Not the response we were hoping for thanks to everyone that helped to try and give our kids a nice place to ride and to try and get this place going over the last 5 years. City response below 馃憞

We discussed Tasks 1 -3 of the project previously. The city's consulting team completed Task 2 of the design project (concept/schematic design) in early May 2023. The city's consultant worked with city parks design staff to explore the proposed pedestrian circulation improvements, parking layout, drainage swale improvements, design for the new pump track, and potential improvements to the existing bike jumps.

Three concept designs with preliminary costs were provided to show a range of scenarios for different pump track configurations and materials, trails and site improvements. Enhancements to the existing drainage were studied for water quality improvements, vegetation enhancements and crossing options for the trail crossings. Ultimately, the park designs were intended to remain primarily native with native grasses and vegetation so that the existing ecosystem remains intact and flourishing. This phase of the project provided the city with a range of amenity options, improvements and cost scenarios in which to make an educated decision on park amenities that the City wants to move forward with. The deliverables included (3) concept designs with their associated costs. It was determined that estimated costs for construction of the Pomona Parcel Bike Park would be in excess of $850,000 to $950,000 per the cost estimate dated May 15, 2023.

Task 3 (Construction Documents) was scheduled for approximately seven weeks. Construction documents (CDs) for the pomona parcel bike park project were to include the site plans, material plans, grading plans, planting plans, stormwater management plan, final pump track design, site details, cost estimate and specifications.

The Arvada team shared the Task 2 concept designs with the City Manager's Office in mid May. At that time, the city team received direction from the City Manager/City Council not to proceed with Task 3 (Construction Documents). This decision was made due to the funding deficit for the project and the close proximity of a similar bike facility in development at Clear Creek Valley Park.

At this time, completion of a bike park on the pomona parcel property will not be moving forward. However, we do have updated conceptual designs that will be helpful to future planning if resources are made available to construct and maintain a new bike park.

Good News Update! Progress is being made! CB22-050, An Ordinance Authorizing an Additional Appropriation for Fiscal Year 2022 was passed in April of this year. In CB22-50 $160,000 in funding for the bike facility study was authorized. This will allow the City to Fund a site master plan and community engagement. We are very excited that all the hard work is starting to pay off. Thanks for all the folks who have been supportive and helpful through this process. Very long over due update however below is the latest update regarding the Bike Park.
Update on Pomona Parcel. In 2013-2014, a community engagement process took place to determine community desires for the property which can be found here: Pomona Parcel Report. On August 9th, City Council heard a presentation by Mr. Wayne Westover, a resident of Lake Arbor regarding using a portion of the parcel as a bike park. His proposal can be accessed here: Pomona Bike Park Proposal.
The recommended first step would be to develop a site masterplan. Parks and Recreation System Planning has long focused on priorities including playgrounds, open space, and sports fields as part of parks development. More recently, we鈥檝e adapted to become involved in various socioeconomic and environmental issues inclusive to successful park development, such as wildfires, habitat restoration, COVID-19 pandemic, urbanization, social equity, and economic development. In recognition of these often complex priorities, site planning is intended to determine vision for a specific area that is centered around community values, needs, and priorities. The master planning process is one that integrates long-range planning priorities, community visions and neighborhood feedback.
The following outline summarizes the key steps involved in the development of a site masterplan for an area like the Pomona Parcel:
路 Project Initiation & Planning (Schematic Design) - 2 months
路 Public Outreach Phase - 3 months
路 Stakeholder & City Council Engagement - 2 months
路 Master Plan Development - 2 months
路 Final Master Plan Report - 1 month
The initial opinion of costs for a site master planning effort of this site is estimated between $130,000 and $160,000.
Following the development of the site master plan, the second step concerns having a better understanding of the roles and responsibilities of the City and the non-profit organization. Mr. Westover is proposing the City and the newly-formed non-profit operator enter into a lease agreement and additional information and clarification is needed in addressing, among other things, liability issues, short-term and capital maintenance responsibilities and more information regarding project funding and the financial strength and capacity of the non-profit operator, before a final recommendation can be made.
The 2022 Proposed Budget and Program of Services does not include funding for the development of a Pomona Parcel Master Plan. If the Council is supportive of allocating funds for the development of the Pomona Parcel Master Plan as described herein, we will include this proposal on the list of potential one-time funds for consideration with other projects in early 2022.

As we have been coming to understand this process is difficult, time consuming, and is a test of patience. I'm really looking forward to bringing some good news in the next few weeks. In some regards we have taken steps back and other regards steps forward. However overall we are seeing light at the end of the tunnel. Im looking to put together a list of volunteers who will be able to lend a hand when it comes time to start packing dirt. If you are willing please send us A message!! I was really hoping for some more concrete news after this last meeting with city council however Im still left with some variables that need to be ironed out. I was able to present that plan in front of city council. Answered some questions , then did a site tour with the City attorney and most of the council members. These are big steps in making the bike park and enjoyable place with multiple activities for people of all ages. As of now nothing concret or stone however things are falling into place as they should. Thanks for hanging on with us and please reach out to your district council members and send then a not of support and your desire for this to be a reality. Thanks again!!

Mark your calendars!! Aug 10th we should have some exciting news to share. We don鈥檛 want to jinx anything however all the behind the scenes work to getting this done is finally wrapping up. Between countless meetings, working on sponsorships, coordinating with various groups, and developing the vision for the park we are about to take one final step. We are looking for some help. We have a Golfcart we use to haul water to do maintenance and its either on its last leg or who knows.
