It’s always love from the kids!

A verdade vence sempre...
Daiana Taborda Gomes, Secretaria da Federação de Natação da Guiné-Bissau.

TRIBUNAL REGIONAL DE BISSAU VARA CIVIL DECLARA A FAVOR DE SIPHIWE BALEKA. O COMITÉ OLÍMPICO NACIONAL DA GUINÉ BISSAU NÃO DEVE PERMITIR QUE PEDRO ROGERY COMPETE NA COMPETIÇÃO DE NATAÇÃO DE QUINTA-FEIRA NOS JOGOS OLÍMPICOS DE PARIS!!!!

DISPOSITIVO:

Sergio Mané, president of the National Olympic Committee of Guinea-Bissau, orchestrated a private agreement to register Pedro Rogery as the country's representative in swimming in the men's 50 meter freestyle with a time of 30.20, which ranks him 73rd out of 77 athletes in the test. This was done through the crimes of fraud and discrimination against Siphiwe Baleka, a dual citizen of the United States and Guinea-Bissau who was ILLEGALLY prevented from competing as the best swimmer in the country with a time of: 25.37 achieved in the 14th African Swimming Championships, good enough to place 53rd at the Paris Olympics.

Legal proceedings were opened in Guinea-Bissau without the court taking any action. Another case was initiated at the International Court of Arbitration for Sports (CAS) but was not accepted. And on June 25 of this year, a complaint was filed on the International Olympic Committee (IOC) hotline, accusing the Guinea-Bissau National Olympic Committee of violations of the IOC Code of Ethics Basic Universal Principles of Good Governance within the Movement Olympic Principle 2.2 and discrimination under Principle 2.8, as well as a violation of the Olympic Movement Code on the Prevention of Manipulation of Competitions.

The opening ceremony of the Olympic Games is now underway for the 2024 Summer Olympics in Paris. The Olympic Charter is the codification of the fundamental principles of Olympism, and the rules and bye-laws adopted by the International Olympic Committee. It governs the organisation, actions and functioning of the Olympic Movement and establishes the conditions for the celebration of the Olympic Games. Among other things, it establishes the relations between the International Federations, National Olympic Committees and the Olympic Movement.

The Fundamental Principles of Olympism state,

"Olympism is a philosophy of life, exalting and combining in a balanced whole the qualities of body, will and mind. Blending sport with culture and education, Olympism seeks to create a way of life based on the joy of effort, the educational value of good example, social responsibility and respect for internationally recognised human rights and universal fundamental ethical principles within the remit of the Olympic Movement.

The goal of Olympism is to place sport at the service of the harmonious development of humankind, with a view to promoting a peaceful society concerned with the preservation of human dignity."

It is unfortunate that the reputation of the Republic of Guinea Bissau must be one of corruption, fraud, discrimination - a total disgrace!

It is also unfortunate that the IOC, after a month, has yet to respond to the case identified as: dGpcjP

Will the good people of the world raise the issue in Paris, to the media, to the IOC, in the spirit of Olympism, for justice or will the small nation of Guinea Bissau, and the generation of young hopeful athletes continue to be discouraged by the sports mafia in Guinea Bissau and the failed governement and justice system?

1. A group forms the Guinea Bissau Swimming Federation in 2019/2020 in order to enter Siphiwe Baleka in the Tokyou Olympics but the group never legally registers through the Ministry of Justice.

2. Siphiwe Baleka is given Guinea Bissau citizenship for the purpose of representing the Republic of Guinea Bissau in the Olympics.

3. Aniceto Bernardo (Sectretary General) of the unregistered swimming federation gives the password of the federation email address to Mario Ceesay, President of the swimming federation fiscal council, and forwards it to Siphiwe Baleka for the purpose of entering the Olympic Qualifying event in Cairo, Egypt June 26, 2021.

4. Siphiwe Baleka, authorized to use the email and with the knowledge of the federation president Duarte Ioia, the federation Secretary General Aniceto Bernardo and Sergio Mane, President of the Guinea Bissau National Olympic Committee 𝒘𝒉𝒐 𝒂𝒓𝒆 𝒄𝒐𝒑𝒊𝒆𝒅 𝒐𝒏 𝒕𝒉𝒆 𝒆𝒎𝒂𝒊𝒍𝒔, enters the Egyptian National Championships.

5. Siphiwe Baleka competes at the Olympic qualifying event in Cairo Egypt in the 50 meter freestyle with a time of 25.25 and earns 567 FINA points becoming the highest-ranked swimmer in Guinea Bissau and eligible to represent the country at the Olympics.

6. Both Siphiwe Baleka (using the swimming federation email) and Sergio Mane submit the Olympic application on the night of June 26 before the June 27 deadline.

