulations expressly provides that the competition is open to players of all categories. Accordingly, participation at any other level of football competition does not constitute a ground for disqualification from representing an Emirate or Traditional Council in this competition.

3. The protest lodged by Gombe Emirate Council is hereby dismissed for lack of merit.

4. The result of the match shall stand as played, with Funakaye Emirate Council retaining its 3–1 victory over Gombe Emirate Council.

5. This decision is without prejudice to the right of any aggrieved party to appeal to the Appeal Committee. Any such appeal must be lodged within twenty-four (24) hours of the date and time this decision is communicated, in accordance with the Rules and Regulations of the Gombe Emir's Cup.
