Yesterday, we had a productive meeting with FINAS to address key industry concerns. It has been a long journey toward a more structured and fair environment one that ensures level competition, fair payment terms, and proper working hours.
FINAS is aligned with PPFIM on many matters, especially the welfare of freelancers, recognizing the need for better protections and industry standards. With discussions now in their final stages, we are closer than ever to making this a reality. These changes mark a pivotal step toward a more sustainable future for Malaysian TV commercial production, benefiting everyone in the industry.
PPFIM remains committed to driving these improvements, and we appreciate the collaboration and support from all involved. Let’s keep working together to elevate Malaysian commercial filmmaking.
We look forward to our AGM in mid April, where we will welcome the CEO of FINAS for a firsthand discussion on our progress and industry initiatives.

Yes! We can Finally Shoot! Also yes! Selangor and KL have been officially moved to Phase 2. We are just sharing across the latest SOP from Finas and also some answers that may help you navigate a little bit with the current SOP's being put forth.
Trust us when we say we hear you! and it's not a walk in the park to push past certain regulations. It may look and feel like it's hindering us all from working but its a start to working towards an endemic approach.

FAQ:
• Can SPP khas processes be sped up and simplified?
You can apply for SPP early, even without location/crew etc. Just make sure to submit everything before the interview meeting and everything is ready for the interview.
• Can we use the same team for back to back shoots?
You can apply for it during the first SPP Khas, and explain to them during the interview, FINAS will review on a case by case basis.
• Can kids be allowed to shoot?
For now the short answer is NO. FINAS is engaging with MKN to determine in which Phase can this be allowed.
• Can we use home tester kits?
YES. Need to link each person tests to MySejahtera app, please screen shot the submission and take photo of the test kit proving it is negative for filing purposes.
• Are outstation shoots allowed?
YES. As long within the filming bubble is intact and also with PDRM cross border letter.
• Can we shoot at night?
You can apply to FINAS for special permission. However it is a blanket ruling for all Industries to stop operations at midnight. If you shoot over midnight, you risked being fined by PDRM.
• If we shoot in KL for 1-3 days, can our team members go home?
Yes but producer needs to take steps to protect the team i.e in the contract each crew/talent cannot take other jobs and also need to go straight home after shoot.
• Once SPP Khas is approved and location/crew/talent change, do we need to reapply SPP?
NO. Just email the FINAS secretary to update the new location/crew/talent
• PPP (Safety Protocol Officer) is necessary for teams above 10 pax.
• Who can be A Safety Protocol Officer (PPP)?
PPP need to go for a safety course organised by finas , PH encouraged to submit their own PPP from their team. Production house owners/EPs are not allowed to be PPP. Anyone else can be PPP on the project, or you may opt to use a PPP Personnel from Profima at the following rates:
- Drama RM 150 per day
- TVC and Film RM 300 per day
Producers can also package PPPs rates for longer shoots and if the PPP is playing 2 roles, based on agreement from both parties.

Speaking to MARKETING Magazine, President of the Malaysian Association of Advertising Filmmakers PPFIM, Khoo Kay Lye, said that he has not received any response from the minister since the open letter was issued and also added that his pleas to the Prime Minister’s office have also gone unanswered.
"...it’s important that we are included in the conversation to discuss potential options for the industry moving forward,” Kay Lye said. “The authorities should not be making SOP decisions regarding our industry without our feedback and suggestions because we know the inside and outs of our operations.”
Kay Lye also added that there has been speculation that the advertising film industry will be allowed to resume operations in the second phase of the National Recovery Plan but it will be restricted to in-studio shoots.
“I don’t understand who’s advising them on these decisions because in-studio shoots will only increase the possibility of production crew members getting infected as studios lack appropriate ventilation and circulation,” Kay Lye explained.
