Safety & Security Insights | Day 3 of 3: Managing Capability & Opportunity
The final phase of threat assessment involves evaluating Capability and Opportunity—the physical realities of a safety threat.
1. Capability (Means & Disparity of Force):
Capability isn't limited to weapons. Courts and security doctrine recognize "Disparity of Force," which includes significant physical size differences, advanced tactical training, or multiple aggressive subjects against a single individual.
2. Opportunity (Effective Range & Timing):
An individual may have clear intent and high capability, but without opportunity, an immediate physical threat does not exist. Effective range depends on the tool:
Impact/Edged weapons require physical proximity.
Ranged weapons or vehicular threats expand the operational hazard zone.
Operational Summary for Professionals & Staff:
Proactive Space Management: Increasing physical distance eliminates Opportunity, defusing the threat without requiring physical force.
Legal Standard: Any defensive response must be proportionate, necessary, and timed to an active, imminent threat where Intent, Capability, and Opportunity intersect.
