I hope this financial assistance is being distributed in a fair, transparent, and non-discriminatory manner and is not restricted only to the following State Member Units:

1. Jharkhand
2. Uttar Pradesh
3. Tamil Nadu
4. Odisha
5. Punjab

I also trust that Hockey India is not providing grants to any entity that does not meet the constitutional and regulatory requirements for recognition. In particular, Hockey India should publicly clarify whether any financial assistance is being provided to Rajasthan and, if so, under what authority and eligibility criteria, considering the issues that have been raised regarding recognition and registration requirements.

The members of Hockey India are entitled to a full and transparent explanation regarding the organisation's finances. According to publicly available records and audited accounts, Hockey India had approximately ₹65 crore in fixed deposits and bank balances in 2022 (₹62 crore in fixed deposits and ₹3 crore in bank balances). It is therefore a matter of legitimate concern that these reserves have reportedly reduced to approximately ₹30 crore by 2026.

A detailed white paper should be issued explaining:

• The utilisation of these funds year by year.
• Major expenditures incurred since 2022.
• The current status of all fixed deposits and investments.
• The financial projections for the next four years.
• The approvals obtained from the Executive Board and General House for significant expenditures.

The hockey fraternity deserves to know how reserves built over more than a decade have reduced by approximately ₹35 crore within a relatively short period.

It is worth recalling that Hockey India successfully hosted World Cups, international tournaments, training programmes, and development initiatives in previous years while simultaneously strengthening its financial position. The organisation progressed from a deficit position in 2010 to reserves of approximately ₹65 crore by 2022. Members are therefore justified in seeking a clear explanation for the present financial position.

A further question that deserves a clear and public answer relates to the 2023 hockey equipment procurement process. Is it correct that the firm which submitted the lowest quotation was not awarded the contract and that its quotation was effectively set aside during the evaluation process? Further, is it also correct that the individual associated with that firm was subsequently inducted into the Hockey India Board? If these facts are correct, Hockey India owes its members a full explanation. The sequence of events may understandably give rise to questions as to whether the subsequent appointment was entirely independent of the procurement process or whether it was intended to avoid further challenge, criticism, or scrutiny of the procurement decision. In the interest of transparency, Hockey India should place all relevant tender documents, evaluation records, and the basis of the subsequent appointment in the public domain.

Questions have also been raised by stakeholders regarding governance standards and possible conflicts of interest. In the interest of transparency, Hockey India should proactively disclose all relevant information and clarify reports concerning benefits, opportunities, or advantages that may have accrued to office-bearers, Board members, or their immediate family members during this period, including reports that a child of a Board member pursued studies abroad. Full disclosure is the best way to eliminate speculation and maintain confidence in the institution.

I further hope that the recently announced grant of ₹25 lakh per unit is being distributed strictly in accordance with approved policies and objective criteria and solely for the development of hockey. Hockey India should place the eligibility criteria, approval process, and list of beneficiaries in the public domain so that there is complete transparency and no perception that institutional funds are being used to influence member units.

I am informed that there were two contempt proceedings involving the Secretary General, Mr. Bholanath Singh, which have been reported in the public domain. It is further understood that Hockey India incurred legal expenses of approximately ₹55 lakh in relation to these matters.

If these proceedings were personal to the individual concerned and not proceedings against Hockey India as an institution, then members are entitled to know:

• Under what authority Hockey India funds were utilised.
• Whether the Executive Board approved such expenditure.
• Whether legal advice was obtained before making such payments.
• Whether recovery proceedings will be initiated against the individual concerned.

Institutional funds belong to the sport and not to any individual office-bearer. Any expenditure of Hockey India funds for personal legal matters must be fully explained and justified to the membership.

Transparency, accountability, and adherence to good governance principles are essential for maintaining the credibility of Hockey India. I sincerely hope that these questions are addressed publicly and comprehensively so that members can have complete confidence in the stewardship of the organisation.

