PASEI Participates in Quezon City’s First Multi-Stakeholder Conference on Migration

The Philippine Association of Service Exporters, Inc. (PASEI) participated in the First Quezon City Multi-Stakeholder Conference on Migration, reaffirming its commitment to strengthening collaboration for the welfare and reintegration of Filipino migrant workers.

Representing PASEI, Joanna T. Anuddin, Director and Head of the CSR Committee, served as one of the panelists, where she shared the private sector’s perspective on migrant reintegration. She highlighted the importance of preparing OFWs for reintegration, expanding access to local employment and skills development, and strengthening partnerships among government, the private sector, civil society, and other stakeholders to better support returning OFWs and their families.

DMW Dialogue with Recruitment Industry Associations

The Department of Migrant Workers (DMW), through the Licensing and Regulation Bureau, convened a dialogue with accredited recruitment industry associations to present proposed reforms aimed at streamlining the licensing and renewal process for licensed recruitment agencies.

The meeting was attended by representatives of various industry associations, including PASEI President Rowena Paragas and PASEI Director Joanna T. Anuddin.

Key Discussions
�Streamlined Licensing and Renewal Process�DMW presented a revised checklist of documentary requirements for agency license renewal aimed at:
�Removing redundant and duplicate requirements;�Simplifying documentary submissions;�Standardizing processing procedures; and�Improving efficiency while maintaining regulatory compliance.�
The revised checklist remains a work in progress and will undergo further consultation before final adoption.
�Digitalization of Licensing Services�DMW shared its plan to fully digitalize the licensing and renewal process within the year. The proposed system will enable agencies to:
�Upload documentary requirements online;�Receive automated validation of submitted documents;�Track application status electronically; and�Reduce processing time through a more transparent and paperless system.� �Standard Processing Timeline�DMW proposed a processing timeline of approximately 12–13 working days for complete applications and reiterated that agencies should file renewal applications at least three months before license expiration, as license extensions will no longer be granted.

4. Renewal Requirements
Among the proposed changes discussed were:

* Simultaneous renewal of existing branch authorities with the main agency license;
* Updated requirements on escrow, capitalization/equity, and financial documents;
* Separate processing for changes in directors and officers; and
* Simplified documentary requirements by removing unnecessary submissions while retaining those required by law.

5. Inspection Reforms
DMW outlined proposed improvements to its inspection procedures, including the development of a revised inspection manual. Existing branch offices may be renewed together with the main license, subject to post-renewal inspection, while new branches will continue to require inspection before approval.

6. Anti-Illegal Recruitment and Digital Recruitment
DMW presented its ongoing efforts to combat illegal recruitment and human trafficking, including intensified monitoring of online recruitment activities and the removal of thousands of suspected illegal recruitment posts on social media platforms.

As part of its proposed reforms, DMW floated the idea of prohibiting all recruitment-related hiring posts on social media, with all job vacancies instead being posted through the DMW website as a centralized platform for verified job opportunities.

In response, PASEI President Rowena Paragas emphasized that social media has become an essential recruitment platform for licensed private recruitment agencies (PRAs) and that a blanket prohibition would also affect legitimate agencies. As an alternative, she proposed that licensed agencies be allowed to continue advertising vacancies on social media, provided that each recruitment post includes a QR code linking directly to the corresponding DMW-approved Job Order (JO) on the DMW website. This would enable applicants to immediately verify the legitimacy of both the job order and the agency while preserving an effective recruitment channel for licensed agencies.

DMW welcomed the recommendation and expressed openness to further discussions with industry stakeholders as it continues to refine its digital recruitment and verification initiatives.

Industry perspectives on several key issues, including:
�The proposed processing timeline and handling of notices of deficiency;�Renewal procedures involving changes in directors and foreign partners;�Interpretation of the equity requirement under the 2023 DMW Rules and Regulations;�Practical challenges in securing documents from third-party government agencies;�The continued use of social media as a recruitment platform for licensed agencies; and�The need for practical, technology-driven solutions that protect migrant workers while supporting ethical and compliant recruitment agencies.�
Next Steps

DMW will consolidate the comments and recommendations received from stakeholders before finalizing the revised licensing guidelines and issuing the corresponding implementing circular. Another consultation with industry associations is expected prior to implementation as part of DMW’s commitment to collaborative policy development and continuous improvement of its regulatory processes.

The Philippine Association of Service Exporters, Inc. (PASEI) successfully conducted its Roundtable Discussion on "Navigating the Tax Implications for Overseas Recruitment Agencies" for its members and the overseas recruitment industry at the Department of Migrant Workers (DMW), Malugay, Bel-Air, Makati City. The event drew more than 160 participants, reflecting the industry's strong commitment to remaining informed and compliant with the country's evolving tax regulations.

As part of PASEI's continuing commitment to providing relevant and timely learning opportunities for its members and industry stakeholders, the roundtable discussion served as a valuable platform for knowledge-sharing and professional dialogue. Participants gained practical insights into the tax issues affecting overseas recruitment agencies, including compliance requirements, regulatory developments, and strategies for effectively managing tax obligations.

Drawing from their extensive legal and tax expertise, the speakers provided comprehensive discussions on key tax considerations for overseas recruitment agencies. They also addressed participants' questions and shared practical guidance on navigating the complexities of tax compliance while maintaining sound business practices.

The lively exchange of ideas during the open forum underscored the value of collaboration between legal experts and industry practitioners in addressing emerging concerns and promoting greater awareness of regulatory responsibilities.

The overwhelming participation of more than 160 attendees highlighted the importance of initiatives such as this in empowering PASEI members and the broader overseas recruitment industry with current, practical, and actionable knowledge.

We understand that such news may raise questions or concerns among our fellow OFWs currently working and residing in Hungary. In this regard, we would like to reassure everyone, based on guidance from our partners, that:

The legal status of OFWs currently residing and working in Hungary remains secure; and
The extension of your stay in Hungary is guaranteed, provided that all legal requirements and conditions are met.

While there are indications that the new government may introduce reforms to the guest worker system in the future, please be advised that the scope, content, and timing of any such reforms are not yet determined. Any changes, if implemented, are expected to take place in the mid-term and will be properly communicated once official details are available.

At this time, there is no immediate cause for concern, and all OFWs are encouraged to continue complying with existing laws, regulations, and employment conditions.
