In June 1995, during the 104th IOC Session held in Budapest (June 15–18), FISpT was granted full recognition by the IOC.

“The National Caravan of Sport for All in Rural Areas,” dedicated to promoting physical and sports activity everywhere and for everyone.
Under the theme “The rural world within the Sport for All system,” the Royal Moroccan Federation of Sport for All (FRMSPT) launched in 2025 the National Caravan of Sport for All in rural areas. This initiative covered several Douars in the provinces of Midelt, Jerada, Tinghir, and Sidi Bennour, reaching more than 16,000 participants, both men and women.
The main objective is to promote and firmly establish a culture of inclusive and accessible sports practice for all.
These caravans are part of the Federation’s strategy to broaden the base of sports participation and physical activity across all segments of society, without any distinction, particularly targeting disadvantaged regions, remote Douars, and persons with specific needs.
These “Sport for All” caravans in rural areas featured a wide range of individual and team physical and sports activities for young people—boys and girls—as well as men and women. They also included traditional popular games, “games without borders” workshops, and races dedicated to girls and women from various social backgrounds, thereby fostering the integration of rural populations and fully embodying the spirit of “Sport for All.”
The Royal Moroccan Federation of Sport for All recently organized a series of seven-day sports caravans in rural areas, targeting several villages in the provinces of Tinghir, Errachidia, Midelt, and Beni Mellal. This initiative was carried out in coordination with the Sport for All Leagues of Draa-Tafilalet and the Centre region, local authorities, and civil society organizations.
Sport in rural areas is considered a key driver of human and social development, contributing to social inclusion, the fight against school dropout, and the promotion of physical, psychological, and mental health, particularly among children and youth.
It is worth noting that most of the champions who have marked the history of Moroccan sport, especially in athletics, come from rural backgrounds.
The program of these sports caravans was marked by strong participation from women, despite the conservative nature of the local population—especially in running and walking competitions—within an atmosphere of enthusiasm and motivation, in the presence of large crowds who strongly supported female participants.
This reflects the involvement of women in local sports activities, with some even participating in traditional attire, sending a message that highlights the community’s attachment to its cultural heritage and its role as a catalyst for promoting sport.
The participation of persons with disabilities, both men and women, was a highlight of the program. They enriched the sporting environment and demonstrated that sport offers a true space for inclusion and equal opportunities within society.
Local traditional games were also included to connect sport with cultural identity and to instill a sense of pride among young people in their environment.
The rural sports caravans in these four provinces of the High Atlas and Middle Atlas achieved great success in implementing the “Sport for All” program in rural areas. They contributed to creating a positive dynamic in these regions through close coordination between official institutions and civil society.
This coordination aimed to break isolation, reduce territorial inequalities, promote social inclusion through sport, and instill the values of citizenship, solidarity, cohesion, and cooperation among all segments of the population.
It should be noted that participants in these rural sports caravans were supervised by trainers from the Draa-Tafilalet and Beni Mellal-Khénifra regions, who had received local training organized by the Royal Moroccan Federation of Sport for All. The valuable contribution of members of the Federation’s Executive Committee from these regions also played a key role in the success of these events, which saw massive participation from rural populations.