हॉकी इंडिया के सदस्यों को संगठन की वित्तीय स्थिति के संबंध में पूर्ण एवं पारदर्शी जानकारी प्राप्त करने का अधिकार है। सार्वजनिक रूप से उपलब्ध अभिलेखों एवं लेखा-परीक्षित खातों के अनुसार, वर्ष 2022 में हॉकी इंडिया के पास लगभग ₹65 करोड़ की राशि सावधि जमा (एफ.डी.) एवं बैंक शेष के रूप में उपलब्ध थी (₹62 करोड़ एफ.डी. तथा ₹3 करोड़ बैंक शेष)। इसलिए यह स्वाभाविक एवं गंभीर चिंता का विषय है कि वर्ष 2026 तक यह राशि कथित रूप से घटकर लगभग ₹30 करोड़ रह गई है।

इस संबंध में एक विस्तृत श्वेत पत्र जारी किया जाना चाहिए, जिसमें निम्नलिखित का विवरण हो:

• वर्षवार निधियों का उपयोग।
• वर्ष 2022 के बाद किए गए प्रमुख व्यय।
• सभी सावधि जमाओं एवं निवेशों की वर्तमान स्थिति।
• आगामी चार वर्षों के वित्तीय अनुमान।
• महत्वपूर्ण व्ययों के लिए कार्यकारिणी बोर्ड एवं महासभा से प्राप्त स्वीकृतियाँ।

हॉकी जगत यह जानने का अधिकारी है कि एक दशक से अधिक समय में निर्मित लगभग ₹65 करोड़ की वित्तीय निधि अपेक्षाकृत कम अवधि में लगभग ₹35 करोड़ कैसे कम हो गई।

यह स्मरणीय है कि हॉकी इंडिया ने पूर्व वर्षों में विश्व कप, अंतरराष्ट्रीय प्रतियोगिताओं, प्रशिक्षण कार्यक्रमों एवं विकासात्मक गतिविधियों का सफल आयोजन करते हुए अपनी वित्तीय स्थिति को भी सुदृढ़ किया था। संगठन ने वर्ष 2010 की घाटे की स्थिति से आगे बढ़कर वर्ष 2022 तक लगभग ₹65 करोड़ की निधि अर्जित की थी। अतः सदस्य वर्तमान वित्तीय स्थिति पर स्पष्ट स्पष्टीकरण की अपेक्षा करने में पूर्णतः उचित हैं।

एक अन्य प्रश्न, जिसका स्पष्ट एवं सार्वजनिक उत्तर अपेक्षित है, वर्ष 2023 की हॉकी उपकरण खरीद प्रक्रिया से संबंधित है। क्या यह सही है कि सबसे कम दर (Lowest Quotation) देने वाली फर्म को अनुबंध नहीं दिया गया तथा उसकी बोली को मूल्यांकन प्रक्रिया के दौरान प्रभावी रूप से अलग कर दिया गया? यदि हाँ, तो क्या यह भी सही है कि उस फर्म से जुड़े व्यक्ति को बाद में हॉकी इंडिया के बोर्ड में शामिल किया गया? यदि ये तथ्य सही हैं, तो हॉकी इंडिया अपने सदस्यों को इसका पूर्ण स्पष्टीकरण देने का दायित्व रखता है। घटनाओं का यह क्रम स्वाभाविक रूप से यह प्रश्न उठाता है कि क्या यह नियुक्ति खरीद प्रक्रिया से पूर्णतः स्वतंत्र थी अथवा आलोचना, आपत्ति या निर्णय की आगे की समीक्षा को टालने के उद्देश्य से की गई थी। पारदर्शिता के हित में हॉकी इंडिया को सभी निविदा दस्तावेज, मूल्यांकन अभिलेख तथा उक्त नियुक्ति का आधार सार्वजनिक करना चाहिए।

हितधारकों द्वारा सुशासन मानकों एवं संभावित हितों के टकराव (Conflict of Interest) को लेकर भी प्रश्न उठाए गए हैं। पारदर्शिता के हित में हॉकी इंडिया को उन सभी तथ्यों का खुलासा करना चाहिए जो पदाधिकारियों, बोर्ड सदस्यों अथवा उनके निकट संबंधियों को प्राप्त किसी लाभ, अवसर या सुविधा से संबंधित हों। इसमें उन रिपोर्टों पर भी स्पष्टीकरण शामिल होना चाहिए जिनमें कहा गया है कि एक बोर्ड सदस्य का पुत्र/पुत्री इस अवधि के दौरान विदेश में अध्ययन हेतु गया/गई। पूर्ण पारदर्शिता ही किसी भी प्रकार की अटकलों को समाप्त कर सकती है तथा संस्था में विश्वास बनाए रख सकती है।

