They were welcomed by European External Action Service (EEAS), EEAS Deputy Managing Director for Africa, deepening their understanding on Partnership.

A continental first for energy efficiency in

On 30 June, became the first of the four CEPA-AfEES pilot countries — alongside Senegal, Burundi and Zimbabwe — to formally validate both its National Energy Efficiency Strategy and Action Plan (NEESAP) and its Guidelines on the Energy Performance of Buildings (EPB), together with minimum energy performance standards.

This milestone marks a major step towards a more energy-efficient and sustainable future for Madagascar. The validation follows a year of close collaboration between the Ministry of Energy and Hydrocarbons of Madagascar, the EU🇪🇺 Delegation, the African Energy Commission and technical partners under the CEPA-AfEES programme.

The initiative has delivered key tools to support the country’s energy transition:
⚡️long-term energy pathway modelling,
📖energy performance guidelines for buildings,
🔧Madagascar’s first public-building certification tool, and
♟️a comprehensive national energy efficiency strategy covering major sectors of the economy.

Funded by the EU 🇪🇺 under , CEPA supports Africa’s transition towards sustainable energy systems in line with the African Union’s Agenda 2063. The focus now shifts to transforming these validated strategies into impactful, bankable projects that will drive long-term development.
