In addition to bore size, there are two other critical dimensions when it comes to piston rings - axial height and radial width. Think of these as the thickness and width of the ring.
What causes a piston ring to seal against the cylinder bore? it is not the static tension of the ring itself. Instead, the cylinder pressure created by combustion forces the rings our against the cylinder wall. This is why gas ported rings are so effective.

When you see "+5" at the end of a bore size, this indicates the ring set is "file to fit".
For example, a 4.030+5 ring set is a file to fit set for a 4.030 bore.
Why does cylinder bore finish matter? Simply put, motor oil is the "gasket" between the piston, the piston ring and the cylinder wall. The surface texture of the cylinder wall retains the oil so that it can form the "gasket".