मुझे यह भी आशा है कि प्रति इकाई ₹25 लाख की हाल ही में घोषित अनुदान राशि केवल हॉकी के विकास के उद्देश्य से तथा स्वीकृत नीतियों एवं वस्तुनिष्ठ मानदंडों के अनुरूप वितरित की जा रही है। पात्रता मानदंड, अनुमोदन प्रक्रिया एवं लाभार्थियों की सूची सार्वजनिक की जानी चाहिए ताकि पूर्ण पारदर्शिता बनी रहे तथा यह धारणा उत्पन्न न हो कि संस्थागत निधियों का उपयोग सदस्य इकाइयों को प्रभावित करने के लिए किया जा रहा है।

मुझे जानकारी मिली है कि महासचिव श्री भोलानाथ सिंह से संबंधित दो अवमानना (Contempt) कार्यवाहियाँ न्यायालयों में विचाराधीन रही हैं, जिनका उल्लेख सार्वजनिक क्षेत्र में उपलब्ध है। यह भी समझा जाता है कि इन मामलों के संबंध में हॉकी इंडिया द्वारा लगभग ₹55 लाख की कानूनी व्यय राशि वहन की गई।

यदि ये कार्यवाहियाँ व्यक्तिगत प्रकृति की थीं और हॉकी इंडिया संस्था के विरुद्ध नहीं थीं, तो सदस्य यह जानने के अधिकारी हैं:

• हॉकी इंडिया की निधियों का उपयोग किस अधिकार के तहत किया गया।
• क्या इस व्यय को कार्यकारिणी बोर्ड की स्वीकृति प्राप्त थी।
• क्या भुगतान से पूर्व विधिक सलाह प्राप्त की गई थी।
• क्या संबंधित व्यक्ति से उक्त राशि की वसूली पर विचार किया जाएगा।

संस्थागत निधियाँ खेल की संपत्ति हैं, किसी व्यक्तिगत पदाधिकारी की नहीं। व्यक्तिगत कानूनी मामलों पर हॉकी इंडिया की निधियों से किया गया कोई भी व्यय पूर्ण रूप से स्पष्ट एवं सदस्यों के समक्ष न्यायोचित ठहराया जाना चाहिए।

पारदर्शिता, जवाबदेही एवं सुशासन के सिद्धांत हॉकी इंडिया की विश्वसनीयता बनाए रखने के लिए अत्यंत आवश्यक हैं। मुझे आशा है कि इन प्रश्नों का सार्वजनिक एवं व्यापक रूप से उत्तर दिया जाएगा ताकि सदस्यों का संगठन के संचालन एवं प्रबंधन में पूर्ण विश्वास बना रहे।

Met with Mr. Mahesh Dayal and his wife at my Faridabad office on 1st May 2026, after a gap of nearly six years.

Mr. Mahesh Dayal is a former hockey player of great talent, with the calibre to have represented India at the highest level. He served with distinction in Indian Customs before opting for voluntary retirement a few years ago. His wife also had an illustrious career in the Delhi Police and retired voluntarily in 2025 as an Assistant Commissioner of Police.

It was heartening to learn that Mahesh is also a gifted singer, adding another dimension to his personality.

It was a pleasure reconnecting with and interacting with Mahesh Dayal after such a long time. I wish him, his wife, and their entire family good health, happiness, and success in all their future endeavours.

