Actually cyclists do not always stop at red lights. Countries which understand the importance of encouraging cycle adoption due to the immense benefits to society have special conditions to ensure cycling is safe and convenient

Maybe HMGoG Ministry of Transport can look and learn

Countries with national or widespread rules allowing this in some form

* France — cyclists may turn right (and sometimes go straight ahead) on red where a special bicycle sign is installed.
* Belgium — similar system allowing cyclists to pass certain red lights with signage.
* Denmark — some junctions permit cyclist right turns on red with signs.
* Germany — limited cyclist exemptions at signed intersections.
* Netherlands — some municipalities allow cyclist exemptions or separate signal phases reducing need to stop.
* Switzerland — introduced cyclist right-on-red permissions at designated junctions in 2021.
