The Effects of Merging Section 1 and Section 2 Fi****ms Licensing

In the United Kingdom, fi****ms are categorised under the Fi****ms Act 1968 into different sections, with Section 1 covering rifles and certain other fi****ms, and Section 2 covering shotguns.

The licensing requirements, application processes, and conditions for each section currently differ.

The proposal to merge Section 1 and Section 2 fi****ms licensing would represent a significant change in fi****ms regulation.

Currently, police forces and licensing authorities manage two separate processes for different firearm categories. .

A merger could streamline administrative processes, potentially reducing duplication and making it easier to manage licensing information.

However, the initial transition could be resource-intensive, requiring staff retraining and updates to IT systems.

Over time, a single unified process might lead to cost savings and improved efficiency.

For licence holders, a merged system could simplify the application and renewal process, especially for individuals who own both Section 1 and Section 2 fi****ms.

It could reduce paperwork and the need to interact with multiple licensing officers.

However, stricter or more unified criteria might make it more challenging for some applicants, especially those who previously only needed a Section 2 shotgun certificate, which is generally easier to obtain.

Potential challenges could be that:
a) Licence holders would need clear guidance on how and when to transition to the new system.
b) Changes to the licensing regime could prompt legal challenges from those affected by new or altered criteria.
c) Police forces may need additional resources during the transition period to manage increased workloads.
d) Excessive delays in the application process which would have a damaging effect on the shooting community and the shooting industry.