7. Siphiwe Baleka and Sergio Mane congratulate each other in WhatsApp messages on successfully submitting the aplication to compete in the Tokyo Olympics.

TRANSLATION OF THE WHATSAPP MESSAGE ABOVE
[12:09 AM, 6/27/2021] Siphiwe: Greetings Sergio. Balanto explained the difficult situation to me tonight. I have sent FINA a suitable email with my application from the GB Swimming Federation email address. When you can, forward the email from the Olympic Committee email address. We had to endure and overcome a lot to get me to Tokyo, including rain and car problems. 💪🏿🏊🏿🇬🇼🙏🏿🏅
[11:01 AM, 6/27/2021] Sergio Mane: The Olympic Committee email went to the recipient right after the normalization of the Internet.
We are together, we are counting on you.
[11:35 AM, 6/27/2021] Siphiwe: yes. I saw the email. Good work. I know it wasn't easy. Thanks.
[11:35 AM, 6/27/2021] Siphiwe: I'm going back to Bissau tonight
[12:05 PM, 6/27/2021] Sergio Mane: Have a good trip.

8. On July 12, swimming federation President Duarte Ioia sends a letter to the International Swimming Federation (FINA) stating that the federation email was "hacked" and that the application to compete in the Olympics (𝒘𝒉𝒊𝒄𝒉 𝒃𝒐𝒕𝒉 𝑫𝒖𝒂𝒓𝒕𝒆 𝑰𝒐𝒊𝒂 𝒂𝒏𝒅 𝑺𝒆𝒓𝒈𝒊𝒐 𝑴𝒂𝒏𝒆 𝒔𝒊𝒈𝒏𝒆𝒅 𝒂𝒏𝒅 𝒔𝒕𝒂𝒎𝒑𝒆𝒅!!!) was fraudelent.

9. On July 16, swimming federation Secretary General Aniceto Bernardo also sends a letter to FINA saying the email was "hacked" but not identifying by whom it was hacked.

10. Both letters were sent to the Court of Arbitration for Sport and used to prevent Siphiwe Baleka from competing in the Olympics.

11. Sergio Mane had Siphiwe Baleka's Olympic Accredidation badged revoked and upon arrival at Japan's Naruto Airport, Siphiwe Baleka was detained and held in custody for 6 days. At a recent press conference, the Eugénio De Oliveira Lopes, Secretary General of the Guinea Bissau National Olympic Committee, lied In his statement at the national headquarters of the Guinea-Bissau Olympic Committee, that the organization does not know the accuser [Siphiwe Baleka} . . . . https://www.facebook.com/irama.ture/videos/1165791067777858/?idorvanity=113182330745048

12. Here then is the proof that Sergio Mane, President of the Guinea Bissau National Olympic Committee conspired with Duarte Ioia and Aniceto Bernarndo, who committed the crime of perjury, to prevent Siphiwe Baleka from competing in the Tokyo Olympics.

13. After the Olympics in Tokyo, Duarte Ioia resigned as President of the swimming federation and named Siphiwe Baleka as the Interim President.

14. Siphiwe Baleka successfully legalized the Federação de Natação da Guiné-Bissau and was subsequently elected as the first President of the legalized Federação de Natação da Guiné-Bissau.

