That’s a wrap on the !
Our final day brought together the key themes explored throughout the conference, with morning workshop sessions continuing the discussion on Human-Centred Justice and Bridging Worlds between tech innovations and cultural integration.
We concluded with interactive CEP EM World Café discussions, where participants reflected on the future of electronic monitoring through four thought-provoking questions
The conversations highlighted the importance of keeping people, relationships and communities at the centre of technological developments in criminal justice. Thank you to all speakers, facilitators and participants for your insights, openness and commitment to shaping a more effective, humane and informed future for electronic monitoring.

Presentations are online and photos will be soon online.

Continuing the discussions at the .
Building on the outcomes of the previous day, the morning started with interactive workshops exploring the use of EM in cases of violent extremism and examining victim perspectives.
We then launched a new thematic panel on Human-Centred Justice in the Digital Era, focusing on how digital systems can enhance fairness, transparency and efficiency, while reinforcing the trust, human connection and professional expertise that remain essential to effective justice outcomes.
The day concluded by "bridging worlds" between technological innovation and cultural integration, exploring how to improve accuracy and consistency, support safer decision-making, and ensure that digital solutions align with cultural expectations, human rights standards and the relationships that underpin effective justice practice.

The first day of the is coming to an end.
From reintegration to victim protection, today's discussions highlighted the many dimensions of electronic monitoring:
• Insights into the functioning of electronic monitoring in Türkiye
• How EM can support the management and reintegration of individuals involved in violent extremism, and why strong legal, ethical and operational safeguards are essential
• How EM can enhance victim safety while balancing effectiveness, proportionality and individual rights
Thank you to all speakers and participants for contributing to these important discussions. We look forward to continuing the conversation tomorrow.

🌍 Strengthening alternatives to detention across Europe

CEP Vice-President Daniel Danglades, Ambassador Gerry McNally and Policy Officer Mirka Jakesova took part in the Seminar on Framework Decisions 829 and 947 and their Impact on Alternatives in the EU, organised by the Academy of European Law on 28–29 September in Bucharest, Romania.

The seminar brought together judges, prosecutors, probation practitioners, academics and policy experts to explore how European countries can strengthen alternatives to detention, probation and community-based measures.

Key discussions focused on:
🔹 Cross-border mutual legal assistance and recognition of decisions
🔹 The practical implementation of Framework Decisions 2008/947/JHA and 2009/829/JHA
🔹 The role of probation services in supporting rehabilitation and preventing (re)incarceration
🔹 Restorative justice and community-based responses
🔹 Electronic monitoring, digitalisation and new technologies in probation
🔹 The importance of proportionality, data protection, professional judgement and human decision-making

The seminar highlighted that effective alternatives to detention depend not only on strong legal frameworks, but also on mutual trust, professional cooperation, effective communication and confidence in community-based measures.

Today we kicked off the 6th International Training School on Core Correctional Skills in Barcelona! 🇪🇸

This year’s theme, “Clicks and Empathy: Core Correctional Skills in Digital Probation,” brings together probation professionals and experts to explore how technology is changing probation practice — while keeping trust, empathy and human connection at the centre.

The day started with inspiring contributions from Penelope Torres Moreno, Maria-Paz Vallès Creixell, Domingo Estepa Camacho and Professor Ioan Durnescu.

Our keynote discussion, with Pia Andersson, Vesna Zelić Ferenčić and Michael Arnold, explored how we can embrace digital tools in probation without losing the human side of the work. The discussion was chaired by Iuliana Carbunaru and Professor Durnescu.

And that was just day one! Looking forward to the rest of the week. 🙌
