Avaavaroa Passage is one of Rarotonga’s most beautiful reef environments but also one of its most powerful and dangerous swimming areas 🌊🐢

Strong currents and limited visibility are already natural risks here. Introducing large numbers of motorboats and sea scooters into a narrow reef passage increases congestion, collision risk, engine wake, underwater noise, and pressure on marine life.

At peak times, up to 8 motorboats and around 50 sea scooters may operate inside the passage at once. This matters because Avaavaroa is more than a tourist destination , it’s an important reef ecosystem.

🐢 Hawksbill turtles regularly feed and rest here. They are Critically Endangered, with global populations declining by more than 80%.

🔊 Research shows underwater engine noise disrupts turtle behaviour and interferes with reef ecosystems. Reef fish larvae rely on natural reef soundscapes to locate healthy habitat — boat noise masks those sounds.

Petition to Protect Swimmers and Marine Life in Avaavaroa Passage https://c.org/QgZNNkbMSg

Avaavaroa Passage is one of the Cook Islands’ most dangerous swimming areas — officially described as “notorious for drownings.” Despite multiple fatalities, motorboat taxis and sea-scooter tours now crowd this narrow rip channel, creating a serious and unacceptable risk to life.
Commercial operators have introduced up to eight motorboats and as many as 50 sea scooters in the passage at once. This level of activity brings new hazards: propellers, wakes, high-speed collisions, and reduced visibility. These tours are marketed as a way to “assist” poor swimmers, drawing low-fitness visitors into conditions that have already contributed to fatal, heart-related incidents.
At the same time, fuel leakage, underwater noise, and physical disturbance from engines are damaging the coral reef and disrupting turtle behaviour — the very marine life people come to experience.

We call on the Cook Islands Government, the National Environment Service, and Cook Islands Tourism to:
Ban or strictly regulate commercial motorboats and sea scooters inside Avaavaroa Passage.
Protect public safety and the marine environment in accordance with the Cook Islands National Environment Service — Rarotonga Southern Passages Environmental Management Plan.
Protect swimmers. Protect staff. Protect turtles. Protect the reef.
Keep Avaavaroa Passage motor-free.