श्री महेश दयाल एक अत्यंत प्रतिभाशाली पूर्व हॉकी खिलाड़ी हैं, जिनमें भारत का सर्वोच्च स्तर पर प्रतिनिधित्व करने की क्षमता थी। कुछ वर्ष पूर्व स्वैच्छिक सेवानिवृत्ति (Voluntary Retirement) लेने से पहले, उन्होंने भारतीय सीमा शुल्क विभाग (Indian Customs) में विशिष्ट सेवाएँ प्रदान कीं। उनकी पत्नी का भी दिल्ली पुलिस में एक शानदार करियर रहा और वर्ष 2025 में उन्होंने 'सहायक पुलिस आयुक्त' (Assistant Commissioner of Police) के पद से स्वैच्छिक सेवानिवृत्ति ले ली।

यह जानकर अत्यंत प्रसन्नता हुई कि महेश एक प्रतिभाशाली गायक भी हैं, जो उनके व्यक्तित्व को एक और नई ऊँचाई प्रदान करता है।

Dear Mr. President,

1. I have gone through the media reports regarding your communication to the Executive Board of Hockey India concerning five reported issues relating to alleged sexual harassment matters over the last 17 months.

2. Allegations of sexual harassment in any sports body are extremely serious and require immediate, transparent, and decisive action from the leadership of the federation.

3. In this background, your sudden expression of concern after 17 months raises important questions, particularly when the Constitution of Hockey India already provides a clear mechanism for convening an Executive Board meeting.

4. Rule 5.6.2 of the Hockey India Constitution, as amended and available on the official website, clearly states that the “Secretary General shall convene the meeting of the Executive Board as determined by the President.”

5. Therefore, if you genuinely intended to convene an urgent Executive Board meeting, the direction should have been issued to the Secretary General, who alone is constitutionally authorised to convene such meetings.

6. The Director General of Hockey India has no constitutional authority to convene an Executive Board meeting. Consequently, requesting the Director General to do so appears procedurally misplaced and has unfortunately created an impression of avoidable public posturing instead of direct constitutional action.

7. Media reports further indicate that on 19.05.2026, the Director General himself clarified that he had no authority to call such a meeting and that the matter appropriately fell within the jurisdiction of the Secretary General acting on the directions of the President.

8. In these circumstances, an obvious question arises — do you genuinely intend to convene an Executive Board meeting on these serious issues, and if so, will you now formally direct the Secretary General to convene the meeting in accordance with the Constitution of Hockey India?

9. Since your earlier communication became public, will your communication, if any, to the Secretary General also be placed in the public domain in the interest of transparency and accountability?

10. ⁠Matters involving athlete safety, dignity, and institutional integrity deserve prompt constitutional action and not avoidable procedural confusion.

2. किसी भी खेल संस्था में यौन उत्पीड़न के आरोप बेहद गंभीर होते हैं, और इन पर फेडरेशन के नेतृत्व द्वारा तत्काल, पारदर्शी और निर्णायक कार्रवाई की आवश्यकता होती है।

3. इस पृष्ठभूमि में, 17 महीनों के बाद अचानक आपकी चिंता ज़ाहिर करना कई अहम सवाल खड़े करता है; खासकर तब, जब हॉकी इंडिया के संविधान में कार्यकारी बोर्ड की बैठक बुलाने के लिए पहले से ही एक स्पष्ट प्रक्रिया (मैकेनिज़्म) मौजूद है।

4. हॉकी इंडिया के संविधान का नियम 5.6.2 (जो संशोधित रूप में आधिकारिक वेबसाइट पर उपलब्ध है) स्पष्ट रूप से कहता है कि "महासचिव, अध्यक्ष के निर्देशानुसार कार्यकारी बोर्ड की बैठक बुलाएँगे।"

5. इसलिए, यदि आप वास्तव में कार्यकारी बोर्ड की कोई आपातकालीन बैठक बुलाना चाहते थे, तो यह निर्देश महासचिव को दिया जाना चाहिए था; क्योंकि संविधान के अनुसार, ऐसी बैठकें बुलाने का अधिकार केवल उन्हीं के पास है।

6. हॉकी इंडिया के महानिदेशक के पास कार्यकारी बोर्ड की बैठक बुलाने का कोई संवैधानिक अधिकार नहीं है। नतीजतन, महानिदेशक से ऐसा करने का अनुरोध करना प्रक्रियागत रूप से अनुचित प्रतीत होता है। दुर्भाग्यवश, इससे प्रत्यक्ष संवैधानिक कार्रवाई के बजाय, केवल दिखावटी सार्वजनिक बयानबाज़ी करने का ही आभास मिलता है।

