Happy National Shooting Sports Month!
August is National Shooting Sports Month, with events nationwide promoting shooting sports participation and safe fi****ms handling. Shooters can also take the +ONE pledge and introduce someone to the world of recreational shooting for the first time.



This is the perfect month to get out and practice safe shooting, sight in your rifle before hunting season or just have some fun with friends and family. A list of shooting ranges in New Mexico can be found here.





Beginner Shotgun Shooting Clinic
Registration is currently open for the Department of Game and Fish’s upcoming Beginner Shotgun Shooting Clinic, which will take place Aug. 16-17 at the Stephen M. Bush Memorial Shooting Range in Clayton. The clinic, which is open to anyone age 12 and older, will provide

participants with the opportunity to learn shotgun skills from trained staff. Shotguns, ammunition and targets will be provided.

Those interested must register in advance by clicking here. The clinic will take place from 4-7 p.m. Aug. 16 and from 8 a.m.-noon Aug. 17. Participants under the age of 18 must be accompanied by an adult.



A Rising Star in Archery
Deming High School student Ashlynn McGinnis is one of the nation’s best high school female archers, having finished second in the 2024 National Archery in the Schools Program (NASP) IBO/3-D National Open Championship in Florida in June. McGinnis’ performance comes on the heels of second-place finishes in the New Mexico State 3-D and Bullseye Championship, and she was also the highest-finishing New Mexican at the



Western National Championship in Salt Lake City. Way to go!

Safe Storage Saves Lives
To ensure household safety and prevent unauthorized access, it is critical that gun owners practice responsible storage. Safe storage goes beyond simply hiding guns in closets or drawers.

To practice safe storage, unloaded fi****ms should be secured in a locked cabinet, safe, gun vault, or storage case. These storage locations should be inaccessible to

children to minimize the risk of accidents or misuse. Additionally, utilizing gun locking devices can render fi****ms inoperable and provide an extra layer of security, and can be used as a complement to locked storage. If fi****ms are disassembled, it is important to store the parts securely in separate locations.

It is essential to store ammunition in a separate, locked location away from fi****ms. This separation helps minimize the possibility of accidental discharge or unauthorized use. Always remember to double-check fi****ms thoroughly to confirm that they are unloaded when removing them from storage, as accidents can occur if a firearm is returned to storage loaded.

🟥HB 129 – Adds a 14-day amended to a 7-day waiting period for a firearm purchase. It passed on the House Floor 37-33 on Friday, despite all Republicans opposing the bill along with several Democrats.

🟥HB 41 – Clean Transportation Fuels Standard would result in gas prices being raised by .50 a gallon or more. It passed on the House Floor 36-33 on Sunday with all Republicans voting against it, joined by a few conservative Democrats.

Legislation will raise taxes on New Mexico employees and employers

SANTA FE—Today, the Senate Finance Committee advanced the Paid Family Medical Leave Act on a vote of 6-5 with all Senate Republicans voting against the measure. The bill would impose a mandatory tax on every New Mexico business with five or more employees and an additional tax on the employees’ paychecks. Contributions would feed a state fund to pay out up to 12 weeks of paid leave.

“Today was a contrast between responsible government and idealistic thinking,” said Senator Bill Sharer (R-Farmington), the ranking member on the Senate Finance Committee. “Not only did the sponsor choose to implement an additional tax on small businesses and employees, but two of the three projections indicate this fund will soon be insolvent. We have a multi-billion dollar surplus, and yet, Senate Democrats are choosing to implement another tax.”

“No one understands the importance of maternity leave better than a mother,” added Senator Crystal Brantley (R-Elephant Butte). “However, this bill is not universal parental leave. Rather, it’s a wide-open invitation for fraud with limited guardrails that will harm small businesses and raise taxes on hardworking New Mexicans. With this vote, progressive Democrats continue to demonstrate their insatiable appetite for higher taxes and more government control.”

Senate Bill 3 will now be considered by the full Senate.

🟩 HJR 3 - proposes to amend Article 2, Section 13 of the New Mexico
Constitution. The proposed amendments will expand the courts’ right to deny bail. Would allow the Legislature to set terms surrounding prohibiting bail eligibility. The bill also removes limitations on the denial of bail to defendants charged with a felony, thus
allowing for detention without bail to expand to misdemeanor cases.
The bill additionally removes the section of the constitution stating only prosecuting authorities may request a hearing to determine whether bail is denied.
The bill additionally expands the defendants for whom bail could be denied by the court.

The joint resolution provides the amendment be put before the voters at the next general election (November 2024) or a special election called for the purpose of considering the amendment. The amendment would only be effective if approved by voters.

