Poland has emerged as one of Europe’s most ambitious defence actors, reaching the 4.5–5% GDP spending target through a historic military build-up. As Warsaw expands its armed forces and strengthens its role within NATO, its choices are reshaping the balance of power on Europe’s eastern flank.

Yet, Poland’s defence strategy also raises complex questions: how should European security balance cooperation with the EU, reliance on the United States, and national strategic autonomy? For over a decade, New START kept the world's two largest nuclear powers, the United States and Russia, from expanding their strategic nuclear arsenals without limits. With its expiration, there are no longer any legally binding caps on their deployed strategic weapons.

As China rapidly expands its nuclear capabilities, Russia pushes for a different negotiating framework, and the U.S. seeks a broader agreement, global arms control has reached a dangerous crossroads.

By the close of the conference on 22 May 2026, states failed to reach consensus on a final outcome document, making it the third consecutive NPT Review Conference (after 2015 and 2022) to end without an agreed substantive final document.