7. मीडिया रिपोर्टों से यह भी पता चलता है कि 19.05.2026 को स्वयं महानिदेशक ने यह स्पष्ट किया था कि उनके पास ऐसी बैठक बुलाने का कोई अधिकार नहीं है। उन्होंने यह भी कहा कि यह मामला उचित रूप से महासचिव के अधिकार क्षेत्र में आता है, जो अध्यक्ष के निर्देशों के अनुसार कार्य करते हैं।

8. इन परिस्थितियों में, एक स्वाभाविक प्रश्न उठता है — क्या आप वास्तव में इन गंभीर मुद्दों पर कार्यकारी बोर्ड की बैठक बुलाना चाहते हैं? यदि हाँ, तो क्या अब आप औपचारिक रूप से महासचिव को निर्देश देंगे कि वे हॉकी इंडिया के संविधान के अनुसार इस बैठक का आयोजन करें?

9. चूँकि आपका पिछला पत्र सार्वजनिक हो चुका है, तो क्या पारदर्शिता और जवाबदेही सुनिश्चित करने के उद्देश्य से, महासचिव को भेजा गया आपका कोई भी आगामी पत्र भी सार्वजनिक किया जाएगा?

10. खिलाड़ियों की सुरक्षा, गरिमा और संस्थागत अखंडता से जुड़े मामलों पर तत्काल संवैधानिक कार्रवाई होनी चाहिए, न कि अनावश्यक प्रक्रियागत उलझनें पैदा की जानी चाहिए।

Had the pleasure of meeting Mr. Adris Chakraborty, owner of Lyk Inc., USA, at my Faridabad office on 24th April 2026.

Adris has launched an application named “Lykstage” which, according to him, aims to emerge as a strong competitor to YouTube. I wish him success and all the very best for this ambitious and innovative venture.

My introduction to Adris was through Late Shri Subroto Roy Sahara “Saharashree” around 12 years ago, and it was wonderful reconnecting and interacting with him once again.

Though a US citizen, Adris remains deeply connected to his Indian roots and is truly an Indian at heart.

It is always encouraging to see Indians across the world contributing towards innovation, technology, and entrepreneurship while continuing to remain emotionally connected with India. Wishing Adris and his team great success in their future journey.

24 अप्रैल 2026 को फरीदाबाद स्थित मेरे कार्यालय में, मुझे Lyk Inc., USA के मालिक श्री अद्रीस चक्रवर्ती से मिलने का सौभाग्य प्राप्त हुआ।

अद्रीस ने “Lykstage” नामक एक एप्लिकेशन लॉन्च किया है, जिसका उद्देश्य उनके अनुसार, YouTube के एक सशक्त प्रतिस्पर्धी के रूप में उभरना है। मैं उनके इस महत्वाकांक्षी और अभिनव प्रयास के लिए उन्हें सफलता और अपनी हार्दिक शुभकामनाएँ देता हूँ।

अद्रीस से मेरा परिचय लगभग 12 वर्ष पूर्व स्वर्गीय श्री सुब्रत रॉय सहारा “सहाराश्री” के माध्यम से हुआ था; उनसे पुनः संपर्क स्थापित करना और बातचीत करना मेरे लिए एक सुखद अनुभव रहा।

यद्यपि अद्रीस अमेरिका के नागरिक हैं, तथापि वे अपनी भारतीय जड़ों से गहराई से जुड़े हुए हैं और हृदय से पूर्णतः भारतीय हैं।

यह देखना सदैव अत्यंत उत्साहवर्धक होता है कि विश्व भर में बसे भारतीय, नवाचार, प्रौद्योगिकी और उद्यमिता के क्षेत्र में अपना योगदान देते हुए भी, भारत के साथ भावनात्मक रूप से जुड़े रहते हैं। मैं अद्रीस और उनकी टीम के भविष्य की यात्रा के लिए अपार सफलता की कामना करता हूँ।

विषय: भारतीय हॉकी में कथित दुराचार, शिकायतों के निस्तारण एवं संस्थागत जवाबदेही को लेकर गंभीर चिंताएँ

