جس قوت میں صلاحیت و استعداد اور نظم و ضبط ہوتا ہے کنٹرول اُسی قوت کا ہوتا ہے۔اس میں عجیب بات کیا ہے۔

حقیقی جمہوری طاقتیں جب تک خود کو ایک قومی سوچ کےتحت منظم نہیں کرتیں، طاقت اور کنٹرول کا مرکز غیر
عوامی اور غیر جمہوری قوتوں کے پاس ہی رہے گا۔
