At first it does feel like the ref has got it wrong but as you will see in the slower replay there is interference with the goalkeepers jump from a opposition player.

Well done to the ref.

On the other hand: Blue Seals had a clear chance to win in penalties after United skied their final attempt, unfortunately, the Blue Seals also matched the attempt with a similar shot.
