MARINA has put in place alternative measures to ensure the continued deployment of Filipino seafarers, including the issuance of certifications for those with immediate deployment requirements. The CERTIFICATION is VERY TEMPORARY, and SIDs will be issued thru the respective Manning Agencies once the system has been restored.

To date, more than 500 certifications have already been issued to expedite applications since 14 August 2026. Out of an estimated 890,000 Filipino seafarers certified meeting international standards, this represents approximately 0.06% of the seafaring population. These certifications are verifiable by Port State authorities.

𝐋𝐀𝐇𝐀𝐓 𝐍𝐆 𝐄𝐗𝐏𝐄𝐃𝐈𝐓𝐄 𝐀𝐏𝐏𝐋𝐈𝐂𝐀𝐓𝐈𝐎𝐍𝐒 𝐀𝐘 𝐍𝐀𝐁𝐈𝐆𝐘𝐀𝐍 𝐍𝐆 𝐒𝐄𝐑𝐓𝐈𝐏𝐈𝐊𝐀𝐒𝐘𝐎𝐍 𝐒𝐀 𝐌𝐈𝐒𝐌𝐎𝐍𝐆 𝐀𝐑𝐀𝐖 𝐍𝐆 𝐊𝐀𝐍𝐈𝐋𝐀𝐍𝐆 𝐀𝐏𝐏𝐎𝐈𝐍𝐓𝐌𝐄𝐍𝐓.

MARINA has also met with 50 licensed manning agencies (LMAs) to directly address deployment concerns and ensure that affected seafarers receive the necessary assistance. Ayon sa mga LMAs, WALANG SEAFARER ANG NA-DISPLACE dahil sa SID/SRB system disruption. MARINA Administrator Sonia Malaluan appeals to all manning agencies to provide correct information to seafarers and to immediately report to MARINA, any issue or problem encountered using the issued Certification.
