The Commissioner of the Sierra Leone National Commissioner on Small Arms (SLeNCSA) Col. (RTD) Binneh Kondeh Conteh (OOR) has today 6th January 2023 officially handed over his Handing Over and Taking Over (HOTO) note to Lt Col. (RTD) Luke Foday Ndanema, Deputy Commissioner of SLeNCSA. Col. (RTD) Binneh served as Deputy Commissioner from 18th November 2021; a position he held for eleven (11) Months. In his statement he congratulated the Deputy Commissioner on his appointment and further stated that the aim of the Handing Over document is to give the Deputy Commissioner an overview of his responsibilities. The Commissioner highlighted some major challenges in the Commission but maintained there is light at the end of the tunnel . ECOWAS Member States on Small Arms and Light Weapons met in Dakar Senegal, to formulate a common position in the framework of the 8th meeting of the United Nations Program on Small Arms and Light Weapons UN PoA

Participants at the opening ceremony of the Regional Meeting to formulate a common position of ECOWAS Member States within the framework of the 8th Biennial Meeting of States on the United Nations Program of Action on Small Arms and Light Weapons (UN PoA)

The Economic Community of West African States (ECOWAS) organized a regional meeting in Dakar Senegal for member states from Wednesday 15 to Thursday 16 June 2022. The aim of the meeting was to formulate a common position at the eighth biennial meeting of States (BMS8) on the United Nations Program of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in all Its Aspects (UN PoA). The BMS8, which will be held in New York from 27 June to 1st July 2022, would result in the unanimous adoption of a final document, with the aim addressing the threats linked to this category of weapons.
Sierra Leone National Commission on Small Arms Deputy Commissioner - Col Rtd Bennie K. CONTEH (OOR) is in attendance, along with other heads of Small Arms Commission from other ECOWAS member states .
Joseph Piex Ahoba, head of the small arms division ot the ECOWAS Commission, says the regional organization is at an 80-85% implementation rate of the UN action plan on small arms and small arms (SALW). He said he was optimistic that the meeting would lead to a common position of ECOWAS member states.
The Deputy Head of Mission at the German Embassy in Dakar, Theodor Proffe, hailed the efforts of ECOWAS in strengthening SALW control. As a partner, he said, his country supports all governments in the region regarding control of small arms and light weapons.
Amaury Hoste, Head of the Governance and Stability Entity at the European Union Delegation in Senegal, underlines that for the EU, the United Nations Program of Action and the International Tracing Instrument remain the essential starting point for all new actions concerning illicit SALW at the national, regional and international level.
The EU would like this meeting to lead to the creation of an “open-ended” group of technical experts, capable of “guaranteeing the effectiveness and application of the international instrument”. He believes that it is the “common responsibility” of States to “launch this process and make it operational”.
This meeting was organized through the Organized Crime: West Africa Response to Trafficking (OCWAR – T) Project.
OCWAR-T is an ECOWAS programme co-funded by the European Union and the Government of the Federal Republic of Germany.
