100 DAYS OF SADC | A RECORD OF SERVICE, A FOUNDATION FOR THE WORK AHEAD

100 days into the work of the Sports and Athletic Development Committee (SADC), this milestone reflects the concerns raised, conversations initiated, consultations conducted, assessments undertaken, and proposals developed throughout the Committee’s first 100 days.

From student-athlete concerns and resource matters to welfare initiatives, consultations, assessments, and proposals for further consideration, these 100 days have been focused on listening, documenting concerns, understanding existing conditions, and creating spaces where student-athlete voices can be heard.

Under Chairperson Nathalie Charr T. Villanueva and Vice Chairperson Blue Marcos Evangelista, SADC has continued its work alongside its Associates, local chairpersons, officers, and the student-athlete community, taking each concern as a basis for further discussion, review, and appropriate action.

Some matters remain under review. Others continue through consultation and institutional consideration. What matters is that the work has begun and that the voices behind these concerns continue to be part of the process.

To every student-athlete who shared a concern, answered a consultation, participated in an assessment, offered a perspective, or simply allowed us to listen, thank you. We are grateful for your trust, and we need you with us as the work continues.

We may not have all the answers yet, and we may still have a long way to go. But we hope you continue to share your voices with us, because we need to hear from you, learn from you, and work with you.

OFFICE MEMORANDUM NO. 006, S. 2026–2027
In consideration of the prevailing weather conditions brought by the typhoon, the Sports and Athletic Development Committee (SADC), through its Chairperson, Nathalie Charr T. Villanueva, hereby postpones the First Committee Hearing on the proposed Financial and Non-Financial Resolutions originally scheduled for August 9, 2026. The decision places the safety, welfare, and well-being of students and student leaders first, while ensuring that the Committee remains responsive to the circumstances of the University community.

SADC shall continue its work through a written review of the proposed Financial and Non-Financial Resolutions. The Committee shall carefully assess each measure based on its substance, necessity, feasibility, implementation, institutional considerations, and responsiveness to student welfare before determining whether it shall be ENDORSED or NOT ENDORSED at the Committee level.

Authors concerned are advised to provide an active Gmail account through [email protected] for official Committee communication. SADC shall communicate its initial findings, recommendations, or necessary actions on or before August 11, 2026.

The work continues, but the welfare of our students comes first. Responsible student leadership means continuing to serve while knowing when to adjust, protect, and put people before procedure. SADC remains committed to a careful, fair, and responsible review of every measure entrusted to the Committee.

OFFICE MEMORANDUM NO. 005, S. 2026–2027

Pursuant to its mandate to advance the welfare, development, representation, and interests of the University’s student-athletes, the Sports and Athletic Development Committee (SADC), through its Chairperson, Nathalie Charr T. Villanueva, hereby issues Office Memorandum No. 005, S. 2026–2027, formally convening the First Committee Hearing on Draft Financial and Non-Financial Resolutions.

The Committee Hearing shall constitute the formal legislative proceeding through which proposed measures falling within the Committee’s jurisdiction shall be presented, examined, interpolated upon, and deliberated upon prior to the Committee’s determination on their appropriate disposition.

In the exercise of its committee functions, the Sports and Athletic Development Committee shall evaluate the proposed measures on the basis of their substance, necessity, relevance, feasibility, institutional implications, and responsiveness to the welfare and development of student-athletes.

All concerned Committee officials, Associates, and Author/s are hereby directed to observe the prescribed proceedings and to undertake the necessary review and preparation prior to the hearing. Meaningful participation and substantive interpolation are expected in order to ensure that every measure considered by the Committee undergoes proper legislative scrutiny.

The Committee remains committed to ensuring that every measure concerning student-athletes is not merely heard, but properly examined, responsibly deliberated upon, and acted upon in accordance with the interests of the students it seeks to serve.

MEMORANDUM ORDER NO. 04, s. 2026

In fulfillment of its mandate to uphold the welfare, representation, and holistic development of Bulacan State University student-athletes, the Sports and Athletic Development Committee (SADC), through its Chairperson, Nathalie Charr T. Villanueva, formally issues Memorandum Order No. 04, s. 2026.

