ODIs, Virender Sehwag & MS Dhoni have made similar amount of runs in similar innings but their averages differ because Dhoni, being a lower middle order batsman, finished not out 66 times - which hugely boosted his average - as compared to Sehwag's 9 times.
2) Sehwag played a pivotal role in India's 2002 ICC Champions Trophy win & its sole ODI Series win in the New Zealand. He was also the top scorer of the tournament at both occasions. But 'Man of the Series' awards weren't given in those two tournaments.

Analytical answer:
Dhoni (Test batting average: ~38) is a good leader & fine lower middle order ODI batsman but he can never be compared with Sehwag as far as the real cricket, i.e. Test cricket, batting accomplishments & legacy are concerned.

Sehwag is a real legend who actually revolutionized the opening batting in Test cricket. Sehwag has a Test average of ~50 with an unbelievable Test career strike rate of 82.23. He has scored 8,500-plus Test runs & 38 international centuries - along with scoring 17,000-plus international runs at unheard strike rates!

Some facts regarding Sehwag:

A) Sehwag - the match winner:
Sehwag's scores' impact on the team's winning chances is unparalleled among the Indian cricketers.
e.g., out of the 15 occasions when Sehwag hit ODI centuries, India won 14 times. And the only lose came against/in New Zealand as India's second highest score - after Sehwag got run out on 108 runs - was just 24 in that match [2nd ODI: New Zealand v India at Napier, Dec 29, 2002]!
In fact, whenever he scored even a fifty, India won the match most of the times because of his unbelievable strike rate & his power to dominate/demoralize the opposition's bowling attack.

ESPN wrote an article which listed all of the player's half-century or above scores' impact on team's winning chances in ODIs. Unsurprisingly, Sehwag topped the list for India. The article said that when Sehwag scores a fifty or above score, India are 72.4% more likely to win than when he does not. The top seven Indian batsmen from that list are as follows:
1) Sehwag (72.4%)
2) Ganguly (51.3%)
3) Yuvraj Singh (44.7%)
4) Tendulkar (41.9%)
5) Dravid (36.5%)
6) MS Dhoni ( 30.5%)
7) Azharuddin (20.2%)
So, this shows that Sehwag, who has unbelievable ODI career strike rate of 104.33, is the biggest impact ODI batsman to ever play for India.

B) Sehwag - the fear factor:
Not only his way of scoring runs gave India brilliant starts against new ball but it also created fear in the hearts of opposition bowlers. And that made things easier for the upcoming batsmen.

We can take the example of Umar Gul's bowling in the last ODI World Cup (2011). Until facing India in the semifinal he was Pakistan's main strike bowler & had taken 14 wickets in the tournament with an overall economy of 3.86. But Sehwag hit 5 fours in Gul's second over [India v Pakistan, Chandigarh] & after that he lost his all rhythm & ended up wicketless conceding 69 runs at an economy of 8.62 in his 8 overs - in a low scoring match
