The issue for this resolution is whether a losing candidate from a lower degree of student governance, particularly one who participated in the elections under Local Student Council (LSC) and was subsequently defeated, may be validly appointed to a higher degree of organizational hierarchy, specifically as under the Supreme Student Council (SSC), pursuant to Section 11, Article XIV:APPOINTMENTS of the University-Wide Election Code of PHINMA University of Pangasinan.

The 𝐀𝐩𝐩𝐨𝐢𝐧𝐭𝐦𝐞𝐧𝐭𝐬, 𝐏𝐞𝐫𝐟𝐨𝐫𝐦𝐚𝐧𝐜𝐞 𝐄𝐯𝐚𝐥𝐮𝐚𝐭𝐢𝐨𝐧, 𝐚𝐧𝐝 𝐄𝐥𝐞𝐜𝐭𝐨𝐫𝐚𝐥 𝐂𝐨𝐦𝐦𝐢𝐬𝐬𝐢𝐨𝐧 (𝐀𝐏𝐄𝐂), together with the 𝐋𝐨𝐜𝐚𝐥𝐢𝐳𝐞𝐝 𝐀𝐰𝐚𝐫𝐝𝐬 𝐚𝐧𝐝 𝐑𝐞𝐜𝐨𝐠𝐧𝐢𝐭𝐢𝐨𝐧𝐬 𝐂𝐨𝐦𝐦𝐢𝐭𝐭𝐞𝐞 (𝐋𝐀𝐑𝐂) under the Commission, convened today, 𝐌𝐚𝐲 𝟏𝟔, 𝟐𝟎𝟐𝟔, for a formal meeting centered on the discussion of the formation of the committee.

The session served as an avenue for the Commission to deliberate on the establishment, structure, and initial framework of the committees in preparation for the localized implementation of awards and recognition initiatives within the institution.
