Subject: Formal Complaint — Serious Maladministration by the
NSW Fi****ms Registry Following the December 2025
Amendments
Dear Commissioner,
I am writing to formally lodge a complaint regarding sustained and
unreasonable processing delays within the New South Wales Fi****ms
Registry, a unit of the NSW Police Force. I submit that the scale,
duration, and impact of these delays amount to serious
maladministration, falling squarely within the Commission’s
jurisdiction to investigate misconduct and maladministration by the
NSW Police Force.
Background
Prior to the amendments introduced in December 2025, the Fi****ms
Registry processed licence applications, category changes, Permits to
Acquire, and fi****ms club approvals in a timely and efficient manner.
Applicants and clubs could reasonably rely on the Registry to meet its
statutory and administrative obligations within a reasonable
timeframe.
Nature of the Complaint
Since the December 2025 amendments took effect, I have observed
and/or experienced the following unreasonable delays:
1. Fi****ms Licences — Processing times for a straightforward,
uncomplicated licence application have blown out to as long as
seven (7) months, with no clear explanation provided to
applicants regarding the cause of the delay or an expected
resolution date.
2. Category Amendments / Permits to Acquire — Applications to
amend a licence category or obtain a Permit to Acquire are now
taking up to four (4) months to process, a significant increase
compared to processing times prior to December 2025.
3. Fi****ms Club Approvals — Most concerning, applications for
fi****ms club approvals appear to have not been processed at all
since the amendments came into effect. This inaction has caused
significant financial loss to affected clubs, who are unable to
operate, hold approved events, or maintain membership activities
while awaiting a decision that has, to my knowledge, not even
commenced review.
Why This Constitutes Maladministration
I submit that these delays go beyond ordinary administrative
inconvenience and instead reflect a systemic failure of the Fi****ms
Registry to perform its statutory functions, for the following reasons:
The delays represent a sudden and severe departure from prior
performance, coinciding directly with the December 2025amendments, suggesting a failure to adequately resource, plan for,
or manage the transition.
The apparent complete inaction on fi****ms club approvals — not
merely slow processing, but no processing at all — points to a
failure to perform a core function of the Registry, rather than a
manageable backlog.
These failures have caused direct, quantifiable financial loss to
fi****ms clubs unable to operate or plan activities due to the
absence of any approval decision.
Lawful licence holders and applicants have been left in prolonged
uncertainty regarding their ability to legally acquire, possess, or
use fi****ms, through no fault of their own.
The Registry does not appear to have provided affected applicants
and clubs with an explanation, revised timeframe, or any
meaningful communication regarding the delays, which itself may
constitute a failure of proper administrative process.
Request
I ask that the Commission:
1. Investigate the cause of these delays within the NSW Fi****ms
Registry following the December 2025 amendments, and
determine whether they constitute serious maladministration
within the Commission’s jurisdiction.
2. Determine whether the current processing times, and the apparent
total inaction on club approvals, represent a systemic failure of the
Registry’s statutory and administrative obligations.
3. Require the Fi****ms Registry to provide a clear, public timeframe
for clearing the backlog, particularly in relation to fi****ms club
approvals, which appear to have received no attention at all.
4. Advise what remedy, if any, is available to fi****ms clubs and
individuals who have suffered financial loss as a direct result of
these delays.
5. Advise whether this matter falls within the Commission’s
jurisdiction and, if not, refer me to the appropriate body to pursue
this complaint further.

documentation to support this complaint upon request, including
