Important Notice On Industrial Action

Following an overwhelming mandate for industrial action, up to and including strike action, on the lack of progress on a public service pay agreement the NCHD, Consultant and Public/Community Health Committees and IMO Council have met and sanctioned the following:

IMO to serve notice on HSE and all voluntary hospitals today for industrial action commencing on 14th October – such action will be

1. Work to Rule commencing 14th October to continue indefinitely
2. Reserve position to escalate to full Strike Action on 14th October with the provision of no less than 7 days’ notice
You will be aware that colleagues in the Health Service – INMO, Forsa and SIPTU have already indicated their intention to strike on 14th and 21st October and we wish to advise members that unless meaningful commitments are made by Government in respect of both a new pay agreement and payment of the Local Bargaining clause from the last pay agreement (which expired in July 2026) we will exercise our right to escalate to strike for 14th October with an ongoing work to rule from that date.

We are now preparing material for members outlining the IMO instructions to members in respect of both work to rule and strike (if the matter escalates) which will issue to members in the coming days.

Additionally we are scheduling a series of Member Webinars next week to discuss the detail and respond to queries.

We ask that you engage with colleagues and encourage them to participate in this health service wide action – it is critical that they are a member of the IMO – Only members are protected during disputes. Negotiations on a new public service pay agreement are the only collective way to secure pay increases for public service employees and this action is important.

Following unilateral breach of contract by Mullingar Hospital where they proposed unacceptable delays in processing NCHD overtime payments the IMO, with the support of our NCHD members in Mullingar, have ensured that the hospital will now pay in line with the NCHD Contract.

We have now received confirmation that:

April’s overtime will be paid on a once off interim payment by early next week at the latest.

Overtime submissions for May will be paid in the normal payroll cycle for the 15th of July.

June’s Overtime will be paid in the normal payroll cycle of the 15th of August, with the hope that July’s overtime will also be completed then too.

Any members who are experiencing financial pressures can reach out to the IMO and be flagged for additional supports with Mullingar.

We are happy this issue has resolved and encourage all NCHDs across all sites to notify us of any contract breaches at [email protected]

IMO gives cautious welcome to HSE Physician Assistant review

We welcome the review’s clear distinction between Doctor and PA, and its recommendation to refer to the grade as ‘physician assistant’ rather than ‘physician associate’, to minimise the risk of patients confusing the grade with that of a doctor.

However, there are concerns around regulation and resourcing that need to be addressed for the grade to integrate effectively.

The work of PAs cannot negatively impact on the training of NCHDs which should be the priority, and NCHDs should not be expected to undertake any training or supervision role in respect of PAs.

We expect the HSE to engage with IMO regarding a national framework around the introduction of the PA position into the health system

University Maternity Hospital Limerick

It has been brought to our attention that University Maternity Hospital Limerick are not granting compensatory rest to NCHDs who have been rostered for 12 consecutive days.

This is unacceptable!

You are entitled to a compensatory rest day where you are rostered for 10 or 11 consecutive days in line with your contract.

We are actively engaging with HR on this matter to ensure you receive appropriate rest in line with your contract and the European Working Time Directive.

Beaumont Hospital Site Visit

We are visiting our NCHDs at Beaumont Hospital on the 6th of February 2026 from 12:30pm at Room 4 in the Centre of Education

Your IMO Site Leads have organised this meeting and this will be an opportunity to raise personal and group issues affecting NCHDs at your site.

There will be food and IMO gifts available for all NCHDs
