A graduate of UST and Ateneo de Manila University, with a Master's degree from the University of Wales, Cardiff as a British Chevening Scholar, Hernandez served in key national government positions before entering Congress.
Since becoming Representative of South Cotabato's Second District in 2013, he has championed legislation benefiting healthcare, education, infrastructure, transportation, communications, and government services.

Having served as Deputy Speaker in the 17th and 18th Congresses, Hernandez returned to Congress in 2025 and was elected Senior Deputy Speaker, giving South Cotabato a strong voice in the national legislature.
