Most unarmed martial arts training (not just Bujinkan) start with a punch, kick, grab, etc., because the attack is simply the medium for developing timing, distance, movement, control, and positioning. These skills carry over to numerous critical situations. The goal isn't to memorize defenses to particular attacks, but to develop the skills and muscle memory that work when needed.

I’ve seen many instructors talk about performing correct Ukemi and being a good Uke.
I’ve observed many of these people over the years in Japan and around the world training, and their Ukemi and ability of being Uke is far from skilled and understood.
Generally, the main reason is their lack of direct experience as their ego refuses to accept the role of being Uke. To learn Budô, one has to understand both sides of life - Uke and Tori.
Less talk, more training!