The International Sport for All Federation is proud to announce that FISpT has become an official signatory of the World Fair Play Day Manifesto, a globally recognized declaration that celebrates and defends the core values of fair play, integrity, respect, and ethical conduct in sport. This important commitment places FISpT among a growing community of organizations worldwide that stand united in promoting sport as a powerful instrument for peace, inclusion, education, and moral development. By signing the Manifesto, the Federation reaffirms its dedication to ensuring that sport remains accessible, equitable, and grounded in the principles that make it a transformative force for individuals and communities around the world.
The World Fair Play Day Manifesto, endorsed annually, is a foundational document that articulates the essential values of fair play and their role in shaping responsible, respectful, and ethical behavior in sport and beyond. The Manifesto emphasizes that fair play is not merely about following rules, but about cultivating a deep sense of respect for others, for the environment, and for the spirit of sport itself. It highlights integrity as the cornerstone of ethical participation, calling on all actors in the sports community to act with honesty, transparency, and accountability. The Manifesto also champions inclusion, recognizing that sport must be open to everyone regardless of background, gender, ability, or status, and that true fair play requires removing barriers and creating opportunities for all to participate. It underscores the importance of respect—for opponents, teammates, coaches, officials, and the broader community—and frames this respect as essential to building trust, cooperation, and social harmony.
The Manifesto’s values extend far beyond the playing field, offering a framework for ethical conduct in education, community life, and global society. It recognizes sport as a unique vehicle for teaching young people about responsibility, cooperation, resilience, and fairness, and it calls on organizations to integrate these values into their policies, programs, and daily practices. The Manifesto also emphasizes the importance of protecting the integrity of sport from corruption, discrimination, doping, and all forms of misconduct, urging signatories to take active steps to safeguard the purity and credibility of athletic competition. It promotes the idea that fair play is a universal language that can bridge cultural divides, foster dialogue, and contribute to peacebuilding by bringing people together through shared values and mutual understanding.
For FISpT, becoming a signatory of the World Fair Play Day Manifesto represents a natural and strategic alignment with the Federation’s core mission of promoting sport for all, traditional sports, recreational participation, and inclusive physical activity opportunities. The Manifesto’s values reflect the very principles that guide FISpT’s work: making sport accessible to everyone, fostering ethical behavior, encouraging respect and inclusion, and using sport as a tool for education, social development, and community building. By signing the Manifesto, FISpT commits to actively promoting fair play in all its activities, to integrating these values into its governance and programs, and to working with other signatories to advance the global fair play agenda. This commitment strengthens the Federation’s role as a responsible leader in international sport and demonstrates its willingness to contribute to a worldwide movement that defends the integrity and transformative power of sport.
This historic step confirms FISpT’s dedication to being part of a global community that believes in the power of sport to create positive change. Through the Manifesto, the Federation joins a collective effort to ensure that fair play remains a guiding principle in sport and in life, to protect the values that make sport meaningful, and to inspire individuals and organizations to act with integrity, respect, and responsibility. FISpT looks forward to working with other signatories to promote these values, to participate in World Fair Play Day initiatives, and to demonstrate that sport for all is not only about participation and enjoyment, but also about building a more ethical, inclusive, and harmonious world through the universal language of fair play.

Sport for All: “The Women’s Victory Runs,” a creative and ambitious initiative by Nezha Bidouane
In order to reinforce her role in encouraging and motivating all segments of society—especially girls and women—to engage in sports activities, the President of the Royal Moroccan Federation of Sport for All (FRMSPT), Nezha Bidouane, double World Champion in the 400m hurdles (Athens 1997 and Edmonton 2001), launched a creative and ambitious initiative entitled “The Women’s Victory Runs.” The launch took place on October 14, 2023, in Nador (Northeast Morocco), in commemoration of National Women’s Day.
Following the model of the original “Women’s Victory Race,” organized annually in Rabat by the Association “Women, Achievements and Values,” chaired by Nezha Bidouane, bronze medalist at the Sydney 2000 Olympic Games, the “Women’s Victory Runs” also attracted thousands of girls and women from diverse social backgrounds and age groups in a festive atmosphere, all carrying the unified slogan: “I run according to my abilities.”
The organization of this large-scale, multidimensional sporting event—held under the auspices of the Ministry of National Education, Preschool and Sports, and in collaboration with Walis, governors, and elected councils—forms part of the FRMSPT strategy to promote sports participation, now a constitutional right, in order to preserve health, create sporting momentum across the regions of the Kingdom, and foster a healthy generation of future athletes.
Through the “Women’s Victory Runs,” the FRMSPT aims to spread the culture of sports participation, promote the noble values of sport, and strengthen the spirit of citizenship, cohesion, and solidarity.
Contrary to expectations, a pleasant surprise occurred during this first stage in Nador—a traditionally conservative city—as the number of participants reached 26,000 girls and women.
During its two previous editions (2024 and 2025), this flagship women’s sporting event attracted more than 200,000 participants from all social backgrounds and age groups.
In 2026, three races have already taken place: in Mediouna (April 4), on the occasion of the International Day of Sport for Development and Peace; in Zagora (April 11); and in Rabat (April 26). Three additional races will be held later.
According to President Nezha Bidouane, this third edition of the Women’s Victory Runs aims to “promote sports participation and convey the noble values of sport, such as effort, perseverance, and respect. We also aim to strengthen the spirit of citizenship through the inclusion and unity of all participants, whether young or adult, able-bodied or with disabilities,” she stated. She added: “We are proud to contribute to building a healthier and more active future for all women and girls.”
In Zagora (southern Morocco), legends of Moroccan athletics and football accompanied the sports caravan, including athletes Rachid El Bassir (Olympic silver medalist in the 1500m at Barcelona 1992) and Brahim Lahlafi (bronze medalist in the 5000m at the Sydney 2000 Olympic Games), as well as former Moroccan football stars Aziz Bouderbala and Abderrazak Khairi (1986 World Cup in Mexico), and Salah Eddine Bassir (1998 World Cup in France). This provided an opportunity to convey messages about the importance of sports participation for all ages.
The event was also marked by strong participation from people with special needs, who experienced a rewarding moment that helped strengthen self-confidence, develop physical abilities, and share in a collective experience with other participants.
The 16th edition of the Women’s Victory Race, organized on April 26 in Rabat by the Association “Women, Achievements and Values” under the High Patronage of His Majesty King Mohammed VI, saw the participation of more than 12,000 women of all ages.
This edition was distinguished by significant participation from Moroccan women living abroad and African students, as well as the notable presence of associations such as Special Olympics Morocco and the Lalla Asmaa Foundation for deaf and hearing-impaired children.
The Association “Women, Achievements and Values,” founded by Nezha Bidouane a few months after her retirement from sport, works to make sport a lever for social advancement, a tool for motivation, and a means of promoting sports culture, while contributing to the establishment of social, educational, and civic values.
The Women’s Victory Race has become one of the largest gatherings of its kind in Morocco and worldwide.
It is worth recalling that in 2017 this running event recorded 32,000 participants, a record.
To reach the widest possible audience, the Association also organizes “National Sport for All Caravans” and “Sports Days” to promote sports culture and create sporting momentum across the entire territory of the Kingdom.

