RDD Steps Up Flood-Damage Assessment Under Aijaz Asad’s Leadership; New Houses Sanctioned in Full for Flood-Affected Families

RDD Moves for Swift Restoration of Flood-Damaged Rural Assets in J&K

Under the proactive leadership of Secretary RDD&PR Mohammad Aijaz Asad, the Rural Development Department has directed districts to accord highest priority to restoration of disaster-affected rural infrastructure.

The initiative covers damaged rural roads, protection bunds, retaining walls, community buildings and other public assets, with restoration works to be taken up under VB-GRAM-G.

The move reflects decisive leadership, responsive governance and a strong commitment to delivering timely relief to rural communities affected by incessant rains and flash floods.

_Special relaxations, enhanced person-days under VB-G RAM G for calamity-affected areas under consideration: Aijaz Asad_

Srinagar, July 22: Secretary, Rural Development Department and Panchayati Raj (RDD&PR), Muhammad Aijaz Asad, today directed concerned districts to immediately assess the damage caused to Rural Development Department infrastructure by the recent flash floods, landslides and heavy rainfall, stating that restoration of damaged public assets should receive the highest priority under the available allocations of the Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-GRAM-G).

Chairing a review meeting on the implementation of the VB-GRAM-G Scheme, the Secretary also said that the Department would approach the MoRD for additional financial assistance, enhanced person-day allocation and suitable operational relaxations to support restoration works and generate supplementary employment in calamity-affected areas.

Referring to the provisions of the newly launched VB-GRAM-G Act, Asad said the legislation provides for supporting employment generation and restoration of rural assets in the aftermath of natural calamities.

He directed the Assistant Commissioners Development to undertake a comprehensive assessment of damage to Rural Development Department assets, including rural roads, culverts, cross-drainage structures, drainage systems, crossing points and public buildings, particularly in the worst-affected districts of Poonch, Rajouri, Doda, Kishtwar, Bandipora and Budgam.

“Our immediate priority is to complete a comprehensive assessment of all damaged Rural Development Department assets so that restoration works can begin without delay. Districts should also estimate the additional person-days that can be generated through these works to support affected rural households,” the Secretary said.

Reviewing the implementation of the scheme, the Secretary was informed that 9.01 lakh person-days had been generated across the Union Territory during the first twenty days of July under the newly launched employment guarantee programme.

The Secretary instructed the Directors of Rural Development to closely monitor employment generation, damage assessment and restoration planning. He also directed districts to prepare quarterly financial and physical plans, expedite billing alongside ex*****on of works, clear long-pending Geo-MGNREGA cases, dispose of pending Fund Transfer Orders (FTOs), submit Utilisation Certificates and ensure timely expenditure of available funds.

The meeting was attended by Director Rural Development Kashmir Riyaz Ahmad Wani, Director Rural Development Jammu Shehnaz Akhtar, Additional Secretary (Member Secretary, VB-GRAM-G) Waseem Raja, Superintending Engineers, Assistant Commissioners Development, Executive Engineers (REW) and other senior officers.

Jal Jeevan Mission Making Steady Progress in J&K; Misleading Report

The Jal Shakti Department has strongly refuted a misleading and
factually incorrect news report published by a Hindi daily Amar Ujala on
May 26, 2026, regarding the implementation of the Jal Jeevan Mission
(JJM) in Jammu and Kashmir.
As per official records, 1469 schemes have been physically completed
under JJM till date, out of which 1377 schemes have already been made
operational, providing functional tap water connections to households.
Another 1778 schemes are currently under ex*****on at various stages,
with more than 900 schemes having achieved over 75% physical
progress. The department clarified that only 6 schemes are yet to
commence on ground due to site-specific issues, and no expenditure
has been incurred on the physical ex*****on of these schemes so far.
This is in sharp contrast to the newspaper’s claim of 400 such schemes.
The report also contained glaring factual errors regarding the total
number of approved schemes. Official figures show 1861 schemes
approved in the Jammu province and 1392 schemes in the Kashmir
province.
The physical and financial progress of JJM is transparently available in
the public domain on the JJM-IMIS dashboard. The mission follows a
robust verification mechanism wherein physical progress reported by the
department is subsequently certified by Gram Sabhas through the Har
Ghar Jal certification process. Out of 1390 villages reported as ‘Har Ghar
Jal’ by the department, 890 villages have already been certified by the
respective Gram Panchayats.
Against a total estimated project cost of Rs. 13,344 crore, the
department has incurred an expenditure of Rs. 7,105 crore, which is 53%
of the total outlay. The remaining works will be completed in a time

*Aijaz Asad Meets Vice Chief of the Army Staff in New Delhi*

Mohammad Aijaz Asad, IAS, today called on the Vice Chief of the Army Staff, Lt Gen Dhiraj Seth, PVSM, UYSM, AVSM, in New Delhi.
Lt Gen Dhiraj Seth, over the course of an illustrious career spanning nearly four decades, has commanded an Armoured Regiment in the desert sector, an Armoured Brigade in the developed sector, and a Counter Insurgency Force in Jammu & Kashmir.
During the meeting, several important issues concerning the border districts of Poonch and Rajouri were discussed. In his personal capacity, Aijaz Asad also highlighted the importance of encouraging greater recruitment of youth into the Armed Forces to enable them to serve the nation with dedication and pride.

₹8,134 Crore Rural Development Boost for J&K
The Union Minister for Rural Development, Shivraj Singh Chouhan unveiled a major rural development package worth ₹8,134 crore at Sher-i-Kashmir International Conference Centre. The package includes the PMGSY-IV allocation of ₹3,566 crore and NRLM Mother Sanctions amounting to ₹4,568 crore.
