For perfect body composition, you need to lose overall body fat.
You can't decide from where to lose fat, this is what your body decides for you.
Just follow a calorie deficit diet along with some sort of resistance training.
Be consistent throughout your journey and you will get results.
You can't target any particular body part to lose fat. Spot reduction(losing fat from any one place) is a myth as well as it's not possible.