The International Sport for All Federation is proud to announce that it has been officially recognised as a member of HEPA Europe, the European network for the promotion of health-enhancing physical activity, a WHO/Europe network dedicated to improving health and well-being across the WHO European Region through more physical activity for all people. This important recognition strengthens the Federation’s commitment to the values of Sport for All and to the shared mission of creating more active, healthier, and more inclusive communities through sport, movement, and participation.
For the International Sport for All Federation, this membership represents an important opportunity to further connect Sport for All values with the broader public health and physical activity agenda at European level. It creates new possibilities for cooperation with institutions and experts who share a common goal: making physical activity more accessible, more inclusive, and more visible as a key component of healthier societies. It also opens the door to valuable exchanges of knowledge, participation in thematic working groups, and engagement in annual events that generate evidence, tools, and guidance for promoting physical activity in diverse communities.
As a federation committed to the development of sport for all, traditional sports, recreational participation, and inclusive physical activity opportunities, the International Sport for All Federation sees HEPA Europe membership as a natural and strategic step forward. It reinforces our belief that sport is not only competition, but also a powerful instrument for health promotion, education, social cohesion, and lifelong participation. By joining this distinguished WHO/Europe network, the Federation will contribute its international experience, community-based perspective, and commitment to broad participation to the wider European effort to advance health-enhancing physical activity for everyone.

FISpT is organizing a 90-minute online panel discussion bringing together leaders of five FISpT national members to present their national “Sport for All” programs, share practical experiences, and highlight opportunities and challenges in delivering Sport for All initiatives in different national contexts.
The event will take place on Tuesday, 23 June 2026, from 15:00 to 16:30 CET. It will be moderated by Robert “Nob” Rauch, FISpT Board member.
Panelists are representatives of the following national members:

- Ukraine, (Agency for mass sports of Ukraine)
- Türkiye, (Turkish Sport for All Federation)
- Georgia, (Georgian National Federation “Sport for all”)

The format is open with brief welcome messages from FISpT President Isa Mohamed Abdulrahim Mohamed Alrafaei and the CEO Marco Tomasini, followed immediately by the moderated panel discussion. After short introductions of each speaker, the discussion will focus on a common set of themes so that participants and audience members can compare experiences across countries.
Discussion topics are:
(1) the current state of Sport for All in each country;
(2) the relationship with, and support from, the National Olympic Committee and/or Ministry of Sport or other public authorities;
(3) the principal programs and initiatives currently being delivered; and
(4) the biggest successes achieved, as well as the main opportunities and challenges faced.
It finishes with a brief Q&A session.
The purpose of the event would be to strengthen connections among FISpT members, showcase good practice, and create a practical exchange of ideas that can benefit other national members.

International Sport for All Federation (FISpT) has just completed a powerful mission to Kyiv, meeting with the National Olympic Committee of Ukraine, the Ministry of Youth and Sports, the Agency for Mass Sports of Ukraine, UkraineActive, the Sports Committee of Ukraine, NUPESU, the Olympic Academy of Ukraine and Lyceum No. 42, to advance two Global Refugee Forum pledges on sport for all and refugee inclusion.
Together with our Italian partners, we are launching long‑term programmes that will use sport for all to support refugees, internally displaced people and host communities – from training local coaches and teachers, to creating safe spaces for play, adaptive physical activities and school‑based projects.
Our delegation also travelled to Bucha, Irpin and Hostomel to witness the impact of the war and to stand in solidarity with children, families and institutions on the ground. Being physically present in Kyiv means sending a clear message: Ukraine is not alone, and the sport for all movement is by its side.
