How we understand drug trends depends on close cooperation with national experts.
🌍 Across the EU, as well as Norway and Türkiye, national focal points collect, analyse and share data on drug use, markets and related harms. Together, they form the Reitox network, which connects national evidence with the work of the EU Drugs Agency.
To ensure this cooperation works effectively, each focal point is assessed on how it contributes to the EUDA’s tasks and how it manages its processes, data and collaboration at national and European levels.
The first full cycle of these assessments has now been completed, with the final visit taking place in Madrid last week. All focal points assessed have met the conditions for a successful outcome.

Getting the right care can be more complex when mental health and substance use problems occur in the same individual.
🧩 People with dual disorders often face fragmented services, delayed diagnosis and gaps in support. A new EUDA miniguide brings together current evidence and practice in this area and outlines key elements of effective, integrated responses.
It highlights approaches such as early detection, combined treatment, trauma-informed care and better training for professionals. Improving coordination between services can help ensure that people receive appropriate support wherever they first seek help.
The miniguide also points to uneven access to services across Europe and the need for stronger links between mental health and substance use systems, better data and sustained investment.

Since the start of Russia’s military aggression against Ukraine in February 2022, the European Union has put in place a comprehensive response, with actions in the Justice and Home Affairs domain playing an important role.
🤝 Across the EU Justice and Home Affairs Agencies’ Network, our nine agencies participate in this response by assisting Member States and partners, and by contributing to support for people affected by the war, particularly those displaced from Ukraine.

❓ How can workplaces better support recovery and social inclusion for people with substance use problems?
Today in Zagreb, we partnered with our Croatian national focal point to host a Reitox Academy focused on workplace support policies, employment and recovery.
💡 Reitox Academies bring together experts from across Europe, including EU Member States, Norway and Türkiye, to exchange knowledge, training and practical experience on drug-related issues. Through the Reitox network, countries connect data, expertise and approaches to support an evidence-based response. The EUDA also supports work in this area by improving knowledge on the interaction between drug policy and labour policy.
During the session, discussions focus on prevention in the workplace, social reintegration and the role of employment in supporting long-term recovery, including examples from Germany, Ireland and Finland, as well as on how policies can reduce stigma and strengthen support systems.
