AFC/M23 Communiqué (issued on February 2, 2026, in Goma)

The AFC/M23 coalition reports a significant reinforcement and deployment of Kinshasa government troops in the areas of Rwitsankuku, Point Zéro, Mulima Kananda, Fizi, and Baraka. It states that these areas are being used as bases to plan and launch attacks on populations in the Hauts Plateaux.

AFC/M23 claims that these operations involve special forces from Burundi and the DRC, unmanned aerial vehicles (drones), and shelling in densely populated areas. Regarding drones, it notes their almost daily use since January 22, 2026, citing examples:
- 6 used on January 29
- 5 on January 30
- 12 on January 31
- 8 on February 1, 2026

The statement asserts that these attacks have destroyed homes, churches, and schools, causing numerous civilian casualties, particularly among women and children. AFC/M23 attributes these developments to its withdrawal from Uvira and accuses the Kinshasa government of failing to honor ceasefire agreements despite ongoing Doha talks.

AFC/M23 warns that these actions pose a grave threat to the Banyamulenge community and could be considered acts of terrorism bordering on genocide. Consequently, AFC/M23:
- Calls on international partners for urgent intervention
- Demands measures to halt these abuses
- Urges government troops to withdraw from Minembwe and surrounding areas to restore peace and security for local populations

The statement concludes that urgent action is needed to stop attacks, prevent further atrocities, and protect civilians in the Hauts Plateaux sustainably and reliably.
