Participants of the aSKpire Initiative: An Executive Course for Aspiring Sangguniang Kabataan and Youth Leaders learned precious lessons from their lecturers in Phase 3: Pillars of Good Governance on June 3, 2023, at the Holy Trinity College of General Santos City. The Pillars of Good Governance phase is based on the Governance Exemplars for Meaningful Service for Sanggunaing Kabataan, or GEMS for SK, framework.
The Organizational Effectiveness was discussed by the chairperson of SK Sinawal, Hon. April Joy Bobis, whose council is among the best in the city in the mentioned indicator in the 2022 GEMS for SK.

Hon. Joshua Jemore Madria of SK Baluan tackled Development Planning in which their council ranks first in the 2022 GEMS for SK.

While the former SK Chairperson of Lagao, Kimberly Cloi Cancer, lectured the Financial Administration to the aSKpirants, an indicator that led SK Lagao to the top in the 2022 GEMS for SK.

Lastly, two-time GenSan GEMS for SK champion SK Calumpang, who is spearheaded by their chairperson, Hon. John Salvador D. Demdam, discussed the Leadership and Innovativeness indicator.

𝐒𝐊 𝐆𝐞𝐧𝐒𝐚𝐧 𝐬𝐡𝐨𝐫𝐭𝐥𝐢𝐬𝐭𝐞𝐝 𝐚𝐠𝐚𝐢𝐧 𝐟𝐨𝐫 𝐭𝐡𝐞 𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞𝐬' 𝐟𝐢𝐧𝐞𝐬𝐭 𝐅𝐞𝐝𝐞𝐫𝐚𝐭𝐢𝐨𝐧

For two consecutive years, the SK Federation of General Santos City, led by its President, Hon. John Salvador D. Demdam, was nominated again in the Outstanding SK Council Federation Category of the 4th Philippine Sangguniang Kabataan Awards.

Together with SK GenSan as national finalists are SK Federations from Puerto Princesa City, Tagaytay City, Makati City, Baguio City, Davao City, Poro-Cebu, Alanglang, and the Province of Bulacan-City of San Jose Del Monte.

Last year, SK GenSan bagged the special citation award in the same category alongside its co-nominee, SK Federation of Carmona.

Together with the nominations of SK Calumpang in the barangay category and the Calumpang Youth Parliament in the SK project category, Hon. Demdam also became the first SK official in the 4 year history of the event to be a national finalist in all three categories for two straight years.

The year before, his barangay council was also selected as a national finalist, and two of his initiatives, the Pande-Pande Program and the Youth Cooperative Program, were selected as national finalists. While the Youth Cooperative Program was awarded the title of Outstanding SK Project in the Economic Empowerment category.

The nine national finalists were announced after a three-tier screening process by the committee of the Philippine Sangguniang Kabataan Awards.

They were assessed based on the three pillars that foster good governance: (1) Participation; (2) Transparency and Accountability; and (3) Effectiveness and Efficiency.

Those metrics are a part of the GoodGov PH-developed Seal of Good Youth Governance (SGYG).

SK GenSan, together with the other national finalists, is set to undergo the last stage of selection, which is the Grand Finals Interview.

The 4th Philippine Sangguniang Kabataan Awards is part of the Positive Youth Development Network’s Youth in Good Governance Fair on June 11–12, 2023, held in Iloilo City.

𝑲𝒂𝒃𝒂𝒍𝒐 𝒃𝒂 𝒌𝒂? (𝑫𝒊𝒅 𝒚𝒐𝒖 𝒌𝒏𝒐𝒘?)

𝑷𝒐𝒘𝒆𝒓 𝒂𝒏𝒅 𝑭𝒖𝒏𝒄𝒕𝒊𝒐𝒏𝒔 𝒐𝒇 𝑺𝒂𝒏𝒈𝒈𝒖𝒏𝒊𝒂𝒏𝒈 𝑲𝒂𝒃𝒂𝒕𝒂𝒂𝒏 𝐂𝐡𝐚𝐢𝐫𝐩𝐞𝐫𝐬𝐨𝐧

Section 13 of RA 10742 states the Powers and Functions of the Sangguniang Kabataan Chairperson.

The Sangguniang Kabataan chairperson shall exercise such powers and discharge such duties as follows:

(a) Call and preside over all meetings of the Sangguniang Kabataan, and vote in case of a tie, and assemblies of the Katipunan ng Kabataan except when one. (1) of the agenda to be discussed in such assembly involves the disciplinary action against the Sangguniang Kabataan chairperson, in which case, the highest ranking Sangguniang Kabataan member shall preside;

(b) Take the lead in the formulation of the Comprehensive Barangay Youth Development Plan and in the preparation and implementation of the Annual Barangay Youth Investment Program;

(c) Ensure the implementation of policies, programs and projects as contained in the Annual Barangay Youth Investment Programs, in coordination with the Sangguniang Barangay and the Municipal or City Youth Development Council;

(d) Sign all required documents and warrants drawn from the Sangguniang Kabataan funds for all expenditures in the implementation of the Comprehensive Barangay Youth Development Plan and Annual Barangay Youth Investment Program;

(e) Exercise general supervision over the affairs and activities of the Sangguniang Kabataan and the Katipunan ng Kabataan as well as the official conduct of its members;

(f) With the concurrence of the Sangguniang Kabataan, appoint from among the members of the Katipunan ng Kabataan a secretary and a treasurer;

(g) Coordinate with the Sangguniang Barangay and other youth organizations within his or her barangay on youth-related programs and projects that they wish to initiate and implement; and

(h) Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.

𝐂𝐚𝐥𝐮𝐦𝐩𝐚𝐧𝐠 𝐘𝐨𝐮𝐭𝐡 𝐏𝐚𝐫𝐥𝐢𝐚𝐦𝐞𝐧𝐭 𝐫𝐞𝐜𝐨𝐠𝐧𝐢𝐳𝐞𝐝 𝐚𝐦𝐨𝐧𝐠 𝐛𝐞𝐬𝐭 𝐒𝐊 𝐩𝐫𝐨𝐣𝐞𝐜𝐭𝐬 𝐢𝐧 𝐏𝐇

For the third straight year, the Sangguniang Kabataan of Calumpang is a national finalist in the Philippine Sangguniang Kabataan Awards with their project, the Calumpang Youth Parliament (CYP).

As one of the initiatives listed in the Outstanding SK Project category, the CYP aims to provide a platform for the youth in Calumpang to freely express their opinions on various issues impacting their lives and community through parliamentary workshops, congressional debates, and presentations.

Adapted from the National Youth Parliament (NYP) and Gensan Youth Parliament (GYP), the CYP delegates were able to formulate 9 ordinances and 17 resolutions at the end of the 3 day activity.

The CYP, together with 19 other national finalists across the country, were selected after a two-tier paper screening, evaluation, and validation.

As part of the final stage of the selection process, the project will be presented at the Grand Finals Expo at the Youth in Good Governance Fair of the Positive Youth Development Network, to be held in Iloilo City on June 11–12, 2023.

Last year, the Pande-Pande Program was one of the national finalists under the Health category, while their Youth Cooperative Program bagged the Outstanding SK Project award.

In 2021, their COVID-19 initiative, "Hugas Kamay Project," was shortlisted under the Health category.

SK Calumpang, which is headed by their chairperson, Hon. John Salvador D. Demdam, was also recently hailed as one of the national finalists in the Ten Accomplished Youth Organizations through their Pande-Pande program.