🟢SJR 9 - Introduced by Senator Steven Neville (R-Farmington) and Senator Bill Soules (D-Las Cruces), proposes an amendment to the Constitution of New Mexico to remove the Public Education Department from the executive branch and establish an elected and appointed state board of education.

• Passed on the Senate Floor on a 36-1 vote.
• “I am grateful to my Senate colleagues for their support of this proposition,” said Senator Neville. “This is a positive step forward in ensuring continuity in education so our students are not subjected to the political instability between administrations. I urge my colleagues in the House to support this landmark legislation and I hope the voters will approve this measure come November.”

“By advancing this legislation, the Senate has issued a clear vote of no confidence in the ability of any executive to fix our broken education system,” added Senate Republican Whip, Senator Craig Brandt (R- Rio Rancho), a former school board member. “New Mexico remains at the bottom in education nationally while other states, such as Mississippi, have gradually improved their outcomes. The sad reality is, we have lost a generation of students to our failing system and it’s time we make some real changes.”

🟢On Wednesday, Rep. Gail Armstrong passed an amendment to HB 2, the General Appropriation Act of 2024, on the House Floor to prohibit the State from using taxpayer dollars to mandate a 180-day/5-day school week which protects school districts across NM that have found success with this model.

🔴SB 5 - Makes 100 feet of all polling places, and 50 feet within a voting dropbox gun-free zones under penalty.
• On a 26-16 vote, the New Mexico Senate passed Senate Bill 5 to ban the lawful carry of fi****ms in and around polling locations on Tuesday. An amendment carried by Senate Republicans to provide an exception for concealed carry permit holders was rejected.
• Senate Republican Leader, Senator Greg Baca (R-Belen), issued the following statement regarding the bill’s passage:

“It is both telling and disappointing that the first piece of legislation passed by Senate Democrats is a bill attacking the rights of law-abiding citizens. Rather than working to stem the tide of crime gripping our state or addressing the crises at CYFD, the far left put their twisted priorities on full display today. 🔴SB 122 - End the revolving door of crime by allowing for the holding of violent offenders pending trial to ensure they do not commit further crimes.
• Tabled by Democrats in the Senate Health and Public Affairs Committee on Friday.
• Following the tabling of the bill, Senator Brandt issued the following statement: “Make no mistake—the reason the executive, criminal prosecutors, and law enforcement all supported this measure is because there is consensus that career criminals are aided and abetted by this weakness in our bail system. By voting down this measure, progressive Democrats from Albuquerque stood on the side of criminals and left the safety and security of our communities in jeopardy.”

“These legislators say they are committed to addressing New Mexico’s crime crisis, but votes like this expose their words are nothing more than lip service. The people of our state deserve better, and moving forward, I hope the people will demand better from those they elect to office.”

🔴HB 27 - Seeks to expand the State Red Flag Gun Confiscation Law. It empowers law enforcement officers and unspecified licensed healthcare professionals to petition for extreme risk protective orders. Immediate firearm surrender is required upon service of these orders.
• Passed in the House Judiciary Committee on a party-line vote on Monday. It now heads to a House Floor vote.

🔴HB 114 - Would make the fi****ms industry an easy target for litigation that could force many out of business.

🔴SB 69 - Requires a 14-day waiting period for firearm purchases.
• Passed the Senate Health and Public Affairs Committee on a party-line vote of 5-3.
• The Senate Republican members of the Senate Health and Public Affairs Committee, Senator Gregg Schmedes (R-Tijeras), Senator Greg Nibert (R-Roswell), and Senator Steven McCutcheon (R-Carlsbad), all voted against the measure and released the following statements:

“The sponsor of the bill failed to provide me with a single example of constitutionality for his proposed law,” said Senator Schmedes. “Rather, he called the recent SCOTUS opinion in New York State Rifle & Pistol Association Inc. v. Bruen ‘absurd’ and predicts they will change their minds on the issue. So let’s call this what it really is—an attempt to curb and constrain the lawful purchase of fi****ms by law-abiding citizens.“

“The New Mexico Constitution is clear: ‘No law shall abridge the right of the citizen to keep and bear arms for security and defense, for lawful hunting and recreational use and for other lawful purposes,’” added Senator McCutcheon. “Clearly, this would abridge the constitutionally guaranteed rights of the people of New Mexico, and I hope the legislators who swore an oath to abide by the Constitution will vote against it.”

Senate Republicans Propose Tax Relief Bills for Teachers, Farmers, Veterans, and Adoptive Parents

This Legislative Session, Senate Republicans have proposed a suite of proposals to offer tax breaks for teachers, farmers, military veterans, and adoptive parents. The bills received affirmative support from the Senate Tax, Business, and Transportation Committee this week and will now be considered for inclusion in an omnibus tax package. All four proposals were included in the tax package last year, but were vetoed by Governor Michelle Lujan Grisham.

