Advancing Nepal's Science, Technology and Innovation Ecosystem โ€” A Step Forward with the National Planning Commission

Robotics Association of Nepal (RAN)'s President Kromchhe Bikash Gurung , alongside fellow Professional Scientific Societies's Leaders , recently discussed and submitted our collective challenges to the National Planning Commission (NPC)'s Hon. Members Prof. Dr. Sudan Jha and Reshu Aryal โ€” a significant step toward ensuring that organized scientific communities have a meaningful voice in Nepal's national planning architecture.

Key outcomes from the engagement:
๐Ÿ”น Policy Discourse Platform โ€” We proposed establishing a structured STI (Science, Technology & Innovation) ministry-level discourse series, led by Professional Societies, with NPC and PMO Secretaries as key participants. Science policy must be shaped by those on the ground โ€” not just by bureaucratic inertia.

๐Ÿ”น Regulatory Reform โ€” NPC acknowledged the role it can play in resolving longstanding policy barriers faced by Professional Societies โ€” including the critical issue of registration framework, where societies are currently forced to register as NGOs despite their distinct scientific mandate.

๐Ÿ”น 17th Plan Alignment โ€” Each Professional Society presented its challenges, vision, and sector-specific priorities to NPC. This input will be considered for alignment with the 16th Plan and incorporated into the formulation of Nepal's 17th National Development Plan.

These are not just procedural updates โ€” they represent a shift in how Nepal's scientific and professional bodies are being recognized as development stakeholders.

The work continues.

Through this initiative, youth โ€” especially women and marginalized communities โ€” will gain access to market-relevant digital skills, entrepreneurship opportunities, and pathways to employment in Nepalโ€™s growing digital economy.

Implemented by Swisscontact Nepal in partnership with Restless Development Nepal and Robotics Association of Nepal, the CODE project will work closely with local governments, training institutions, civil society, and the private sector to build a more inclusive digital future for young people.