15. On April 21, 2022 GBNOC President Sergio Mane sent a letter to Confederation Africaine de Natation (“CANA”) President and FINA Bureau Member Dr. Mohammad Diop and host of the CANA Zone 2 Championships, falsely stating that Siphiwe Baleka “named himself President of the Federation without convoking a general assembly fully empowered to do so” and recognising the retired past GBSF President Mr. Duarte Ioia as the President of the Federation. Since there can only be one governing body determined by the the government of the Republic of Guinea Bissan and NOT the National Olympic Committee, Sergio Mane committed a crime of fraud and discrimination by not recognizing the legally registered GBSF. Meanwhile, Sergio Mane's letter prevented Siphiwe Baleka, the nation's fastest swimmer from competing. Mr. Duarte Ioia, continuing to run the unregistered and illegal fraud federation recognized by GBNOC President Sergio Mane, entered its own swimmer who had very little training, a 28- year old nephew of a friend of GBNOC President Sergio Mane named Pedro Rogery. As the current event record-holder in Guinea Bissau, my time of 25.36 at the 14th African swimming championships in Accra, Ghana in October, was 𝒔𝒆𝒗𝒆𝒏 𝒔𝒆𝒄𝒐𝒏𝒅𝒔 𝒇𝒂𝒔𝒕𝒆𝒓. 𝐌𝐲 𝐭𝐢𝐦𝐞 𝐢𝐧 𝐭𝐡𝐞 𝟏𝟎𝟎𝐦 𝐛𝐫𝐞𝐚𝐬𝐭𝐬𝐭𝐫𝐨𝐤𝐞, 𝟏:𝟏𝟐.𝟎𝟏 𝐰𝐨𝐮𝐥𝐝 𝐡𝐚𝐯𝐞 𝐞𝐚𝐫𝐧𝐞𝐝 𝐚 𝐛𝐫𝐨𝐧𝐳𝐞 𝐦𝐞𝐝𝐚𝐥 𝐢𝐧 𝐃𝐚𝐤𝐚𝐫. My entry time for the 200m individual medley, 2:22.83, would have earned a silver medal in the competition. Unfortunately, 𝐈 𝐰𝐚𝐬 𝐧𝐨𝐭 𝐚𝐥𝐥𝐨𝐰𝐞𝐝 𝐭𝐨 𝐜𝐨𝐦𝐩𝐞𝐭𝐞 𝐝𝐮𝐞 𝐭𝐨 𝐢𝐧𝐭𝐞𝐫𝐟𝐞𝐫𝐞𝐧𝐜𝐞 𝐛𝐲 𝐆𝐮𝐢𝐧𝐞𝐚-𝐁𝐢𝐬𝐬𝐚𝐮 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐎𝐥𝐲𝐦𝐩𝐢𝐜 𝐂𝐨𝐦𝐦𝐢𝐭𝐭𝐞𝐞 𝐏𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐭 𝐒𝐞𝐫𝐠𝐢𝐨 𝐌𝐚𝐧𝐞 𝐰𝐡𝐨 𝐝𝐢𝐝 𝐧𝐨𝐭 𝐜𝐨𝐧𝐬𝐮𝐥𝐭 𝐭𝐡𝐞 𝐥𝐞𝐠𝐚𝐥𝐥𝐲 𝐫𝐞𝐠𝐢𝐬𝐭𝐞𝐫𝐞𝐝 𝐆𝐮𝐢𝐧𝐞𝐚-𝐁𝐢𝐬𝐬𝐚𝐮 𝐒𝐰𝐢𝐦𝐦𝐢𝐧𝐠 𝐅𝐞𝐝𝐞𝐫𝐚𝐭𝐢𝐨𝐧 𝐨𝐫 𝐦𝐲𝐬𝐞𝐥𝐟 𝐚𝐬 𝐭𝐡𝐞 𝐟𝐚𝐬𝐭𝐞𝐬𝐭 𝐬𝐰𝐢𝐦𝐦𝐞𝐫 𝐢𝐧 𝐭𝐡𝐞 𝐜𝐨𝐮𝐧𝐭𝐫𝐲. Instead, Mr. Mane and Duarte Ioia asked Joy Pires to train the nephew of a friend of Mr. Mane, Pedro Rogery for a month and then sent the two with Mrs Sandra Armando da Silva to spend 6 nights in Dakar and swim a single race for which he wasn't properly trained. It is not clear why the Olympic Committee decided not to send their best swimmer who would have won medals for the country.

16. On October 6, 2023 World Aquatics (formerly known as FINA) sent the fraudulent federation (GBS) of Duarte Ioia supported by Sergio Mane a payment invoice (World Aquatics VAT No. CHE-106.746.831 TVA) indicating payments and debits made to ACCT # GW1950100102013241000740-ATGWGWGW. The invoice showed that on August 17, 2023 𝐖𝐀 𝐀𝐏𝐏𝐑𝐎𝐕𝐄𝐃 $𝟐,𝟕𝟎𝟎 𝐓𝐫𝐚𝐯𝐞𝐥 𝐀𝐬𝐬𝐢𝐬𝐭𝐚𝐧𝐜𝐞 𝐟𝐨𝐫 𝐭𝐡𝐞 𝐖𝐨𝐫𝐥𝐝 𝐂𝐡𝐚𝐦𝐩𝐢𝐨𝐧𝐬𝐡𝐢𝐩𝐬 𝐢𝐧 𝐅𝐮𝐤𝐮𝐨𝐤𝐚 𝐚𝐧𝐝 𝐚𝐧𝐨𝐭𝐡𝐞𝐫 $𝟐,𝟕𝟎𝟎 𝐟𝐨𝐫 “𝐎𝐟𝐟𝐢𝐜𝐢𝐚𝐥𝐬 𝐅𝐮𝐤𝐮𝐨𝐤𝐚”. Two days later WA deducted $1,126.52 to cover GBS WA affiliation fees for 2013-2017 and $1,351.82 for 2010-2012 2018-2020 and $200 for 2023 resulting in a payment of $1,538.16 to GBS. On November 6, 2023, FNGB Secretary General Daiana Taborda Gomes filed criminal complaint at the the Public Ministry of Bissau Regional Court, Crime Branch alleging that someone used the name of the FNGB to open account at the Bank Atlantique Guine Bissau and began to benefit from some transfers from World Aquatics (International Swimming Federation) which amounts to theft from the FNGB.