The bills are:

SB 118 DYED AGRICULTURAL DIESEL FUEL TAX CREDIT (Sponsored by Senator Greg Baca and Senator Joshua Sanchez): Provides a GRT deduction for receipts from the sale of dyed diesel used for agricultural purposes.

SB 171 TEACHER-PURCHASED SUPPLIES TAX CREDIT (Sponsored by Senator Craig Brandt): Creates an income tax deduction for school supplies purchased by public school teachers.

SB 117 SPECIAL NEEDS ADOPTED CHILD TAX CREDIT (Sponsored by Senator David Gallegos): Increases the special needs adopted child tax credit from $1,000 to $1,500.

SB 125 ARMED FORCES RETIREMENT PAY TAX SUNSET (Sponsored by Senator William Burt): Removes the sunset date on the armed forces retirement pay income tax exemption currently in effect through tax year 2026.

Senate Republican Whip, Senator Craig Brandt (R-Rio Rancho), who was a chief negotiator of the tax package last year, issued the following statement regarding the Republican proposals:

“These bills represent a years-long effort to bring some reasonable, commonsense tax relief to New Mexico families. We hope to see these changes codified in law this year and I urge the Governor to support them.”

House Republicans Introduce Women’s Bill of Rights, Urge House Democrats and Governor Lujan Grisham To Stand With Women

New Mexico State Representative Andrea Reeb today announced the introduction of Independent Women’s Voice’s (IWV) Women’s Bill of Rights (WBOR). HB 205 will codify the common sense understanding of the words “male” and “female” when used in law and will help protect single-s*x spaces, such as r**e crisis centers, domestic violence shelters, prisons, athletic teams, locker rooms, and sororities.

Rep. Reeb is joined by additional sponsors, including Reps. Jenifer Jones, Gail Armstrong, Cathrynn N. Brown, and Candy Spence Ezzell in calling on New Mexico House Democrats and Governor Michelle Lujan Grisham to stand with women and prioritize HB 205 during this legislative session.

New Mexico laws and regulations use the words “woman” and “female” at least 2,045 times.

If enacted, HB 205 would assist judges and bureaucrats interpreting New Mexico law by:
• Defining s*x-based terms;
• Articulating the state’s interest in protecting certain single-s*x spaces; and,
• Ensuring the accuracy of public data collection.

Women’s Bill of Rights model legislation, first announced in March 2022, was drafted by Independent Women’s Voice and Independent Women’s Law Center (IWLC) in collaboration with the feminist organization Women’s Liberation Front (WoLF).

Representative Andrea Reeb, the primary sponsor of the New Mexico Women’s Bill of Rights, said, “Women’s rights have been taken over by false idols who are pushing to take away fairness and equity in women’s spaces. This pro-woman bill simply levels the playing field and ensures women feel comfortable in single-s*x spaces and are competing with women in women’s sports.”

Jennifer C. Braceras, Vice President for Legal Affairs at Independent Women’s Voice and Founder of Independent Women’s Law Center, said, “It’s becoming increasingly difficult to speak about women and women’s rights in a common language. At Independent Women’s Voice and Independent Women’s Law Center we know what a woman is. Thankfully, Rep. Reeb does too.”

Sharon Byrne, Executive Director of Women’s Liberation Front, said, “WoLF is a feminist organization that restores, protects, and advances the rights of women and girls. WoLF supports the Women's Bill of Rights as a tool to help protect women’s s*x-based rights. If we want to be able to advance women's rights, the law must be clear on the definition of women. This bill provides that definition, and a foundation upon which to advance human rights for women and girls in the future.”

Lauren Levey, Coordinator of State Legislative Advocacy for Women’s Declaration International USA, said, “Women's Declaration International USA is proud to support New Mexico's Women's Bill of Rights Act. Our support is based on Article 1 of the Declaration on Women's Sex-Based Rights (the Declaration), which reaffirms that the rights of women and girls are based on the category of s*x, where s*x refers to reproductive biology. In contrast, "gender identity" is based entirely on claimed feelings and on the stereotyped s*x roles that are a fundamental aspect of inequality and discrimination against women and girls; it must not be codified. Women and girls face discrimination based on our biology as females, and we are unable to "identify" our way out of s*x discrimination.”

Riley Gains, a former competitive swimmer and staunch advocate for women’s spaces, will visit the Roundhouse in early February to co-host a press conference with the bill’s sponsors and other pro-women groups to discuss the importance of women’s rights.

SB 2 - Would further harm the oil and gas industry by increasing the royalty rates for oil and gas tracts of land through the New Mexico State Land Office.
