The two-adult rule is the single most important structural protection in your children's ministry. And it is the one most ministries quietly ignore.

1. Never allow one adult alone with a child. Ever.
2. This applies to volunteers and paid staff equally. No exceptions for seniority, tenure, or title.
3. Your ratio policy must be written, not assumed. If it lives only in someone's memory, it does not exist.
4. Every leader must be trained before they serve. Orientation is not optional.

Proverbs 11:14 says safety comes in an abundance of counselors, not in the confidence of one. Your structure is your counsel.

The two-adult rule is not about distrust. It is about building a system that protects the children and the adults serving them.

You trust your people. I know you do.

You've watched them love on kids every Sunday. You've seen them show up early, stay late, give everything they have.

But here's what I need you to hear: trust is not a policy. Trust is not a training. Trust is not a two-adult rule.

Trust is what you feel. Structure is what protects the children.

Proverbs 10:9 says, "Whoever walks in integrity walks securely." Notice that. It doesn't say "whoever walks in good vibes." It doesn't say "whoever has a trustworthy team." Integrity produces security because it follows a path, not just a feeling.

Good people can produce bad outcomes when there is no architecture around them. That is not their failure. That is a leadership gap.

The question is never: "Do I trust my volunteers?"

The question is: "What does my system do when I'm not in the room?"

If you don't have an answer for that, you don't have a safeguarding plan. You have a safeguarding hope.

And hope is not a policy.

1. An updated Comprehensive School Safety Plan with abuse-specific supervision procedures.
2. Written Boundary Policies covering adult-student conduct in every setting, not just classrooms.
3. A Physical Environment Review confirming line-of-sight and no isolated rooms.