महोदयगण,

मैं अत्यंत गंभीर चिंता के साथ यह पत्र लिख रहा हूँ। पिछले लगभग सत्रह महीनों के दौरान भारतीय हॉकी में कथित दुराचार संबंधी शिकायतों, पारदर्शी जांच के अभाव तथा गंभीर आरोपों का सामना कर चुके व्यक्तियों की पुनः नियुक्तियों का एक चिंताजनक क्रम सामने आया है।

1. नवंबर 2024 में भारत ने राजगीर में महिला एशियन चैंपियंस ट्रॉफी जीती। इसके बाद जनवरी 2025 में उस विजेता टीम से जुड़े राष्ट्रीय कोच, जिन्होंने बाद में हॉकी इंडिया लीग (HIL) की एक फ्रेंचाइज़ी के साथ कार्य शुरू किया था, उन्हें रांची में महिला HIL के दौरान महिला खिलाड़ियों के साथ कथित अनुचित व्यवहार की शिकायतों के बाद अचानक राष्ट्रीय टीम और फ्रेंचाइज़ी दोनों से हटा दिया गया। यह समझा जाता है कि इस मामले में कोई स्वतंत्र जांच या POSH प्रक्रिया नहीं की गई।
2. नवंबर 2025 में भारत की अंडर-21 महिला टीम के एक कोच पर कथित दुराचार के आरोपों को लेकर जांच शुरू होने की खबर सामने आई। यह समझा जाता है कि हॉकी इंडिया ने चिली में आयोजित FIH जूनियर महिला विश्व कप से पहले एक आंतरिक जांच की, जिसके बाद उक्त कोच को जारी रखने की अनुमति दी गई। हालांकि टूर्नामेंट के बाद उनका अनुबंध समाप्त होने दिया गया। इसके बाद उसी व्यक्ति को एक HIL फ्रेंचाइज़ी द्वारा नियुक्त किए जाने की खबरें सामने आईं। हॉकी जगत में यह चिंताएँ भी व्यक्त की गईं कि इस नियुक्ति को किसी राज्य हॉकी संघ द्वारा प्रभावित किया गया हो सकता है।
3. दिसंबर 2025 में भारतीय महिला हॉकी टीम के मुख्य कोच को खिलाड़ियों की शिकायतों के बाद पद छोड़ने के लिए कहा गया। यह प्रश्न उठता है कि क्या इस कार्रवाई से पहले कोई औपचारिक POSH प्रक्रिया अथवा स्वतंत्र जांच कराई गई थी। यह भी रिपोर्ट किया गया कि कुछ ही सप्ताहों में उसी व्यक्ति को उपरोक्त HIL फ्रेंचाइज़ी द्वारा पुनः नियुक्त कर लिया गया।
4. अप्रैल 2026 में यह रिपोर्ट सामने आई कि भारतीय खेल प्राधिकरण (SAI) को हॉकी इंडिया के एक स्टाफ सदस्य के विरुद्ध यौन उत्पीड़न का एक गुमनाम आरोप प्राप्त हुआ। यह समझा जाता है कि अभी तक इस मामले में कोई अंतिम निर्णय सामने नहीं आया है। यह भी रिपोर्ट किया गया कि पूर्व में भी उक्त व्यक्ति पर इसी प्रकार के आरोप लगे थे, जिसके बाद वह हॉकी इंडिया से अलग हुआ था, परंतु बाद में उसे अधिक वरिष्ठ पद एवं अधिक वेतन पर पुनः नियुक्त किया गया।
5. मई 2026 में भारत और ऑस्ट्रेलिया की अंडर-18 टीमों के बीच भोपाल में होने वाले मैच से कुछ घंटे पहले भारतीय पुरुष अंडर-18 टीम के एक कोच को हटाए जाने की खबर सामने आई। यह कार्रवाई कथित रूप से झारखंड में उनके कार्यकाल के दौरान महिला प्रशिक्षुओं द्वारा की गई शिकायतों के बाद हुई। ऐसे में यह गंभीर प्रश्न उठता है कि पूर्व शिकायतों के बावजूद ऐसा व्यक्ति राष्ट्रीय आयु-वर्गीय ढांचे से कैसे जुड़ा रहा। यह भी रिपोर्ट किया गया कि उक्त व्यक्ति ने हॉकी इंडिया लीग के दौरान उसी HIL फ्रेंचाइज़ी के साथ कार्य किया था।
6. यदि इन सभी घटनाओं और रिपोर्टों को सामूहिक रूप से देखा जाए, तो वे संस्थागत जवाबदेही, महिला खिलाड़ियों की सुरक्षा, शिकायतों के निस्तारण तथा गंभीर आरोपों का सामना कर चुके व्यक्तियों के भारतीय हॉकी तंत्र में पुनर्वास जैसे गंभीर प्रश्न खड़े करती हैं।

