SEVERE WEATHER PREPAREDNESS AND RESPONSE PLAN

I. PURPOSE

To establish clear guidelines for preventing injuries, fatalities, and property damage during severe weather such as heavy rains, strong winds, lightning storms, floods, and typhoons.

II. SCOPE

This plan applies to all worksites, workers, subcontractors, and visitors during operations affected by weather-related hazards.

III. PHILIPPINE WEATHER CLASSIFICATIONS (Based on PAGASA)

1. Tropical Depression (TD) โ€“ Max winds of up to 61 kph

Light to moderate rain; localized flooding possible

2. Tropical Storm (TS) โ€“ Winds of 62 to 88 kph

Heavy rainfall, potential for widespread flooding and landslides

3. Severe Tropical Storm (STS) โ€“ Winds of 89 to 117 kph

High winds, dangerous seas, serious flooding.

4. Typhoon (TY) โ€“ Winds of 118 to 184 kph

Violent winds, heavy to torrential rain, storm surge

5. Super Typhoon (STY) โ€“ Winds exceeding 185 kph

Catastrophic damage risk, immediate suspension of all operations

6. Thunderstorm

Sudden heavy rain, lightning, gusty winds lasting 1โ€“2 hours

7. Southwest Monsoon (Habagat) / Northeast Monsoon (Amihan)

Prolonged rains over several days, especially in western parts

8. Localized Thunderstorm or Rain Showers

Flash floods and landslides possible in affected areas

IV. WEATHER MONITORING & EARLY WARNING

Assign a Weather Watch Officer

Monitor PAGASA advisories, LGU bulletins, and real-time radar

Use group chats, SMS, radio, or megaphones for alerting personnel

V. SEVERE WEATHER ACTION LEVELS

Weather Condition Action Level Action Taken

Light Rain/Localized Showers Level 1 Continue work with extra caution; monitor site conditions
Heavy Rain / Thunderstorm Level 2 Stop high-risk tasks (scaffold, crane, electrical); secure tools and personnel
Gale Warning / Strong Winds Level 3 Cease all outdoor work; seek shelter; secure temporary structures
Storm Signal No. 1-2 / Monsoon Rainfall Level 4 Suspend operations; initiate site lockdown if needed
Storm Signal No. 3+ / Typhoon Level 5 Mandatory site shutdown; evacuate; wait for post-event clearance

VI. PRE-STORM PREPAREDNESS

Inspect and clear drainage systems

Elevate and waterproof essential tools and documents

Secure all materials, hoardings, scaffolds, and signages

Ensure all workers are trained on emergency procedures

Pre-position emergency kits: flashlights, PPE, first aid, radios

VII. DURING SEVERE WEATHER

Cease all operations at Level 3 or higher

Account all workers using roll call or head count

Evacuate to pre-identified safe shelter areas

Maintain continuous communication with supervisors and emergency responders

VIII. POST-WEATHER INSPECTION

Inspect all equipment, scaffoldings, formworks, and power lines

Conduct site walk-through and issue a Safety Clearance before resumption

Document all damages and actions taken

IX. TRAINING & DRILLS

Conduct Severe Weather Drill at least once every quarter

Orientation to be part of every new employee induction

All personnel must be aware of:

Signal warnings and responses

Designated shelter areas

Emergency contacts

X. RESPONSIBILITIES

Role Responsibility

Safety Officer Weather monitoring, hazard identification, implementation of work stoppage
Site Supervisor Enforcement of suspensions, accountability of crew, liaison with management
Workers Follow instructions, use PPE, report unsafe conditions

XI. COMMUNICATION SYSTEM

Use SMS, radio, group chat, or direct announcements

Safety briefings before start of shift during adverse weather season

Ensure backup power and communication equipment are functional

XII. REVIEW & UPDATE

The plan shall be reviewed every 6 months

Updates shall be made after significant incidents, typhoons, or site audits.
