The Government of Ghana, through the Nuclear Regulatory Authority, Ghana, in collaboration with the International Atomic Energy Agency (IAEA) Division of Nuclear Security, successfully hosted the National Workshop on the International Physical Protection Advisory Service (IPPAS) from 11 - 14 May 2026 in Accra, Ghana.

The workshop which forms part of Ghana’s preparations toward its second IPPAS Mission scheduled for April 2027, brought together senior officials, regulatory institutions, security and intelligence agencies, technical experts, and international partners to strengthen national preparedness and inter-agency coordination within Ghana’s nuclear security framework.

The engagement ensured that participants received comprehensive instruction focused on deepening understanding of the IPPAS methodology, including national self-assessment processes, physical protection systems, transport security, radioactive material security, information and computer security, as well as preparations for the development of the Advance Information Package ahead of the mission.

Opening remarks were delivered by Prof. Augustine Faanu, Deputy Director-General, NRA, Prof. Samuel Boakye Dampare, Director-General, Ghana Atomic Energy Commission (GAEC), COP Abdul-Osman Razak, National Security Coordinator, represented by Mr. Roger Apio, Head of the Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE) Unit

Speaking during the workshop, the Head of Nuclear Security at the NRA, Dr Michael Annor-nyarko, emphasized that Ghana’s preparations reflect the country’s commitment to maintaining a credible, resilient, and internationally aligned nuclear security regime. He noted that effective physical protection requires sustained collaboration, institutional readiness, and continuous capacity building among all stakeholders.

The workshop brought together a broad and representative cross-section of Ghana's nulcear security stakeholder community, reflecting the multi-institutional nature of effective physical protection governance. It further reaffirmed Ghana’s commitment to strengthening its national nuclear security infrastructure in line with the IAEA Nuclear Security Series guidance and international best practices.

The NRA and the Government of Ghana extend sincere appreciation to the IAEA officials and international experts, Mr.Tapani Hack, Mr. Nafaa Reguigui, Prof. Arame Boye, and Dr. Katona Tunde. Their facilitation ensured the highest standards of technical engagement throughout the engagement

The Ghanaian delegation held a bilateral meeting with the Pakistan Nuclear Regulatory Authority on the sidelines of the 10th Review Meeting of the Convention on Nuclear Safety, organized under the framework of the International Atomic Energy Agency (IAEA), in Vienna on 16 April 2026.

The Review Meeting brings together contracting parties to assess the global implementation of the Convention on Nuclear Safety, with the aim of promoting high levels of safety at civilian nuclear power plants.

Discussions between Ghana and Pakistan focused on strengthening ongoing collaboration and exploring new areas of cooperation in nuclear regulatory affairs. The Chairman of the Pakistani Authority, Zia Hussain Shah, reaffirmed Pakistan’s commitment to supporting Ghana, highlighting over six decades of regulatory experience that provides a strong foundation for knowledge sharing.

The Ghanaian delegation; led by Prof. Samuel Boakye Dampare, Director-General of the Ghana Atomic Energy Commission,, and Prof. Francis Kwame Otoo of the Nuclear Regulatory Authority, Ghana expressed appreciation for the continued support and reaffirmed Ghana’s commitment to deepening cooperation to further strengthen its regulatory framework.

The Ghanaian delegation comprised representatives from the NRA, GAEC, and Ghana’s Permanent Mission in Vienna.
This engagement underscores the importance of international cooperation in advancing nuclear safety, regulatory effectiveness, and global best practices.

On Wednesday 8th April, the Nuclear Regulatory Authority, Ghana welcomed a delegation from the Rwanda High Commission to Ghana for the signing of a Memorandum of Understanding with the Rwanda Utilities Regulatory Authority.
The MoU strengthens cooperation between Ghana and Rwanda in ensuring the safe and secure use of nuclear and radiological technologies for peaceful purposes.

Through this partnership, both institutions will collaborate in areas such as:
• Nuclear and radiological regulation
• Emergency preparedness and response
• Radioactive waste management
• Safeguards and nuclear applications in health, agriculture, mining, education, and industry

The agreement was signed by Prof. Francis Kwame Otoo and HC Rosemary Mbabazi, symbolising a growing African partnership for public safety and sustainable development.

We look forward to impactful exchanges, shared expertise, and stronger collaboration across the continent.

The Director General of the Nuclear Regulatory Authority, Ghana (NRA), Prof. Francis Kwame Otoo participated in a high-level panel discussion on “Synergising Nuclear Regulations in a Dynamic World” at the International Conference on Nuclear Energy (ICoNE 2026), held from 24 - 26 March 2026 at the Kenyatta International Convention Centre (KICC) in Nairobi, Kenya.

The panel brought together leading nuclear regulators and experts from across the globe, providing a platform for the exchange of insights on strengthening regulatory frameworks in an evolving nuclear landscape.

During his intervention, Prof. Otoo highlighted Ghana’s regulatory journey, noting the transition from the Radiation Protection Board established under Legislative Instrument (LI 1559, 1993) to the creation of the Nuclear Regulatory Authority under Act 895 in 2015. This milestone established the NRA as an independent regulatory body, aligned with international standards and best practices.

He further outlined progress in support of Ghana’s Nuclear Power Programme, indicating that the Authority has developed 17 draft regulations at various stages of approval, and covering the full lifecycle of nuclear activities from basic ionizing radiation protection to the decommissioning of facilities. Several of these regulations have advanced through stakeholder consultations and parliamentary processes.

Prof. Otoo emphasized that while the NRA maintains its independence, it continues to work collaboratively with operators, national stakeholders, and international partners to ensure that nuclear and radiological activities in Ghana are conducted safely, securely, and for peaceful purposes.

The panel featured distinguished regulators from Kenya, Nigeria, the former Commissioner of the United States Nuclear Regulatory Commission, and was moderated by the Director General of the Nuclear Energy Agency, William D. Magwood IV.

Ghana’s participation at ICoNE 2026 underscores the NRA’s commitment to strengthening regulatory capacity, fostering international cooperation, and contributing to the global nuclear safety and security architecture.

The Nuclear Regulatory Authority, Ghana (NRA) had the honour of hosting the Parliamentary Select Committee on Subsidiary Legislation for a working visit as part of the Committee’s oversight responsibilities.

The visit provided an opportunity for meaningful engagement between the Committee and NRA Management on the Authority’s regulatory mandate, ongoing work, and key operational priorities. Discussions focused on the development of regulatory instruments, the importance of timely promulgation, and the critical role of a strong legal framework in ensuring effective nuclear and radiological regulation in Ghana.

The Authority also highlighted some operational challenges, including infrastructure constraints, and emphasized the need for sustained institutional support to enhance its effectiveness.

The Chairman of the Committee, Hon. Patrick Yaw Boamah, reaffirmed the Committee’s commitment to supporting the NRA in addressing these challenges. He underscored the importance of robust subsidiary legislation in strengthening regulatory oversight and assured the Authority of continued collaboration.

The session featured an interactive dialogue, with Members of the Committee engaging NRA Management through questions and discussions, reflecting a shared commitment to strengthening Ghana’s nuclear regulatory regime.

The NRA was represented by Prof. Francis Otoo, the Director-General, Prof. Augustine Faanu, the Deputy Director-General, Directors, and members of Management.

The Authority appreciates the continued support of Parliament of Ghana and remains committed to ensuring the safe, secure, and peaceful use of nuclear and radiological applications in Ghana.
