Jarrettsville-Norrisville Community Advisory Board Keeping Jarrettsville/Norrisville/Pylesville/Street/Whiteford/Cardiff/ Forest Hill informed and educated on things happening in our community.

The Jarrettsville-Norrisville-Pylesville-Street-Whiteford-Cardiff Community Page is a place where Citizens of our community can voice their concerns and suggestions for how we can make our towns a better place to live. This page is monitored by the Jarrettsville-Norrisville-Pylesville-Street-Whiteford-Cardiff Community Council Board Members whose position is to be the eyes and ears of our community and to advise the Harford County Administration of the wants and needs of the citizens and all constructively written concerns and suggestions will be reviewed at our monthly meetings. The Community Council has a broad mandate to focus on at-large community issues, including traffic, recreation, safety and neighborhood revitalization. If you would like to personally be more involved with your community please come to the next meeting. There is no cost to attend and refreshments will be served; the more the merrier. We would love to hear from you! Make sure to "like" our page and say hello. Goals of Community Councils are as follows:

1. Strengthen communities and neighborhoods and help achieve a satisfying quality of life for county residents

2. Advise the County Executive on issues of concern and interest in local communities.

3. Act as a liaison between members of the community-at-large and the Harford County Administration.

4. Increase citizen participation and responsibility in community throughout Harford County.

More about the upcoming meeting at North Harford High School

Community notice — BGE open house is tomorrow.
BGE is holding an open house on the Maryland Line to High Ridge Project (Tri-County Transmission Upgrade, PSC Case 9884). So far they have mainly notified adjacent property owners. Many more residents in Harford, Baltimore, and Howard Counties could be affected, including by taller structures and possible FAA-required lighting.

The project includes a new 59-mile 500 kV line from the MD/PA line to the High Ridge Substation, plus rebuilds of existing 500 kV lines in the current right-of-way. Construction is anticipated from late 2027 through 2030.

Come look at the maps, ask questions, and share this with neighbors who may not have gotten a letter.

“I have received information that BGE has only notified adjacent property owners regarding the Open House Meeting that BGE is hosting at North Harford High School tomorrow, Tuesday, September 22, 2026 from 6:00 PM - 7:30 PM. BGE is advertising the Open House as the Tri-County Transmission Upgrade when in reality the meeting is to speak specifically about the Project as described below. Please circulate this information as many residents will be impacted by viewshed changes and potential FAA required lighting from this Project.”

Harford County Earns National Award for Innovative Program Serving Senior Citizens

BEL AIR, Md., (Sept. 16, 2026) – Harford County has earned a national award for its innovative approach to serving older adults by bringing resources and services directly to 11 senior housing communities throughout the county. The 2026 Aging Innovations & Achievement Award from the nonprofit USAging recognized Harford’s BLOOM Project (Building Longevity Outreach on the Move), developed by the county’s Office on Aging under the leadership of Karen Winkowski. The program functions as a “senior center on the move,” delivering health and wellness, nutrition, fitness, and social engagement programs to seniors where they live.

“I’m proud of our Office on Aging for leading with innovation, compassion, and a commitment to serving older residents,” Harford County Executive Bob Cassilly said. “Earning national recognition is an honor, but the greatest achievement is the impact this program is having on the lives of our older adults by providing opportunities for them to thrive.”

Rather than requiring participants to travel to a traditional senior center, the BLOOM Project brings programs tailored to the unique interests and needs of each housing community directly to residents multiple times each month.

Founded in 1975, USAging is the national nonprofit association representing and supporting the country's local area agencies on aging. The organization works in Washington, D.C., to champion policies, funding, and resources that help older adults and people with disabilities live independently and safely at home.

Harford County Earns National Award for “Hello Harford” Tourism Marketing

BEL AIR, Md., (Sept. 14, 2026) - Harford County has earned a 2026 Achievement Award from the National Association of Counties (NACo) for Hello Harford, the county’s destination marketing organization dedicated to attracting visitors and supporting local tourism organizations.

“Tourism is serious business and an important part of Harford County’s economy,” County Executive Bob Cassilly said. “Our approach with Hello Harford is to use data that gives us a better understanding of who is visiting, what brings them here, and where there are opportunities to grow. This information, combined with tourism marketing, grant funding and partnerships with local organizations, helps to strengthen the events, attractions and experiences that encourage people to stay longer, spend more, and come back to Harford County.”

Recognized in NACo’s Community and Economic Development category, Hello Harford works with tourism-related nonprofits, event organizers, and hospitality businesses throughout the county, providing access to visitor data, customized reports, and marketing tools. These resources help local organizations better understand their audiences and see where visitors are coming from to identify opportunities to reach people beyond Harford County.

That same information also helps the county make fiscally responsible decisions about how tourism dollars are invested. Hotel tax revenues are reinvested into events and experiences that bring visitors to Harford County. A particular focus is encouraging overnight stays, which means more spending at local hotels, restaurants, shops, and other businesses.

Harford County earned national recognition from NACo for bringing together visitor data, marketing, local partnerships and tourism investment through Hello Harford. The NACo Achievement Awards recognize county government programs from across the country, and Harford County’s award places Hello Harford among the programs selected for recognition in 2026.

Harford County Extends Ag Education and Outreach Grant Deadline to September 30

BEL AIR, Md., (Sept. 15, 2026) - Harford County Department of Economic Development has extended the application deadline for its Ag Education and Outreach grants from September 15 to September 30, 2026.

The grant program supports local agricultural organizations that educate the public and strengthen Harford County’s farming community. A total of $15,000 is available, with eligible organizations able to receive up to $5,000 for approved agricultural education, outreach, and farmer support initiatives.

Eligible applicants include academic institutions, nonprofit organizations, schools, school districts, and other established agricultural organizations based in Harford County. Organizations must be registered as business entities with the State of Maryland and demonstrate a mission centered on supporting farms or educating the public about agriculture.

Grant funds may be used for agricultural education or promotional events, training and educational materials, software and technology tools, and educational conferences.

Farms are not eligible for this round of funding; however, a separate grant round focused on farm expansion and start-up operations will be offered in October.

What an incredible evening — over 60 citizens and elected officials came together to discuss the many issues shaping our community. From solar and battery storage to transmission and zoning, there was a lot of valuable information shared.