आज खेल जगत में यह गंभीर प्रश्न पूछा जा रहा है कि क्या हॉकी इंडिया और हॉकी इंडिया लीग गंभीर आरोपों का सामना कर चुके व्यक्तियों के लिए “पुनर्वास मंच” बनते जा रहे हैं।

7. उपरोक्त परिस्थितियों के आलोक में कुछ महत्वपूर्ण प्रश्न उत्पन्न होते हैं:

* क्या निर्धारित प्रक्रियाओं का पालन किया जा रहा है;
* क्या महिला खिलाड़ियों की शिकायतों का निपटारा पारदर्शी, स्वतंत्र और निष्पक्ष तरीके से हो रहा है;
* क्या प्रभावशाली व्यक्ति गंभीर आरोपों का सामना कर चुके लोगों की पुनः वापसी या पुनर्वास में भूमिका निभा रहे हैं;
* तथा क्या संबंधित अधिकारियों की निरंतर चुप्पी खिलाड़ियों और हितधारकों के विश्वास को कमजोर कर रही है।

इसके अतिरिक्त, हॉकी जगत में कुछ प्रभावशाली अधिकारियों और प्रशासकों की कथित भूमिका को लेकर गंभीर चिंताएँ व्यक्त की जा रही हैं। एक ही तंत्र, फ्रेंचाइज़ियों और प्रशासनिक नेटवर्क से जुड़े मामलों की पुनरावृत्ति खिलाड़ियों और हितधारकों के बीच चिंताजनक धारणाएँ उत्पन्न कर रही है।

यह भी चिंता का विषय है कि इतने गंभीर मामलों के बावजूद अब तक कोई पूर्णतः स्वतंत्र और पारदर्शी जांच तंत्र स्थापित होता दिखाई नहीं देता।

मैं खेल सचिव, भारत सरकार से अनुरोध करता हूँ कि इन मामलों की किसी भी जांच, समीक्षा अथवा कानूनी निगरानी का दायित्व केवल पूर्णतः स्वतंत्र और निष्पक्ष प्राधिकरणों को सौंपा जाए।

संस्थागत विश्वसनीयता और जन-विश्वास बनाए रखने के हित में, मैं यह भी अनुरोध करता हूँ कि मंत्रालय में कानूनी मामलों को देखने वाले संयुक्त सचिव को इन शिकायतों से संबंधित किसी भी जांच, पर्यवेक्षण अथवा निर्णय प्रक्रिया से दूर रखा जाए, क्योंकि उनकी निष्पक्षता और स्वतंत्रता को लेकर खेल प्रशासनिक हलकों में पहले से चर्चाएँ व्यक्त की जा रही हैं।

भारतीय हॉकी की विश्वसनीयता, महिला खिलाड़ियों का विश्वास तथा खेल प्रशासनिक संस्थाओं की गरिमा की मांग है कि इन चिंताओं का समाधान पारदर्शी और निष्पक्ष तरीके से किया जाए।

यह पत्र भारतीय हॉकी, खिलाड़ियों के हित तथा महिला खिलाड़ियों की गरिमा और सुरक्षा के व्यापक हित में लिखा जा रहा है।

मुझे आशा है that इन गंभीर चिंताओं पर त्वरित, निष्पक्ष, पारदर्शी एवं जवाबदेह कार्रवाई की जाएगी।

भारतीय हॉकी के प्रति गंभीर चिंता और महिला खिलाड़ियों के प्रति पूर्ण सम्मान सहित।
