1. 透過舉辦訓練班及活動，藉以提高港島地域童軍成員之游泳及拯溺技術。
2. 透過訓練及活動，促進會員之間之友好關係。
3. 提供機會以增强會員對游泳及拯溺技術之認識及對經驗之交流。
4. 舉辦地域游泳活動及提供拯溺服務
