There are still many problems with the system since the insurance policy applies only to the registered jet-ski. Most scams come from the ones without registration and the police is also protecting them. I was twice in a situation when there was a try to scam on my hotel guests and I needed to call the police and showing clearly that there was no registration sticker/no. on the jet ski and the police was just looking away until I threaten to call in the embassy. Then they gave up... its a nightmare, really. In case of disputes always tell them:
1) Request to go to the police and file a report
2) Enquire for the jet-ski registration and insurance no.
3) No cash, only through insurance
Also be careful. This guys tend to be very aggressive and start a fight easily. Never turn your back to them even the police is there.

Jet ski operators were again the focus of a discussion months after the matter was considered resolved..!!
But unscrupulous operators continue to fleece the public and local officials and police are unable to put an end to the practice which only further detracts from Pattaya’s reputation..!!
Mayor Itthiphol Kunplume told a group of city officials that he is very concerned because the ongoing publicity damaged the image of the tourist resort and could have the effect of discouraging visitors.
Yet one more new law is being considered, Itthiphol noted.

he beach is totally out of control with the scams everywhere again yesterday and today no law enforcement anywhere . Three Indian Guys rented jet ski's at soi 11 they drove careful and kept apart from each other.
When they come in the scammers grabbed two of them and showed photo's which would have been manipulated the scammers got aggressive making threats and threatened one friend who was videoing the scam.
Anyway not sure what happened but they were kept on the beach a long time.
How much hope does a tourist have when he is up against a
1 manipulated photo's
2. indian and farang guides who makes out they working for police.
3.Threats and intimidation by a drunken bunch of thugs who will attack you with the first object hey get in there hand
4. No safety measures in place for tourists to Pattaya
5. Corrupt Police.
6. Call centers and tourist police who wont respond.
7. A Town Hall that makes promises of new regulations and safety measures but then does absolutey nothing.
8. Every Jet Ski Vendor in Pattaya is in on this they work as big group and support each other.

Some steps to regulate the industry
1. Should be Thai nationals, not illegal immigrants.
2. Should have criminal record / background checks done , if found to have committed serious offence in last 10 years no permit to operate.
3. Apply for permit to operate , some conditions to operate – full insurance , third party etc.
4. Jetski operator has to display pricing on large easy to read signage, in several of the major languages.
5. Rentor / operator sign an agreement regards pricing / usage and clear easy to understand brief on the insurance – damages should be covered by the policy.
6. Operators should not rent to persons who they suspect are under influence of alchohol or drugs.
Some of these steps / suggestions might help , but unlikely as the town officials will not enforce .