This Memorandum directs the mandatory coordination for the submission of Official Student-Athlete Masterlists and the strengthening of the ongoing University-Wide Student-Athlete Consultation. The initiative aims to establish a validated institutional database of student-athletes and ensure that the concerns, needs, and recommendations of every recognized sport across all colleges and external campuses are properly represented.

The data gathered shall serve as the foundation for the Committee's resolutions, policy recommendations, welfare initiatives, and official representations before the Sports Development Office, the Student Government, and other appropriate University offices, reinforcing the Committee's commitment to responsive, evidence-based, and student-centered governance.

All concerned Committee officials are hereby enjoined to faithfully comply with the provisions of this Memorandum and work collectively toward advancing the welfare of the University's student-athletes.

The Sports and Athletic Development Committee (SADC) exists to represent the interests of BulSU's sports community by advancing student-athlete welfare, promoting inclusive sports development, and recommending initiatives that respond to the needs of our students. Fulfilling this responsibility begins with one important step, listening.

Following the launch of ATHLELINK, the official student-athlete engagement platform of the Sports and Athletic Development Committee (SADC), we are proud to introduce its next initiative which is the University-Wide Sports and Student-Athlete Consultation, a platform that empowers every student-athlete and non-athlete student to share their experiences, raise concerns, and recommend meaningful improvements for sports development across the University.

ADVANCING SUPPORT FOR BULSU STUDENT-ATHLETES.

The Sports and Athletic Development Committee (SADC) continues to pursue meaningful actions that place the welfare, development, and needs of student-athletes at the center of sports development.

Key priorities include advocating for better sports equipment and resources, strengthening essential support for athletes, advancing responsive welfare mechanisms, and exploring programs that provide greater opportunities for athletic and personal development.

While these efforts mark only the initial steps, they reflect a continuing commitment to ensuring that the concerns of student-athletes are recognized and brought forward for appropriate action. SADC remains committed to working toward stronger institutional support and more responsive sports initiatives that serve athletes across the University. With every priority raised and every initiative pursued, the Committee continues to contribute to a sports environment that values both athletic excellence and student welfare.

Where there is a vision, there is a direction; where there is action, there is progress.

Marking another step in the Committee’s continuing work, the Sports and Athletic Development Committee (SADC) convened on July 20, 2026, alongside its Chairperson, Vice Chairperson, and Associates for an Executive Planning and Coordination Meeting to align priorities, strengthen ongoing initiatives, and set clear directions for the work ahead. The meeting served as a focused space to turn plans into coordinated action and further advance the Committee’s work toward sports development and student-athlete welfare.

MEMORANDUM ORDER NO. 03, s. 2026

Today, Senator Nathalie Charr T. Villanueva, Chairperson of the Sports and Athletics Development Committee, formally issues Memorandum Order No. 03, s. 2026 in the exercise of the Committee's administrative authority to communicate official directives and institutional policies governing its operations for Academic Year 2026–2027.

The issuance of this Memorandum Order reinforces the Committee's commitment to discipline, accountability, and administrative excellence by ensuring that all concerned officers and associates are guided by clear and uniform directives in the performance of their respective responsibilities.

Building a stronger sports culture begins with listening, collaboration, and purposeful action. Through its consultation with the Sports Development Office, the Sports and Athletics Development Committee (SADC) took an important step in identifying the priorities, challenges, and opportunities that will shape its initiatives for the Academic Year 2026–2027.

Beyond competitions and athletic engagements, SADC remains dedicated to creating opportunities that empower every BulSUan to grow, lead, and thrive through sports. By fostering inclusive and responsive programs that address the needs of our student-athletes and the wider student body, we move closer to building a more supportive and sustainable culture of sports and athletics in BulSU.

More than competitions, sports is about empowering every student-athlete to grow, lead, and thrive. This is only the beginning of our commitment to lead through sports and serve through meaningful action because every student-athlete deserves not only a place to compete, but also the support, opportunities, and recognition to succeed both on and off the field.
