Did you know that you have 7 distinct muscle regions in your shoulders? Working them at different angles is extremely important if you want them to grow or to be more defined.
Although there seems to be some controversy over the front raise, if it's done properly and safely, it can provide everything you need including a wide range of motion, and an effective way to create resistance both while raising and lowering the weight.
Remember not to let your pride influence you when choosing the correct weight. You want to raise and lower the dumbbell in control. Keep your chest up and raise the weight as high as you can in front of you with your arms straight. You need to be able to do this without swinging or breaking your posture. Lower the weight in a controlled motion. No dropping or letting it fall to your side!
If done correctly and with the right weight, the front raise is a great alternative and/or addition to a standard shoulder press.
