Assistant referee 1 (formerly known as a linesman) Dan Cook, informed referee Chris Kavanagh that there was no foul on David Raya during West Ham United’s late equaliser against Arsenal. However, VAR Darren England and assistant Akil Howson unanimously ruled out the goal immediately, prompting Kavanagh to review the incident on the VAR monitor before officially disallowing it.

According to PGMOL chief Howard Webb, there were two fouls on Raya during the set-piece play Pablo illegally blocking the goalkeeper from claiming the ball and Jean-Clair Todibo pulling him from behind. Webb stressed that the decisive offence was Pablo’s contact with Raya’s hand while the goalkeeper had full control of the ball, making the foul difficult to dispute under IFAB laws, which heavily protect goalkeepers, especially in set-piece situations.
