CityQ Zero-emission 4-wheel cargo e-bikes for last-mile fleets & councils. CityQ is recognised across Europe for innovation in sustainable urban mobility.

CityQ adds tracking, e-lock, mobile app & fleet management to replace urban vans in clean air zones. CityQ builds four-wheel, car-like e-bikes to replace urban car trips—cutting emissions and helping cities move toward cleaner, smarter transport. Our approach combines Scandinavian design with German engineering to produce vehicles that are stable, durable and easy to maintain. CityQ vehicles are certified to CE, EN15194 and EN 17860, offering car-like comfort within e-bike regulations for everyday city use. Established in 2019, CityQ has grown into an international group with headquarters in Norway and production hubs in Germany, Hungary and Asia. Following initial deliveries in 2023, we launched a modular quad platform in 2024 (passenger, cargo and pickup) and are moving into mass production in 2025. The four-wheel cargo eBike market now has several options.

Before choosing one, here is the question worth asking: which manufacturer has the longest continuous operating track record from the most demanding commercial operators?

DHL — London, 2+ years of daily inner-city operation
JCDecaux — Paris, 50% transport time cut after testing 15 competitors
Wolt — Oslo, 100km/day, 365 days, −10°C Norwegian winters

CityQ pioneered this category — four years of development and certification before the market existed. The blog covers what that actually required, what the fleet data shows, and what it means for a business choosing a platform today.
Including:

📊 Full cost comparison — CityQ vs city van, central London routes
🔋 Battery data — LiFePO4, 2,000–4,000 cycles, 6–10 years daily use
⚖️ Legal status — EN15194 certified, no ULEZ, no Congestion Charge, no licence
🔧 Three technical decisions that newer entrants are still catching up to
💷 Effective year-one cost after Annual Investment Allowance: ~£8,250

A parking warden cannot fine a bicycle.

A pedestrian zone cannot block a bicycle.

A Congestion Charge does not apply to a bicycle.

And yet almost every hospital site, university campus and school in the UK is still using a van to do work a bicycle could do better.

NHS Humber Health Partnership put a CityQ to work at Castle Hill Hospital — 168 acres, linen, gas cylinders, medical equipment — everything the van was doing. Without the parking problem. Without the access restrictions. Without the emissions.

Guy's and St Thomas' NHS Foundation Trust: no restrictions, no permits, 150kg capacity. More than enough for everything their service needs.

A London van driver tried one on the street and said: "This is the future. I'd park my van for this."

The NHS has committed to net zero by 2040. Fleet operations are central to that commitment.

The van is not the answer on a campus.

Every business asking which cargo eBike is best for UK delivery gets the same answer from the spec sheets.

Maximum payload. Maximum range. Maximum volume.

But here is what actually matters in real daily use:

⚖️ Legal status — EAPC certified means no licence, no MOT, no road tax, no insurance required. Always confirm before buying — some "cargo bikes" are actually mopeds.

🚲 4-wheel vs 2-wheel — four wheels don't need balancing at a stop, enclose the cargo fully and read as a vehicle to other road users. For anyone coming from a van, it's the closer switch.

💷 The cost gap — a van in central London pays £30.50/day in zone charges before a single delivery. A CityQ pays £0. Every day. Annual saving: £28,000–£33,000 vs a comparable city van.

✅ Real proof — DHL: London, 2+ years. JCDecaux: Paris, 50% time cut. Wolt: Oslo, 100km/day at −10°C.

76,000 delivery drivers short. Recruit harder. Pay more. Wait.

It is not working.

This video asks the question most fleet managers have never formally put to their own operation — do your city delivery routes actually require a driving licence?

A CityQ four-wheel cargo bike is legally classified as a bicycle:
🪪 No driving licence
💷 No road tax
🔧 No MOT
🚲 Full cycle-lane access
🅿️ Free parking at every stop

McKinsey published a major report on minimobility featuring CityQ's CEO Morten Rynning. Three operators — Brighton & Hove City Council, Sturm-Oettl in Munich and Elite Vinduspuss in Oslo — all cited the no-licence requirement as their primary reason for switching.

The shortage is real. The bottleneck is a question nobody is asking.

76,000 delivery drivers short. The conventional response isn't working.

This video asks the question most fleet managers have never formally put to their own operation.

Do your city delivery routes actually require a driving licence?

A CityQ four-wheel cargo bike is legally classified as a bicycle under UK law:
🪪 No driving licence
💷 No road tax
🔧 No MOT
🚲 Full cycle-lane access
🅿️ Free parking at every stop

McKinsey just published a major report on minimobility featuring CityQ's CEO Morten Rynning. Their conclusion: enclosed four-wheel electric cargo bikes are one of the most significant shifts in urban logistics.

Three CityQ operators got there first:
✅ Brighton & Hove City Council — "Anyone can use it — that's a huge bonus."
✅ Sturm-Oettl, Munich — widened hiring pool by removing the licence requirement
✅ Elite Vinduspuss, Oslo — no-licence was the primary reason they bought one

The shortage is real. The bottleneck is a question nobody is asking.

A parking warden walked up to a Brighton & Hove City Council vehicle mid-bin round.

Looked it over. No number plate. Nothing to fine. Walked away.

Brighton & Hove City Council's Environmental Projects Team spent a full day on the CityQ Passenger — bin visits, resident queries, narrow streets and cycle lanes across the city.

Here's what they actually found:

⏱️ 5 minutes saved per bin stop
🕐 30+ minutes saved on a single outing
🪪 No licence required — anyone on the team can ride it
👥 Two people plus equipment up Brighton's steepest hills
✅ Passenger never felt unsafe — not once
🔋 Head of Fleet immediately asked to trial the cargo bike next

CityQ is certified under EN15194 and EN17860 — legally a bicycle. No Congestion Charge. No ULEZ. Free parking at every stop.

This is what happens when a council actually rides one.

That moment — on a real Brighton street, on a real working day — explains CityQ better than anything else.

Brighton & Hove City Council's Environmental Projects Team spent a full day on the CityQ Passenger:

⏱️ 5 minutes saved per bin stop
🕐 30+ minutes saved on a single outing
🪪 No driving licence required — anyone can ride it

✅ Passenger never felt unsafe — not once

CityQ is certified under EN15194 and EN17860 — legally a bicycle. No Congestion Charge. No ULEZ. No road tax. Free parking at every stop.

Brighton & Hove City Council's Environmental Projects Team recently trialled the CityQ Passenger on real working routes across Brighton city centre — bin site visits, resident queries, narrow back streets and cycle lanes.

Their words say it better than we can:

"Anyone can use it — that's a huge bonus. You waste so much time finding a parking spot, but this saved so much time. Around 5 minutes per bin stop, half an hour saved on a single outing."

— Adam Kerry & Oli Kyndt, Environmental Projects Team, Brighton & Hove City Council

That half hour wasn't saved by going faster. It was saved by never having to look for parking at all.

CityQ is certified under EN15194 and EN17860 — legally a bicycle under UK law. Which means:

🅿️ Free parking at every stop — no meter, no bay, no fine risk
💷 No Congestion Charge, no ULEZ, no road tax, no MOT
🪪 No driving licence required — anyone on the team can ride it
🚲 Full cycle lane access across Brighton city centre

For a council team doing multiple site visits a day across a dense urban centre, those four things together change what the working day actually looks like.

One trial. Genuine interest from the Head of Fleet. Plans already in place to go further.
