RULES AND REGULATIONS
The SELYA Basketball League shall follow the Official FIBA Rules in all games, except where specifically modified by the following In-House Rules and Regulations. In the event of any conflict between the Official FIBA Rules and these In-House Rules, the In-House Rules shall prevail.
Entry Fee: ₱1,000 (Reimbursable after the tournament)
Playing Fee: ₱1,000 per game (Payable before each game)
UNIFORM:
Upper Only: ₱450
Complete Uniform (Upper & Shorts): ₱750
Jersey Design Announcement
All team representatives will be added to an official group chat with our official apparel provider once their entry fee has been fully paid. Only teams that have completed their entry fee payment and have been officially accepted into the league will be eligible to proceed with the jersey design process.
ELIGIBILITY:
All players must be 6'0" and below. Each team is allowed one (1) player above 6'0". Any exemption must be approved by the league commissioner before participation.
No former PBA players
No active MPBL players
No active collegiate players
No pay-to-play ("panalay") players
TOURNAMENT FORMAT
The twelve (12) participating teams will be divided into two (2) groups through a draw. Each group will play a single-round robin elimination format.
The top four (4) teams from each group will advance to the Quarterfinals. The 1st seed from each group will face the 4th seed from the opposite group, while the 2nd seed will face the 3rd seed from the opposite group.
The winners of the Quarterfinals will advance to the Final Four crossover Semifinals.
PLAYER'S TIME OUT
Any player who has full possession and control of the basketball may request a time-out for his team at any point during the game, subject to the approval of the game officials.
If a team requests a time-out after it has already used all of its allotted time-outs, the referees shall grant the request and assess a technical foul against the team. The opposing team shall be awarded one (1) technical free throw, after which play shall resume in accordance with the official playing rules.
TIME OUT
Each team shall be allowed one (1) time-out per quarter during the first half and a total of three (3) time-outs during the second half. Unused time-outs from the first half may not be carried over to the second half.
TIE BREAKER:
In the event of a tie in the team standings at the end of the elimination round, the following tiebreaking rules shall apply:
1. Two-Team Tie
If two (2) teams are tied, the team that won their head-to-head match during the elimination round shall be ranked higher.
2. Three-Team Tie or More
If three (3) or more teams are tied, the head-to-head results among the tied teams shall be applied whenever possible. If the head-to-head rule does not determine the rankings, a quotient system based on the point differential (winning margin) in the games among the tied teams shall be used to determine the final standings.
DISPLINARY ACTION
1. Double Technical Fouls
Any player who receives two (2) technical fouls for unsportsmanlike conduct in the same game and is ejected shall be suspended for one (1) game. The suspension shall be served in the team's next scheduled game.
2. Fighting and Brawling
Any player who starts, instigates, or actively participates in a fistfight or any form of brawl shall be suspended for the remainder of the tournament.
3. Technical Foul Penalty
Any player assessed a technical foul for unsportsmanlike conduct shall serve a mandatory three (3)-minute sit-out penalty. The player may only re-enter the game after the penalty has been fully served and with the approval of the game officials.
4. League Authority
The Tournament Committee reserves the right to review any incident and impose additional disciplinary action if deemed necessary to preserve the integrity, safety, and sportsmanship of the league.
DEFAULT AND FORFEITURE:
In the event of a game default or forfeiture, the winning team shall be credited with a +20 point differential (winning margin), while the losing team shall be charged with a –20 point differential (losing margin). This point differential shall be used in the application of the tournament's tiebreaking (quotient) system.
POSTPONED AND SUSPENDED GAMES
Any game postponed due to unforeseen circumstances or a fortuitous event shall be rescheduled on the last available playing day of the tournament, as determined by the Tournament Committee.
For games that have already started but are suspended due to a fortuitous event (e.g., rain), the following rules shall apply:
A. First Half If the game is suspended during the first half, the game shall be declared cancelled and replayed in its entirety on the rescheduled date.
B. Second Half If the game is suspended during the second half, the game shall resume from the point of suspension, with the remaining game time and the recorded score at the time play was stopped.
Registration
No Pay, No Play Policy
All teams must pay their entry fee before the tournament begins and their playing fee before each scheduled game.
The entry fee is refundable at the conclusion of the tournament if the team completes the tournament, complies with all league rules, and has no outstanding fees, fines, or penalties.
The entry fee and playing fee are required to support league operations. Teams are responsible for paying the playing fee regardless of whether they participate in a scheduled game.
If a team is a no-show, the playing fee remains due within two (2) playing days. Failure to pay within this timeframe will be treated as a voluntary withdrawal (concession), and the team may be removed from the tournament at the commissioner’s discretion. If a team is a no-show or defaults in a scheduled game, it will not be awarded its next scheduled game.
Article – Game Stoppage Due to Team or Player Misconduct
Should a game be stopped, suspended, or terminated as a result of the actions, misconduct, or fault of any player, team official, or member of a participating team, the team concerned shall be held responsible for the interruption. The team's entry fee shall be forfeited and is strictly non-refundable.
The team shall be required to replace its forfeited entry fee within the period set by the League Commissioner. Failure to do so shall result in automatic disqualification from the tournament and forfeiture of all remaining scheduled games, without prejudice to any additional disciplinary sanctions that may be imposed by the League Commissioner.
No Refund Policy
All tournament fees and payments are non-refundable.
Once a team's registration has been confirmed or any payment has been made, no refunds shall be issued. This policy ensures the smooth operation of the league by covering organizational and administrative costs, maintaining team balance, and promoting fairness and commitment among all participating teams.
Uniform Policy
All players must wear their official team uniform during every game.
No Uniform, No Play. Any player who is not wearing the official team uniform shall not be allowed to participate in the game.
SPORTSMANSHIP AND FAIR PLAY
All SELYA Basketball Club (SBC) members and players, regardless of skill level, are expected to prioritize sportsmanship, respect, and enjoyment of the game above all else.
Tournament officials and Event Hosts are committed to providing a safe, fair, and enjoyable playing environment. They will make decisions and enforce the rules to the best of their knowledge, experience, and judgment.
Players are expected to demonstrate honesty, integrity, and self-discipline by practicing good sportsmanship at all times. Respect for teammates, opponents, officials, and spectators is mandatory.
SBC encourages open communication, mutual respect, and camaraderie among all participating teams to help promote a positive and competitive tournament experience.