17. On February 3, 2024, the Secretary General of the legally-registered FNGB issued a press release stating,

“We discovered that Mr. Pedro Rogery, who came 3rd last at the African Zone 2 championship in Dakar in May 2023 which we had already denounced fraudulent participation at the time, managed to participate in the Fukuoka World Championships in July 2023 and is registered for two events of the Doha World Championships on February 14 and 16 in the name of the Swimming Federation, without having participated at the slightest national competition which violates rules at national, regional and international level. In addition, the World Aquatics rules has also been violated since May 2023 since it stipulates that 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐂𝐨𝐦𝐦𝐢𝐭𝐭𝐞𝐞𝐬 𝐦𝐮𝐬𝐭 𝐬𝐞𝐧𝐝 𝐭𝐡𝐞 𝐛𝐞𝐬𝐭 𝐬𝐰𝐢𝐦𝐦𝐞𝐫 𝐰𝐢𝐭𝐡 𝐭𝐡𝐞 𝐡𝐢𝐠𝐡𝐞𝐬𝐭 𝐧𝐮𝐦𝐛𝐞𝐫 𝐨𝐟 𝐩𝐨𝐢𝐧𝐭𝐬 𝐭𝐨 𝐭𝐡𝐞 𝐖𝐨𝐫𝐥𝐝 𝐀𝐪𝐮𝐚𝐭𝐢𝐜𝐬 𝐫𝐚𝐧𝐤𝐢𝐧𝐠. We denounce the opportunism of Pedro Rogery and the lack of foresight of those around him, because the young man is aware, since his discussion with the General Secretary in May 2023, that the direction whose orders he follows is illegal because it is not registered with the competent authorities of Guinea-Bissau. We also recall that because of the acts of betrayal of the Olympic committee of Guinea-Bissau and Duarte Ioia, Siphiwe Baleka did not participate in the Tokyo Olympic Games, lost more than 182 million FCFA in sponsorship, more than 6 million FCFA in personal savings and a film contract with a Hollywood production company which would have shot certain scenes of the movie in Guinea-Bissau, showing a positive image of the country. He also lost a wife and left 2 minor children in the United States without being able to see them again since 2021.”

18. On Wednesday, February 14, 2024 Mr. Pedro Rogery competed in the Men’s 100 meter freestyle and was disqualified at the World Aquatics Championships in Doha. On Friday, February 16, 2024 Mr. Pedro Rogery competed in the Men’s 50 Meter Freestyle finishing 115th out of 116 athletes in a time of 30.63 and scoring 287 World Aquatics Points. It should be remembered that the last time Siphiwe Baleka competed, at the 14th African Swimming Championships, he swam the 50 Meter Freestyle in 25.37, good enough for 559 World Aquatics Points.

19. On May 27, 2024 Siphiwe Baleka, received evidence that Sergio Mane, President of the Guinea Bissau National Olympic Committee and Mr. Duarte Ioia, 𝐫𝐞𝐜𝐞𝐢𝐯𝐞𝐝 𝐚𝐧 𝐢𝐥𝐥𝐞𝐠𝐚𝐥 𝐩𝐚𝐲𝐦𝐞𝐧𝐭 𝐟𝐫𝐨𝐦 𝐖𝐨𝐫𝐥𝐝 𝐀𝐪𝐮𝐚𝐭𝐢𝐜𝐬 𝐢𝐧 𝐭𝐡𝐞 𝐚𝐦𝐨𝐮𝐧𝐭 𝐨𝐟 $𝟏𝟕,𝟓𝟎𝟎. This despite the fact that it is almost exactly two years since World Aquatics (previously known as FINA) opened an investigation “to clarify key issues related to the Guinea Bissau Swimming Federation, such as the legitimacy and current composition of its governing body” and was later informed that on November 6, 2023, FNGB Secretary General Daiana Taborda Gomes filed criminal complaint at the the Public Ministry of Bissau Regional Court, Crime Branch alleging that someone used the name of the FNGB to open account at the Bank Atlantique Guine Bissau and began to benefit from some transfers from World Aquatics (International Swimming Federation) 𝒘𝒉𝒊𝒄𝒉 𝒂𝒎𝒐𝒖𝒏𝒕𝒔 𝒕𝒐 𝒕𝒉𝒆𝒇𝒕 𝒇𝒓𝒐𝒎 𝒕𝒉𝒆 𝑭𝑵𝑮𝑩

20. Thus Siphiwe Baleka, as a victim of fraud, has been discriminated against and robbed of financial support and income as well as of fulfilling his duty “in the national interest” enshrined in the decree granting his citizenship and establishing a unique legacy that was to be employed in developing Guinea Bissau’s national swimming program in accordance with the mission of World Aquatics.
